RECOMMENDED ACTION
City Council:
1. Award one-year contracts to BR Builders, Inc., Foster Construction, and RC Becker and Son,
Inc. for public works on -call contractor services in an amount not to exceed $200,000 per
contract.
2. Authorize the City Manager or designee to award two additional, one-year agreements to
each contractor in an amount not to exceed $200,000 for each renewal.
3. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) executes approximately 150 public works project agreements
annually, the majority of which are for projects less than $200,000. A public works project, as
defined by the California Public Contract Code (CAPCC), is an agreement for the erection,
construction, alteration, repair, or improvement of any public structure, building, road, or other
public improvement of any kind. Of the City's public works projects under $200,000, many are
the result of unforeseen and urgent needs. Others are identified within the budget and are
scheduled and solicited according to the City's Purchasing Policy.
Furthermore, per the City's Purchasing Policy, public works projects between $60,000 and
$200,000 must be advertised to the City's qualified contractor list, while projects between $0 and
$60,000 can be performed by City staff or by negotiated contract via a three -quote competitive
process. Any public project over $200,000 must be advertised formally with an award presented
to the City Council for approval.

As a part of City staff s ongoing efforts to meet the demand for specialized skills, equipment,
and licenses for anticipated and unanticipated public works projects, a Request for Qualifications
for on -call general contractor services was advertised to the City's qualified contractor list. The
Request for Qualifications sought contractors specializing in a broad range of activities including
street improvements; irrigation, concrete, and asphalt work; tree removal; fencing; and traffic
control. Three local firms responded: BR Builders, Inc., Foster Construction, and RC Becker &
Son, Inc. The responses were evaluated according to the criteria below:
• Background and experience specific to on -call public project work
• Public project experience for public agencies
• Key personnel
• Turnaround time
• Verified subcontractor list
• Expertise and familiarity with outlined scope of work
The submitted qualifications were reviewed for accuracy and conformance to the City's criteria
and found to be exemplary. Moreover, all three contractors possess valid state contractor's
licenses and are in good standing with the Contractors State License Board and Department of
Industrial Relations. Due to the various City divisions that require general contracting services,
staff recommends awarding one-year, on -call agreements to all three contractors for $200,000
each; with an option to exercise two, one-year renewals.

FISCAL IMPACT
Adequate funds to support these contracts have been approved in various departmental budgets.
