CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: DATE: May 24, 2022 SUBJECT: APPROVAL OF FINAL TRACT MAP, ACCEPTANCE OF OFFERS OF DEDICATION, REJECTION OF IRREVOCABLE OFFER OF DEDICATION FOR TRACT NO. 60922-06 (SKYLINE RANCH), AND APPROVAL OF LOT LINE ADJUSTMENT FOR SKYLINE RANCH PARK DEPARTMENT: Public Works PRESENTER: Amalia Marreh RECOMMENDED ACTION City Council: 1. Approve the Final Tract Map for Tract No. 60922-06. 2. Accept the following on behalf of the public: (1) the offer of dedication and grant of easements for public use and road purposes; (2) the right to restrict or prohibit direct vehicular ingress and egress to Stratus Street and Skyline Ranch Road; (3) the right to restrict or prohibit any and all allowable uses within areas designated as open space; (4) the easements for covered storm drain appurtenant structures and ingress and egress purposes; (5) the easements for sanitary sewer and sanitary sewer ingress and egress purposes; (6) all sanitary sewers and appurtenant structures; and (7) the easement for sight distance purposes. 3. Reject the irrevocable offer of dedication and grant in fee simple all of Lot 150 for flood control purposes. 4. Authorize the City Manager or designee to rescind the rejection and accept the offer of dedication and grant in fee simple all of Lot 150 when construction improvements are completed to the satisfaction of the Director of Public Works. 5. Make findings as follows: this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved. 6. Instruct the Director of Administrative Services to endorse the Special Assessment Statement Page 1 Packet Pg. 150 O on the face of the Final Tract Map for Tract No. 60922-06, which indicates all special assessments levied by the City of Santa Clarita are paid. 7. Instruct the City Clerk to endorse the City Clerk's Statement on the face of the Final Tract Map for Tract No. 60922-06, which embodies the approval of said map, the acceptance of the dedications shown thereon, the rejection of the irrevocable offer of dedication shown thereon, and the abandonment of the easements described thereon. 8. Instruct the City Surveyor to endorse the City Surveyor's Statement on the face of the Final Tract Map for Tract No. 60922-06, which provides for verification that the map is technically correct. 9. Instruct the City Engineer to endorse the City Engineer's Statement on the face of the Final Tract Map for Tract No. 60922-06, which provides for verification of substantial conformance with the Tentative Tract Map and all provisions of local ordinances and state laws applicable at the time of approval. 10. Approve the lot line adjustment and associated deed for Skyline Ranch Park and authorize the City Manager or designee to execute all necessary documents subject to the City Attorney's approval. BACKGROUND The Final Tract Map for Tract No. 60922-06, a location map exhibit of which is attached hereto, has been reviewed by staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. Vesting Tentative Tract Map No. 60922 for the Skyline Ranch project was originally approved by the Los Angeles County Board of Supervisors on December 7, 2010, as a part of County Project No. 04-075-(5). This area was subsequently annexed to the City of Santa Clarita (City) on November 15, 2018. The Final Tract Map for Tract No. 60922-06 consists of a subdivision of 47.52 acres into 151 lots that will include 145 single-family residential units with private streets and a fire lane. The subject property is located in the Skyline Ranch community, east of the intersection of Stratus Street and Skyline Ranch Road. Lot 150, shown on the attached location map exhibit, will be developed into the debris basin for flood control purposes and will be owned in fee by the Los Angeles County Flood Control District (LACFCD) after the storm drain improvements are constructed. The City is rejecting the irrevocable offer of dedication on this map to limit liability during construction. Following construction, the fee ownership will be accepted by the City and then quitclaimed to the LACFCD as part of the storm drain transfer process. The Final Tract Map was reviewed to the satisfaction of the City Surveyor and the City Engineer and found to be in substantial conformance with the previously approved Tentative Tract Map. The conditions of approval established by the County of Los Angeles and adopted by the City were met and fees have been and/or will be paid as indicated on the attached Fact Sheet. Therefore, the Final Tract Map is ready for City Council approval and acceptance of the dedications and rejection described thereon. Page 2 Packet Pg. 151 O Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final map if it was previously approved as a tentative map for the proposed subdivision, and if it finds the final map is in substantial compliance with the previously approved tentative map. Skyline Ranch Park, shown on the attached location map exhibit, was previously dedicated to the City in fee under recorded Tract Map No. 60922-01. A lot line adjustment is needed due to a minor modification of the graded slope necessary to accommodate the soccer field improvements. The area of the park site lot is currently 10.47 acres, and the lot line adjustment will result in a park site lot area to be 10.49 acres. ALTERNATIVE ACTION For Recommended Action items 1-9, staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act. For Recommended Action item 10, other action as determined by the City Council. FISCAL IMPACT The additional easement at the intersection of Stratus Street and Outlook Way shown on the Final Map for Tract No. 60922-06 will be dedicated to the City for public use and road purposes. The maintenance of this additional easement will have minimal impact on the City's street maintenance budget.
