CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: 1 DATE: December 13, 2022 SUBJECT: ENVIRONMENTAL IMPACT REPORT CONTRACT FOR MASTER CASE 20-091 (SANTA CLARITA COMMERCE CENTER AT SPRINGBROOK AVENUE) DEPARTMENT: Community Development PRESENTER: Andy Olson RECOMMENDED ACTION City Council: Award a contract for the preparation of the Santa Clarita Commerce Center Project Environmental Impact Report (Master Case 20-091) to Michael Baker International, Inc., in the amount of $230,752, and authorize a contingency in the amount of $34,613, for a total contract amount not to exceed $265,365. 2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval. BACKGROUND The Santa Clarita Commerce Center Project (Master Case 20-091) is a request by Covington Group, Inc. (Applicant) to develop an approximately 24-acre site located on previously graded industrial land south of the existing Springbrook industrial area (project site). The project site is east of Railroad Avenue and the railroad right-of-way, north of Oakridge Drive, west of the Metropolitan Water District property and Circle J Ranch residential development, and south of existing industrial development and the southern terminus of Springbrook Avenue. The subject property is in the community of Saugus and is within the Industrial zone. In October 2009, the Planning Commission approved Master Case 06-286, including Tentative Parcel Map (TPM) 062646. The approved TPM included subdividing the project site into 12 industrial lots as well as construction of necessary infrastructure improvements for the subdivision. The original approval required separate entitlement applications for the future buildings. Page 1 Packet Pg. 170 O The Applicant is requesting entitlements for the development of four industrial buildings (Project) on the project site. A prior Initial Study and Mitigated Negative Declaration were prepared as part of the previously approved subdivision and evaluated grading and infrastructure on site, but did not evaluate the construction and operations of industrial buildings. The Project would be four new industrial buildings of varying heights and size, totaling 432,509 square feet and would include 26,000 square feet of office space and 406,509 square feet of warehouse space. The Project includes parking spaces, truck loading docks, and associated improvements for the development, including landscaping and a new private street that would extend Springbrook Avenue north from Oak Ridge Drive. However, the new Springbrook Avenue would end in a cul-de-sac and would not connect through to the existing Springbrook Avenue except for emergency access. An aerial -view site map and a detailed Project description is attached. The Project requires approval of the following entitlements: • Administrative Permit 22-041: An Administrative Permit is required for gating of commercial properties; • Architectural Design Review 20-014: An Architectural Design Review is required for all new development projects; • Conditional Use Permit 22-007: A Conditional Use Permit is required for buildings exceeding 35 feet in height in the Industrial zone; and • Development Review 20-009: A Development Review is required for all new development proj ects. The next steps in the entitlement process are to circulate the Project for the next iteration of Development Review Committee comments and conduct an environmental review under the California Environmental Quality Act (CEQA). Based on anticipated impacts associated with the Project, the appropriate CEQA document required for the Project is an Environmental Impact Report (EIR). Because the City of Santa Clarita (City) does not have the in-house expertise or resources available to complete an EIR, an outside environmental consulting firm is required to complete this task. The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to prepare an EIR for the Project. The RFP was published via BidNet on September 27, 2022, resulting in proposals submitted by four firms. Each company's ability to meet the specific needs of the City was evaluated by a panel of three City staff members, and the proposals were scored based on the following selection criteria: Contractor qualifications, Plan of Study/Scope of Work, Program Management; Experience on similar projects; and Thoroughness of proposal, approach to providing sound services, and ability to provide services to meet objectives and standards. Santa Ana, CA 67.6 Based on the quality of Michael Baker International, Inc.'s (MBI) comprehensive proposal and related project experiences, staff recommends MBI as the firm most qualified to complete the preparation of the EIR for the Santa Clarita Commerce Center Project. The total cost of the MBI proposal is $230,752. The Scope of Work includes preparation of the project description, Assembly Bill 52 tribal consultation, peer review of technical studies, preparation of an Initial Study, coordination of the CEQA Scoping Meeting, preparation of the Draft EIR, responses to comments, preparation of the Final EIR and Mitigation Monitoring Reporting Plan, and attendance at public hearings. MBI anticipates a 12-month schedule to prepare the EIR. Given the complexities of the Project and adjacency to existing neighborhoods, staff has included a 15 percent contingency in the amount of $34,613, for a total contract amount not to exceed $265,365. The contingency will allow for additional analysis for unexpected issues that may be identified during the EIR process. The Applicant is responsible for the cost of the preparation of the EIR and its associated contract. Upon award of the contract, the Applicant will deposit funds into a trust account to be maintained by the City. