SUBJECT: SANTA CLARITA PERFORMING ARTS CENTER AT COLLEGE OF
THE CANYONS AGREEMENT
DEPARTMENT: Recreation and Community Services
PRESENTER: Phil Lantis
RECOMMENDED ACTION
City Council approve and authorize the City Manager or designee to execute a three-year
agreement with the Santa Clarita Community College District for an amount not to exceed
$80,000 per year for the Santa Clarita Performing Arts Center at College of the Canyons, from
July 1, 2022, to June 30, 2025, subject to City Attorney approval.
BACKGROUND
In 1999, the City of Santa Clarita (City) and the Santa Clarita Community College District
(District) signed a Memorandum of Understanding (MOU) for what became the Santa Clarita
Performing Arts Center at College of the Canyons (PAC). The MOU was signed prior to the
opening of the PAC, and it recognized the City's contribution of $2.4 million toward the
construction of the PAC. Among other items, the MOU outlined availability of the PAC for the
community's use. The term of the most recent agreement is from July 1, 2019, to June 30, 2022.
The following are highlights of the proposed PAC agreement:
• City and District will enter into a three-year agreement, which will begin on July 1, 2022,
and terminate on June 30, 2025.
• The District is responsible for coordinating and scheduling the use of the PAC by
community organizations.
• The City's contribution to the District is $80,000 annually for each year of the three-year
agreement. This annual amount is equal to the current agreement.
• Community organizations will be entitled to 21 percent of the days that the College of the
Canyons and the PAC are open, which is consistent with historical use patterns and past
agreements. This equals the use of 70 days a year, with 40 days during the week (Monday
to Thursday) and 30 days during the weekends (Friday to Sunday).

• The City and the District will work together to coordinate cross marketing efforts such as
coverage of the PAC in the City's Seasons magazines, City websites and various
publications and brochures.
All of the above are consistent with the current agreement. The only changes are the slight
alteration of the annual date for the District to provide the City and community organizations the
annual calendar from March 15 to March 31. This change allows the District more time to
schedule their student and touring act performances. The other change is the addition of a
COVID-19 Protocol statement, which reads:
"Any facility use of the PAC shall comply with LA County's COVID-19 protocol for Theatres,
as well as the District's COVID-19 requirements."
The PAC continues to serve the community as a vital part of the artistic and cultural landscape
and as a venue that allows many community groups to offer performances for the benefit of the
entire community. The PAC has been the home for several local theatre, dance, and music
nonprofit organizations, including the following groups which have performed at the venue in
the last few years:
• Santa Clarita Ballet Company
• Santa Clarita Regional Theatre/Canyon Theatre Guild
• Santa Clarita Master Chorale
• Santa Clarita Philharmonic
• Santa Clarita Youth Orchestra
• ESCAPE Theatre
The Arts Commission reviewed and recommended approval to the City Council for the Santa
Clarita Performing Arts Center at College of the Canyons Agreement at their meeting on April
14, 2022.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds to support this agreement is contingent upon appropriations of funds by the City
Council during the annual budget process.
