You may address the Council once per meeting during Public Participation on any matter within the Council's jurisdiction that is not listed on the agenda. Public Participation speaker's cards must be submitted to the City Clerk BEFORE this portion of the meeting begins. To address the Council regarding an item on the agenda, please fill out a speaker's card and submit it to the City Clerk BEFORE the Mayor announces the item. Each person addressing the Council is given three minutes to speak (with double the time allotted to non-English speakers using a translator) indicated by a colored light system on the Council dais. If you wish to provide information to the Council, please present the City Clerk with 10 copies. Otherwise, your materials will simply be added to the official record. Please note use of City Council Chamber technology equipment to present electronic material during meetings is not allowed. In compliance with the Americans with Disabilities Act, if you need special assistance to participate in this meeting, please contact the City Clerk's Office, (661) 255-4391. Notification 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. INVOCATION Miranda CALL TO ORDER ROLL CALL FLAG SALUTE EXECUTIVE MEETING This time has been set aside for Councilmembers to review the agenda and obtain any further information that may be needed. Council will also discuss each individual item during the course of the meeting with the exception of the Consent Calendar, which may be approved in its entirety by one motion, unless there is a request to pull an item for discussion. No action will be taken on public agenda items during the Executive Meeting. The City Council will not act upon these items at this meeting other than to review and/or provide direction to staff. All speakers must submit a speaker's card to the City Clerk PRIOR to the beginning of this portion of the meeting. Thirty minutes are allotted for public input at this time. The FIRST TEN people to submit a speaker card prior to the beginning of Public Participation will be heard. STAFF COMMENTS COMMITTEE REPORTS/COUNCILMEMBER COMMENTS NEW BUSINESS SANTA CLARITA VALLEY DIGITAL HISTORY ARCHIVE INFRASTRUCTURE - SCVHistory.com is a local history digital archive, owned and operated by SCVTV, that is in need of repair due to outdated web design technology. RECOMMENDED ACTION: City Council discuss efforts to upgrade and sustain SCVHistory.com, a digital local Page 2 history archive, and provide direction to staff. CONSENT CALENDAR All matters listed under the Consent Calendar are considered routine and will be enacted by one motion by the City Council. The items are not individually discussed by the City Council unless a request is made by a member of the public or the Council, in which case, the item(s) will be removed from the Consent Calendar and will be considered separately. 2. APPROVAL OF SPECIAL MEETING MINUTES — The minutes of the City Council are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the August 23, 2022 Special Meeting. 3. APPROVAL OF REGULAR MEETING MINUTES — The minutes of the City Council are submitted for approval. RECOMMENDED ACTION: City Council approve the minutes of the August 23, 2022 Regular Meeting. 4. CHECK REGISTER NOS. 16 AND 17 - Check Register No. 16 for the Period 07/01/22 through 07/14/22 and 07/21/22. Electronic Funds Transfers for the Period 07/04/22 through 07/15/22. Check Register No. 17 for the Period 07/15/22 through 07/28/22 and 08/04/22. Electronic Funds Transfers for the Period 07/18/22 through 07/29/22. RECOMMENDED ACTION: City Council approve and ratify for payment the demands presented in Check Register Nos. 16 and 17. 5. CONTRACT FOR SANTA CLARITA PUBLIC LIBRARY LAPTOP KIOSK REPLACEMENT AND MAINTENANCE - Award a contract to Java Connections, LLC, for the purchase of laptop kiosks for the Santa Clarita Public Library, inclusive of five years of support and maintenance. RECOMMENDED ACTION: City Council: Award a five-year maintenance contract to Java Connections, LLC, in the total amount not to exceed $68,010.45, for public library laptop kiosks, inclusive of delivery, installation, and five years of support and maintenance. 2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval. Page 3 6. FUNDING FOR DBAA 3 RESERVE PROJECT - Authorize a one-time appropriation of $40,000 from Drainage Benefit Assessment Areas reserves for professional services for drainage repairs in DBAA 3. RECOMMENDED ACTION: City Council appropriate one-time funds in the amount of $40,000 from Drainage Benefit Assessment Areas Fund 351 to expenditure account 3517209-516113 for needed repairs in DBAA 3. 