INVOCATION
Councilmember McLean delivered the invocation.

CALL TO ORDER
Mayor Weste called to order the Joint Regular meeting of the City Council and Board of Library
Trustees at 6:12 p.m.
ROLL CALL
All Councilmembers were present, with Mayor Pro Tem Gibbs participating remotely.
FLAG SALUTE
Councilmember McLean led the flag salute.
EXECUTIVE MEETING
This time has been set aside for Councilmembers to review the agenda and obtain any further
information that may be needed. Council will also discuss each individual item during the course
of the meeting with the exception of the Consent Calendar, which may be approved in its entirety
by one motion, unless there is a request to pull an item for discussion. No action will be taken on
public agenda items during the Executive Meeting.
APPROVAL OF AGENDA
Motion by Smyth, second by Weste, to approve the agenda, pulling item 5 for
Councilmember and public comment, and item 6 for public comment.
Hearing no objections, it was so ordered.

AWARDS AND RECOGNITIONS .._.
Mayor Weste spoke of the Santa Clarita Sister Cities Young Authors and Artists Showcase,
giving youth the opportunity to express their vision for a more unified, peaceful world through
artwork, writing, and music; and invited the winners of the showcase, as well as the individuals
who were recognized at a national level, to receive their recognition certificates and take a photo.
Councilmember Miranda discussed raising awareness for breast cancer and metastatic breast
cancer, announced that the City proclaims the month of October 2022 as Breast Cancer
Awareness Month in Santa Clarita, and invited his daughter, Eva Miranda Crawford, and Amy
Lohmann to the dais to receive the proclamation.
Mayor Weste addressed the SCV Chamber of Commerce's continuous support of local business;
announced that the City proclaims October 19, 2022, as "Support Your Local Chamber of
Commerce Day" in the City of Santa Clarita; and invited Ivan Volschenk, CEO of the Santa
Clarita Valley Chamber of Commerce, to the dais to receive the proclamation and take a photo.
Councilmember McLean spoke of the benefits of the SCV Chamber of Commerce and
encouraged local small business owners to join.
Councilmember Smyth discussed the seven California Association of Public Information
Officials awards and six City, County, Communications and Marketing Association awards
recently won by the City's Communications division for their work on branding and social media
campaigns, and invited the team to the dais to receive the recognition and take a photo.
PUBLIC PARTICIPATION
Addressing the Council were Stacie House, representing Valencia High School Marching Band
and Color Guard, regarding an upcoming field tournament; Al Ferdman regarding the thin blue -
line flag; Jeffrey Malick regarding the thin blue -line flag; Nancy (no last name provided)
regarding the upcoming election; Cindy Josten regarding the upcoming election; Valerie
Bradford, representing NAACP Santa Clarita, regarding the thin blue -line flag; Steve Petzold
regarding a display at the Valencia Library; Diane Zimmerman regarding the thin blue -line flag,
concern for children at schools, and street speed -calming humps; and Elaine Ballace regarding a
proposed New Year's Eve party, the State of the City event, and sponsorships.

There were no comments.
COMMITTEE REPORTS/COUNCILMEMBER COMMENTS
Councilmember McLean spoke of Bee Canyon, which is an open space area that contains a
wildlife corridor with endangered species, and the need to bring awareness to residents that the
California High Speed Rail project is scheduled to run through it; displayed the new tote bags for
sale at the local farmer's markets; and spoke of the political polarization of honoring law
enforcement.

Councilmember Miranda invited residents to the Light Up Main Street event, kicking off the
holiday season on November 19 in Old Town Newhall.
Mayor Weste commented on the Joint City Council and Art Commission study session that took
place earlier, where unique art opportunities were discussed; addressed that Santa Clarita is a
safe and healthy community with many amenities, and that law enforcement is valued and
appreciated.

