RECOMMENDED ACTION
City Council:
1. Award a contract to Sujin Lim in the amount of $85,000 for the public art piece, "When
Cloud Met a Cloud," to be located at Central Park.
2. Authorize the City Manager or designee to execute all contracts and associated documents,
subject to City Attorney approval.
BACKGROUND
On September 28, 2021, the City Council approved the plans and specifications of the Central
Park Buildout Project, inclusive of a public art component. At the same time, funding was
appropriated for the design, construction, and installation of public artwork, in accordance with
the City's Public Art Planning and Selection process, at the site of the buildout.
An Artist Selection Committee (Committee) was formed at the Arts Commission meeting on
January 13, 2022, consisting of the following members:
• Arts Commissioner, Susan Shapiro
• Arts Expert, Miguel A. Del Real, Public Artist
• Professional Art Administrator, Rebecca Rothman, Public Art Manager, Tempe, Arizona
• Local Professional Artist, Laura Malone Hunt
• Community Member, Kathie Martin, Communications Manager, SCV Water Agency
The Committee met on February 17, 2022, to develop the Request for Qualifications with the
call summary, design guidelines, project guidelines, and evaluation criteria.

The Request for Qualifications was posted online from April 28 to May 27, 2022. A total of 16
applications were submitted. The Committee scored the applications using the following criteria:
• Creativity and innovation of design
• Relationship to the site, considering aspects of the unique physical, cultural, natural,
and/or historical features of Central Park and the City of Santa Clarita
• Structural and surface soundness and proposed materials that can withstand outside and
uncovered weather conditions, as well as inherent resistance to theft, vandalism, and
excessive maintenance and repair costs
• Strength and appropriateness of artists' past completed work
• Responsiveness to the history theme
Three finalists were interviewed on September 9, 2022, which led to the Committee selecting
artist Sujin Lim's concept proposal, "When Cloud Met A Cloud." On October 13, 2022, the Arts
Commission reviewed the Committee's selection and recommended that it go before the City
Council for final approval.
A visualization of the recommended artwork is provided as an attachment. It is estimated to
stand approximately 15 feet tall and 20 feet wide, consisting of three cloud shapes sitting on 10
gradient -colored raindrops. To honor the site's history, the artist designed the sculpture to
emulate the value of water and the meaning of SCV Water for those in the surrounding area. If
approved, it would be sited in the plaza area adjacent to the parking lot expansion.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended action, funding for this project is available in Expenditure
Account A4001602-516101 (Central Park Public Art).
