SUBJECT: AWARD OF LANDSCAPE DESIGN CONTRACT

RECOMMENDED ACTION
City Council:
1. Award contract to Pacific Coast Landscape Design to prepare updated landscape design
guidelines and standards for an amount not to exceed $63,440.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
Staff is requesting award of an as -needed professional services agreement to Pacific Coast
Landscape Design (PCLD) to prepare updated landscape design guidelines and standards. This is
in support of the City's Landscape Maintenance District (LMD) operations, including 61
financially independent zones throughout the City of Santa Clarita (City).
The process for procuring as -needed landscape design services was previously completed as a
component of Request for Proposals (RFP) CIP-19-20-05. The City conducted this RFP to solicit
proposals from qualified firms to provide professional engineering services in eight categories of
work, including landscape and irrigation design. The RFP responses were reviewed and
evaluated based on each firm's ability to meet the specific needs of the City. Three firms that
submitted proposals for landscape and irrigation design were selected to enter into as -needed
contracts, among them PCLD.
Staff is seeking to develop an updated LMD Guidelines Manual, detailing plan formats and
submittal process for use by land development applicants. This work encompasses chapters
dedicated to establishing design standards, approved plant lists, plan notes, details and
specifications for medians, parkways, slopes, parks, and paseos that fall under LMD operational

management.
Of the three as -needed contracts, PCLD was selected for this project based on their pre -
qualifications, and their familiarity and extensive experience in preparing landscape design plans
for multiple City projects. Pacific Coast Landscape Design's list of previous work for the City
includes the Vista Canyon Transfer Station, upgrades to Mountain View Park, Newhall Ranch
Road Bridge Widening and numerous landscape median projects including Orchard Village
Road, Valencia Boulevard and Magic Mountain Parkway.
Staff recommends awarding the contract for landscape and irrigation design services to PCLD
for a total contract amount not to exceed $63,440.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
There is no impact to the General Fund. Sufficient monies are available in LMD Fund 357 and
Areawide Fund 367 to support the recommended contract.