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT All costs associated with the preparation of the EIR will be the responsibility of the Applicant for the Santa Clarita Commerce Center Project. There will be no fiscal impact to the City. The project site is east of Railroad Avenue and the railroad right-of-way, north of Oakridge Drive, west of the Metropolitan Water District property and Circle J Ranch residential development, and south of existing industrial development and the southern terminus of Springbrook Avenue, in the community of Newhall. The property is located in the Industrial (I) zone and includes Assessor's Parcel Numbers (APNs) 2836-006-029 and 2836-076-016, -017, -023, -024, -025, -026, and -027. Project Site — Existing Condition The Project Site is approximately 24 acres and a roughly rectangular shape. The site is located to the east of an existing operational railroad right-of-way used by Metrolink and freight trains and is south of existing industrial development along Springbrook Avenue. There are residential developments nearby, including the Circle J Ranch neighborhood to the east and The Retreat Apartments to the south along Oak Ridge Drive. The project site is located within a suburban setting consisting of improved streets, residential, and commercial development. A prior project, Master Case 06-286 was approved here, and the site has been graded and storm drain infrastructure has been installed per that approval. Master Case 06-286 also included Parcel Map 62646 and the project site has been subdivided per this map. The site is flat and covered with disturbed earth, with oak trees in the northeast corner of the site. The project site is located in the flood hazard zone and partially within the high fire hazard zone and liquefaction hazard zone Summarized Project Description The applicant is requesting entitlements for the development of four industrial buildings to build out the previously approved industrial subdivision. The expertise of the firm includes environmental planning, including the preparation of environmental documentation in compliance with the requirements of CEQA; regulatory permitting; community planning; land use planning; habitat mitigation and restoration design; urban design; landscape architecture; transportation engineering; traffic; civil engineering; stormwater management, water quality design, and permitting; public outreach; surveying and mapping; geographic information systems (GIS); and construction monitoring and management services. Michael Baker has extensive experience working on controversial projects in politically active communities. In addition to Santa Clarita, examples include Los Angeles (e.g., Hollywood, downtown Los Angeles), Rolling Hills Estates, Pasadena, South Pasadena, Santa Monica, Signal Hill, Long Beach, and Arcadia. Project Understanding The Project Site includes an approximately 24-acre property consisting of eight parcels (Assessor's Parcel Numbers 2836-076-016, -017, and -023 through -027; 2836-006-029). Generally, the Project Site is located east of Railroad Avenue, north of Oakridge Drive, west of a Metropolitan Water District easement and the Circle J Ranch residential development, and south of an existing industrial development in the Saugus Community. The Project Site is roughly rectangular in shape and has been previously disturbed by past grading and installation of storm drain infrastructure; however, several oak trees are located in the northeastern corner of the Project Site. According to the City's 2008 Flood Zone map, the Project Site is located in Flood Zone CA, which is a Special Flood Hazard Area; however, the 2021 Federal Emergency Management Agency's Flood Insurance Rate Map (06037C0818G) identifies Special Flood Hazard Areas as occurring west of Railroad Avenue and identifies the Project Site as within Zone X, an area of minimal flooding. Portions of the Project Site are located within a very high fire severity hazard zone and liquefaction hazard zone. We understand that an IS/MND was prepared for the subdivision and grading of the Project Site and installation of stormwater infrastructure (Master Case 06-286). The applicant is now proposing to construct four industrial buildings, comprising 26,000 square feet of office space and 406,509 square feet of warehouse space. The proposed buildings include the following: — Building 1 (262,322 square feet and 55 feet tall) — Building 2 (50,244 square feet and 50 feet tall) — Building 3 (79,900 square feet and 50 feet tall) — Building 4 (40,280 square feet and 50 feet tall) October 2022 INTERNATIONAL Santa Clarita Commerce Center El R In addition to the four buildings identified above, the Project would include 513 automobile parking spaces, 49 truck loading docks, and associated improvements for extending Springbrook Avenue north from Oak Ridge Drive. We understand that this proposed roadway configuration would have Springbrook Avenue end in a cul-de-sac and would not connect through to the existing Springbrook Avenue except for emergency access. Relevant Experience