7. LANDSCAPE MAINTENANCE DISTRICT CONTRACT AUTHORITY INCREASE/BASE BUDGET APPROPRIATION - Authorize expenditure authority increases to various landscape service contracts in order to complete as -needed repairs or one-time enhancement work in an efficient and timely manner; and approve the appropriation of ongoing funds to support operations at the Vista Canyon Transit Center. RECOMMENDED ACTION: City Council: 1. Approve ongoing expenditure authority increases in the annual cumulative amount of $368,678 for expanded landscape services, as -needed maintenance and repairs, unanticipated work, and one-time enhancement projects within multiple City Landscape Maintenance zones for the contracts listed in Attachment A. 2. Authorize ongoing appropriations from Transit Fund (Fund 700) totaling $15,000, as identified in Attachment B, to support operations at the Vista Canyon Transit Center. 3. Authorize the City Manager or designee to execute all contracts and associated documents subject to City Attorney approval. 8. CENTRAL PARK BUILDOUT, PROJECT P4019 - TRIPARTITE TENDER AGREEMENT - This item will authorize entering into a tripartite tender agreement to complete the expansion of the southwestern portion of Central Park. The project will construct four full-sized multipurpose fields by adding two new fields and converting an open turf area into two more full-sized multipurpose fields. It will also include the installation of sport field lighting, landscaping and irrigation, various site furnishings, a restroom building, upgrades to the adjacent dog park, exercise stairs, and additional parking. RECOMMENDED ACTION: City Council: Authorize the City Manager or designee to finalize and execute all necessary documents, including a tripartite tender agreement, subject to City Attorney approval, which includes a completion offer (contract) to Urban Habitat in an approximate amount of $10,002,385, and authorize a contingency in the amount of $1,000,238, for a total contract amount not to exceed $11,002,623, as well as authorize the City Manager to approve the finalized reimbursement amount to the City for additional costs incurred to ensure the City is not financially disadvantaged by the prior contractor's default. Page 4 2. Appropriate funds in the amount of $2,100,000 from Facilities Fund (Fund 723) to expenditure account P4019723-516101, increase Facilities Fund revenue account 723-462101 by $2,100,000, and increase General Fund Miscellaneous revenue account 100-462101 by approximately $400,000. 3. Extend the current contract and authorize an increased expenditure authority for civil engineering services, surveying services, and construction support with Psomas in the amount of $14,480 and authorize a contingency in the amount of $1,448, for a total additional contract amount not to exceed $15,928. PUBLIC PARTICIPATION This time has been set aside for any speakers that have turned in speaker cards and were not heard in the first thirty minutes allotted to address the City Council on items that are NOT on the agenda. Speaker cards may not be submitted relating to any items listed on the agenda. CERTIFICATION On September 8, 2022, I, Mary Cusick, do hereby certify that I am the duly appointed and qualified City Clerk for the City of Santa Clarita and that the foregoing agenda was posted at City Hall. �iVY�.P�C�- Mary Cusick City Clerk Santa Clarita, California Page 5 PROCLAMATION Childhood Cancer Awareness Month September 2022 WHEREAS, each year approximately 300,000 children and youth under the age of 19 are diagnosed with cancer worldwide; and WHEREAS, childhood cancer is the number one disease -related cause of death for children in the United States and many other countries; and WHEREAS, two-thirds of those who survive childhood cancer endure chronic health conditions from the toxic effects of cancer treatment, including secondary cancers and other life -threatening illnesses; and WHEREAS, the causes of childhood cancer are largely unknown and more study is needed to understand which treatments work best for children; and WHEREAS, cancer treatment for children often must differ from traditional adult treatments to take into account children's developmental needs and other factors. NOW, THEREFORE, the City of Santa Clarita does hereby proclaim September 2022 as Childhood Cancer Awareness Month and encourage residents to learn more about how they can help children who are diagnosed with cancer and their families. Laurene Weste, Mayor Santa Clarita, California PROCLAMATION Suicide Prevention Awareness Month September 2022 WHEREAS, September is known throughout the United States as National Suicide Prevention Awareness Month and is intended to help promote awareness surrounding each of the suicide prevention resources available to us and our community; and WHEREAS, our goal is to learn how to help those around us and how