RECOMMENDED ACTION
City Council appropriate one-time funds in the amount of $40,000 from Drainage Benefit
Assessment Areas Fund 351 to expenditure account 3517209-516113 for needed repairs in
DBAA 3.
BACKGROUND
The City of Santa Clarita (City) administers 15 Drainage Benefit Assessment Areas (DBAA) in
Santa Clarita. Each DBAA prevents groundwater from rising to maintain slope stability or
provides flooding control within a specific area. The DBAA are funded via assessments
generated by property owners within each DBAA, and funds are used for the operation and
maintenance of equipment and fixtures that remove groundwater to maintain slope stability.
Drainage Benefit Assessment Area 3 is located off of Whites Canyon Road and Nadal Street.
City stormwater staff conducted a routine inspection and flushing of hydraugers at DBAA 3,
which revealed that several hydraugers are not functioning properly and need to be repaired to
ensure the groundwater is properly removed.
The City conducted a Request for Proposal (RFP) process to solicit proposals from companies
who provide environmental consulting to evaluate each of the hydraugers in DBAA 3, review
grading documents, and develop recommendations for the repair or replacement of
nonperforming hydraugers. An invitation to bid was published on April 14, 2022. The RFP was
sent to 373 vendors and downloaded by 4 vendors. No proposals were received by the closing
date of May 5, 2022.
In compliance with the City's Purchasing Policy, staff subsequently reached out to potential
vendors to obtain scopes of work. After this outreach, Applied Earth Sciences submitted a scope
of work to the City on May 26, 2022. The scope of work was reviewed and evaluated based on

the company's ability to meet the specific needs of the City.
Staff is requesting a one-time appropriation of $40,000 in DBAA reserves to support a contract
with Applied Earth Sciences. Upon receiving the recommendations from Applied Earth
Sciences, the City will publish an RFP to identify a qualified contractor to repair or replace the
nonperforming hydraugers.

Other action as determined by the City Council.
FISCAL IMPACT
There is no impact to the General Fund. There are sufficient reserves in Drainage Benefit
Assessment Areas Fund 351 to support the recommended action.
