Approve a contract authority increase with Landscape Structures, Inc., in the amount of $670,274 for a total contract amount not to exceed $1,670,274, for enhancements to the design and construction of an inclusive play area at West Creek Park. 2. Appropriate one-time funds in the amount of $200,000 from the Community Development Block Grant Fund (Fund 203) to expenditure account P4023203-516101. 3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND On July 13, 2021, the City Council awarded a contract to Landscape Structures, Inc., for the design and construction of the City of Santa Clarita's (City) second inclusive play area at West Creek Park. This project exemplifies the City's commitment to improving the quality of life of its residents and supports the Building and Creating Community theme of the City's five-year strategic plan, Santa Clarita 2025. Additionally, it is a focus area identified in the Parks and Recreation Five -Year Plan to maximize accessibility by offering inclusive play elements and design principles for people of all ages and abilities. The West Creek Park inclusive play area will provide elements that welcome children and adults of all abilities to interact, play, learn, and grow together. This project will offer a balance of play experiences that promote integrated play for residents of all abilities and further develop physical, cognitive, sensory, communication, and social skills. Page 1 Packet Pg. 121 The public engagement process for this project included two public meetings, a presentation to the Parks, Recreation, and Community Services Commission, and an opportunity for the public to call or email City staff with comments or questions on the project. The public meetings allowed attendees the opportunity to learn about the project, review the preliminary and revised designs, discuss the project with City staff and consultants, vote on play elements, and express their thoughts and ideas. Based on the input received, staff identified additional features that would enhance the inclusive play area, increasing the cost of the project by $670,274. These features include a dual -track inclusive zipline, a friendship swing, an enhanced play area for children ages 2-5, music and sensory -friendly play elements, a shaded eight -station outdoor community fitness area, and a 13- station inclusive Bankshot Playcourt. While a separate competitive process would be the standard approach for the significant augmentation of scope to any public project, there would be no benefit in doing so in this design - build situation, since the play structure project was awarded to one company that designs and builds the project based on their proprietary equipment. As the designer, manufacturer, and installer of the original equipment, Landscape Structures, Inc., is the only contractor that would be capable of completing the additional scope of work in a manner that adheres and conforms to the original design and installation. Upon completion, this project will replace the existing 5,200-square-foot play areas with new inclusive play areas that measure approximately 15,800 square feet. Inclusive playgrounds provide meaningful play experiences, and this project will provide an enjoyable outdoor play environment that provides physical and social inclusion for people of all ages and abilities. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Upon approval of the recommended actions, adequate funds will be available in project expenditure account P4023203-516101 (Community Development Block Grant Fund) to support the recommended contract.