to talk about suicide without increasing the risk of harm; and WHEREAS, suicidal thoughts can affect anyone regardless of age, gender, race, orientation, income level, religion, or background; and WHEREAS, suicide is the 12th leading cause of death among adults in the US, and the 2nd leading cause of death among people aged 10 to 34; and WHEREAS, the City of Santa Clarita is no different than any other community in the country, but chooses to publicly state and place its full support behind local educators, mental health professionals, police officers, and parents as partners in supporting our community in simply being available to one another; and WHEREAS, national organizations like the American Foundation for Suicide Prevention are on the front line of the battle that many still refuse to discuss in public, as suicide and mental illness remain too much a forbidden topic about which to speak openly; and WHEREAS, every member of our community should understand that throughout life's struggles, we all need the occasional reminder that we are all silently fighting our own battles. NOW, THEREFORE, the City of Santa Clarita does herby proclaim September 2022 as Suicide Prevention Awareness Week and encourages residents to ensure that individuals, friends, and families have access to the resources they need to discuss suicide prevention. Laurene Weste, Mayor Santa Clarita, California PROCLAMATION Constitution Week September 17-23, 2022 WHEREAS, September 17, 2022, marks the two hundred and thirty-fifth anniversary of the drafting of the Constitution of the United States of America by the Constitutional Convention; and WHEREAS, it is fitting and proper to officially recognize this magnificent document and the anniversary of its creation; and WHEREAS, Public Law 915 guarantees the issuing of a proclamation each year by the President of the United States of America designating September 17 through 23 as Constitution Week; and WHEREAS, the United States Constitution stands as a testament to the tenacity of Americans throughout history to maintain their liberties, freedoms and inalienable rights; and WHEREAS, this celebration of the Constitution was started by the Daughters of the American Revolution. In 1955, DAR petitioned Congress to set aside September 17 through 23 annually to be dedicated for the observance of Constitution Week. The resolution was later adopted by the U.S. Congress and signed into public law on August 2, 1956, by President Dwight D. Eisenhower; and WHEREAS, the goals of the Constitution Week celebration are to: emphasize citizens' responsibilities for protecting and defending the Constitution; informing people that the Constitution is the basis for America's great heritage and the foundation for our way of life; and encouraging the study of the historical events which led to the framing of the Constitution in September 1787; and WHEREAS, Constitution Week is a great time to learn more about this important document and celebrate the freedoms it gave us. We encourage residents to learn more about the Constitution by visiting the City of Santa Clarita Public Libraries. NOW, THEREFORE, the City of Santa Clarita does hereby proclaim September 17 through 23, 2022 as Constitution Week and encourages residents to reaffirm the ideals the Framers of the Constitution had in 1787 and to celebrate the freedoms it gives us. Laurene Weste, Mayor Santa Clarita, California PROCLAMATION National Voter Registration Day September 20, 2022 WHEREAS, democracy is at its best when everyone participates in the process; and WHEREAS, registering to vote empowers and encourages eligible citizens to mobilize and exercise their right to vote and have their voices heard on Election Day; and WHEREAS, the City of Santa Clarita recognizes that many Americans are not able to vote because they miss a registration deadline, do not update their registration information, or are unfamiliar with how to register; and WHEREAS, the City of Santa Clarita is celebrating National Voter Registration Day in person for the first time in three years; and WHEREAS, the City of Santa Clarita will be hosting voter registration booths at two of our local Farmers Markets. Residents can register to vote on Wednesday, September 14, 2022 at the Canyon Country Farmers Market from 4:00 p.m. to 8:00 p.m., and on Saturday September 17, 2022 at the Old Town Newhall Farmers Market from 8:30 a.m. to 1:00 p.m.; and WHEREAS, the City of Santa Clarita is committed to encouraging broad voter registration, access, and citizen participation in the democratic process. NOW THEREFORE, the City of Santa Clarita does hereby proclaim September 20, 2022, as National Voter Registration Day and encourages all citizens to ensure they are registered to vote.