RECOMMENDED ACTION:
City Council approve and ratify for payment the demands presented in Check Register No. 20.
ITEM 4
EXPENDITURE AUTHORITY INCREASE FOR CONTRACT 21-LMD-18A HELD BY
STAY GREEN, INC., TO SUPPORT LMD ZONE 2008-1 OPERATIONS
Approve an expenditure authority increase associated with landscape maintenance contract 21-
LMD- 18A, held by Stay Green, Inc., to support the completion of as -needed maintenance,
repairs, and/or one-time beautification enhancements within LMD Zone 2008-1 in an efficient
and timely manner.
RECOMMENDED ACTION:
City Council:
I. Approve an ongoing expenditure authority increase of $386,130 associated with landscape
maintenance contract 21-LMD-18A, held by Stay Green, Inc., for a total annual amount not
to exceed $1,318,905 to support as -needed maintenance, repairs, and/or one-time
beautification enhancements within LMD Zone 2008-1.

2. Authorize the City Manager or designee to execute all contracts and associated documents
subject to City Attorney approval.
ITEM 5
VIA PRINCESSA PARK, PROJECT P3033 - AWARD DESIGN CONTRACT
This item will authorize an increased expenditure authority to complete design services for Via
Princessa Park, Project P3033.
RECOMMENDED ACTION:
City Council:
1. Extend the current contract and authorize an increased expenditure authority with Psomas
for design services for Via Princessa Park, Project P3033, in the amount of $3,952,362
and authorize a contingency in the amount of $395,236, for a total additional contract
amount not to exceed $4,347,598.
2. Execute a design services contract with the Southern California Regional Rail Authority
(operating as Metrolink) in the amount of $437,000 for plan and permit approvals,
training, flagman services, and design operations.
3. Award a professional services contract to MNS Engineers, Inc., to provide staff
augmentation for design review services for Via Princessa Park, Project P3033, in the
amount of $70,640 and authorize a contingency in the amount of $7,064, for a total
contract amount not to exceed $77,704.
4. Award a professional services contract to Michael Baker International, Inc., to provide
California Environmental Quality Act services for Via Princessa Park, Project P3033, in
the amount of $415,074 and authorize a contingency in the amount of $41,507, for a total
contract amount not to exceed $456,581.
5. Authorize the City Manager or designee to approve permitting fees and associated
contracts with sole source utilities and rail authorities for Via Princessa Park, Project
P3033, in a total amount not to exceed $600,000.
6. Appropriate $1,000,000 from the Measure W Municipal Fund (Fund 271) to Via
Princessa Park Design Expenditure Account P3033271-516101.
7. Authorize the City Manager or designee to execute all contracts and associated
documents, subject to City Attorney approval.
Addressing the Council were Ted Norris, Chris Thompson, Steven Rusk, Tony Maldonado, and
Laura Gonzales.
Nine written comment cards were received regarding pickleball courts.

-- Mayor Weste requested that the Assistant City Manager respond to public comment. Mr. Oviedo
commented that the item under consideration is for Council's approval for a design contract only,
the design is not final, and there will be three more public meetings to receive community input
on the design of the park.
Council commented on the flexibility of the design and opportunity for input through community
meetings, other optional locations for pickleball courts, access to the Via Princessa Metrolink
Station, health of the community through activities such as pickleball, and that a baseball minor
league, the Pecos league, desires a venue for a team in Santa Clarita.
ITEM 6
SANTA CLARITA VALLEY COMMITTEE ON AGING FISCAL YEAR 2022-23
AGREEMENT
The Fiscal Year 2022-23 agreement with the Santa Clarita Valley Committee on Aging will
support home -delivered meals, transit -related services, and recreation, health, and wellness
programs for seniors, and replace aging vehicles that are needed to provide these services to the
senior population they support.
RECOMMENDED ACTION:
City Council approve an agreement with the Santa Clarita Valley Committee on Aging in the
amount of $625,000, and authorize the City Manager or designee to execute all documents,
subject to City Attorney approval.
Addressing the Council were Tony Maldonado, Elaine Ballace, Alan Ferdman, and Kevin
MacDonald.
PUBLIC PARTICIPATION II
Addressing the Council were Glenda Yakel regarding the thin blue -line flag, fundraising for
Saugus High School Marching Band, and Abelia Road speed -calming humps; and Tony
Maldonado regarding support for law enforcement and Council, public review agenda material,
illegal street food vendors, the Human Relations Roundtable, and a proposed citizens committee
or council on public transportation.
One written comment was received regarding children safety.
ADJOURNMENT
