CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: 1 DATE: October 25, 2022 SUBJECT: ESTABLISH A NO STOPPING ANY TIME ZONE ON THE NORTH SIDE AND SOUTH SIDE OF MAGIC MOUNTAIN PARKWAY DEPARTMENT: Public Works PRESENTER: Joel Bareng RECOMMENDED ACTION City Council: 1. Adopt a resolution to establish a 2,650-foot No Stopping Anytime zone on the north side of Magic Mountain Parkway, and a 1,500-foot No Stopping Anytime zone on the south side of Magic Mountain Parkway, between Tourney Road and Fairways. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND Magic Mountain Parkway is classified as a major arterial in the City's General Plan Circulation Element. It is currently striped with six lanes (three lanes each way). Portions of Magic Mountain Parkway between Tourney Road and Fairways, currently have unpaved shoulders with no curb, gutter, or sidewalk. As a result, the sections without curbs are often used for overnight and longer -term parking for big rigs trucks, and abandoned vehicles. This section of Magic Mountain Parkway has been the subject of numerous public complaints regarding truck parking and has been an ongoing code enforcement issue for many years. Parking is generally prohibited on all improved arterials within the City. No Parking Any Time zones currently exist on Magic Mountain Parkway 520 feet west of Fairways (north side), 725 feet west of Fairways (south side), and 905 feet east of Tourney Road (south side). The recommended action item would fill the gaps and provide continuous No Stopping Any Time zones along the north side and south side of Magic Mountain Parkway, between Tourney Road and Fairways. Page 1 Packet Pg. 29 O The City is currently preparing plans for the full build -out of this arterial roadway. Establishing a No Stopping Anytime zone will prepare this section of Magic Mountain Parkway for these future improvements. The proposed No Stopping Any Time zone will affect 2,650 feet of parking on the north side of Magic Mountain Parkway and 1,500 feet of parking on the south side of Magic Mountain Parkway (Exhibits 1 and 2). The only businesses fronting this section of Magic Mountain Parkway are located along Wayne Mills Place and have adequate on -site parking. Field observations have confirmed that on -street parking is only used for overnight and long-term heavy vehicle parking and stored vehicles. Additionally, Magic Mountain Parkway is one of the gateway corridors into the City. Addressing the issue of truck parking along Magic Mountain Parkway with the recommended No Stopping Any Time zones will enhance the City Council's efforts to reduce the visual nuisance of stored and abandoned vehicles on Magic Mountain Parkway. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT Adequate funds are available in Street Maintenance Traffic Signs expenditure account 2304504- 514108 to support the recommended action. ATTACHMENTS Resolution Magic Mtn Pkwy Proposed No -Stopping Zones - Exhibit 1 Magic Mtn Pkwy Proposed No -Stopping Zones - Exhibit 2 Page 2 Packet Pg. 30 9.a RESOLUTION NO. 22- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, TO ESTABLISH A 2,500-FOOT NO STOPPING ANYTIME ZONE ON THE NORTH SIDE OF MAGIC MOUNTAIN PARKWAY, AND A 1,550-FOOT NO STOPPING ANYTIME ZONE ON THE SOUTH SIDE OF MAGIC MOUNTAIN PARKWAY, BETWEEN TOURNEY ROAD AND FAIRWAYS WHEREAS, Section 22507 of the California Vehicle Code of the State of California provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain streets or highways, or portions thereof during certain or all hours of the day; and WHEREAS, a No Stopping Anytime zone on the north and south side of Magic Mountain Parkway, between Tourney Road and Fairways, will reduce the visual nuisance from overnight and long-term heavy vehicle parking and prepare the roadway for the future improvement to eight lanes; and WHEREAS, it is consistent with normal traffic engineering practices to establish a 2,500-foot No Stopping Anytime zone on the north side of Magic Mountain Parkway, between Tourney Road and Fairways; and WHEREAS, it is consistent with normal traffic engineering practices to establish a 1,550-foot No Stopping Anytime zone on the south side of Magic Mountain Parkway, between Tourney Road and Fairways. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. That a 2,500-foot No Stopping Anytime zone on the north side of Magic Mountain Parkway, between Tourney Road and Fairways, shall be established. SECTION 2. That a 1,550-foot No Stopping Anytime zone on the south side of Magic Mountain Parkway, between Tourney Road and Fairways, shall be established. SECTION 3. That the 2,500-foot No Stopping Anytime zone shall apply when appropriate signs giving adequate notice thereof have been placed as described in Section 1. SECTION 4. That the 1,550-foot No Stopping Anytime zone shall apply when appropriate signs giving adequate notice thereof have been placed as described in Section 2. SECTION 5. That staff shall install the necessary signs to effect this resolution. SECTION 6. That the City Clerk shall certify to the adoption of this resolution.