on Santa Clarita and/or Similar Projects and References Below is a brief description of Michael Baker's recent experience in the City of Santa Clarita and experience with similar projects. These projects represent a limited set of our overall CEQA and environmental analysis experience. Additional qualifications and references are available upon request. City of Santa Clarita Planning Division, On -Call Environmental Services Michael Baker has been providing on -call environmental services to the City's Planning Division since 2014. Michael Baker has undertaken a variety of assignments, including preparing environmental documents for development projects, long-range planning policy initiatives, and capital improvement projects. MetroWalk Specific Plan Sustainable Communities Environmental Assessment (2021) City of Santa Clarita Patrick Leclair, Senior Planner 23920 Valencia Blvd., Ste 300 Santa Clarita, CA 91355 (661)255-4349 pleclair@santa-clarita.com Michael Baker prepared a SCEA 2014 for the MetroWalk Specific Plan, Date of Completion:Ongoing a residential project involving the development of 498 John Bellas, Associate VP residential units comprising a (562) 200-7170 mix of housing types, including jbellas@mbakerintl.com market -rate apartments and John Bellas, Madonna Marcelo, townhomes, age -qualified Key Personnel: Brent Schleck, Pei -Ming Chou apartments, and affordable Frankie Tong senior apartments. The project also included a multiuse path that would link the project site with the future Metrolink Vista Canyon Station to the east and the Vista Canyon Specific Plan development to the north, while connecting various private amenities throughout the project site, including park nodes, open space, a central clubhouse, and a playground. The multiuse path would terminate at a 0.93-acre public plaza at the far eastern area of the project site, which would provide a publicly accessible outdoor amenity and a connection to commercial uses, trails, and other amenities within the Vista Canyon Specific Plan area. Bouquet Canyon Residential Project and Roadway Realignment EIR (2021) Michael Baker prepared an EIR for the Bouquet Canyon Residential Project and Roadway Realignment, located along the eastern and southern sides of Bouquet Canyon Road between Copper Canyon Drive and Plum Canyon Road. The project proposed to construct 45 single-family detached units, 102 bungalows, 132 row homes, 90 homes arranged in motor courts, and 92 townhomes on 57 acres of mostly undeveloped land. The proposed project would also include closing a portion of and constructing a new alignment of Bouquet Canyon Road. The project required a conditional use permit, development and architectural design review, a ridgeline alteration permit, an oak tree permit, and a tentative tract map to subdivide the property into 70 lots for residential land uses, streets, private drives, draining infrastructure, and various open space lots. The scope of the EIR included aesthetics, air quality, biological resources, cultural and paleontological resources, energy, geology and soils, greenhouse gas (GHG) emissions, hazards and hazardous materials, hydrology and water quality, noise, public services, transportation and traffic, utilities and service systems, and wildfire. October 2022 INTERNATIONAL -' Santa Clarita Commerce Center El R r .. Sierra West Assisted Living and Memory Care Project IS/MND (2021) Michael Baker prepared an IS/MND for the Sierra West Assisted Living and Memory Care project, located on Sierra Highway, 800 feet south of Newhall Avenue. The project proposed to develop an 83-unit senior living facility on 3.99 acres of mostly undeveloped land immediately north of Eternal Valley Memorial Park. The proposed building would include five above -ground levels, one subterranean level for guest and resident parking, and amenities such as outdoor spaces for assisted living and memory care residents, an indoor gymnasium and salon, and a multiuse trail along Sierra Highway. Henry Mayo Newhall Hospital Master Plan Supplemental EIR (2021) Michael Baker prepared a Supplemental EIR for an amendment to the Henry Mayo Newhall Hospital Master Plan. The hospital, located at the intersection of McBean Parkway and Orchard Village Road, proposed to revise the Master Plan to allow an additional 200,000 square feet of building space, as well as expansion of an existing parking facility. The amendment involved development of an 84,300-square-foot, three-story diagnostic and treatment building, a 115,700-square-foot, five -story inpatient building, and the addition of three aboveground levels to an existing parking structure. The scope of the EIR included aesthetics, air quality, energy, GHG emissions, noise, transportation/traffic, tribal cultural resources, and utilities and service systems. Dockweiler Residential Development IS/MND (2019) Michael Baker prepared an IS/MND for the Dockweiler Residential Development Project, located at the southwest corner of Dockweiler Drive and Sierra Highway. The project involved developing 96 detached residential condominiums on 21.44 acres of mostly undeveloped land previously used for oil extraction and storage. The proposed gated community would include homes ranging in size between 2,050 and 2,450 square feet and amenities, such as a pool, clubhouse, children's playground, passive park, and a multipurpose trail. Shadowbox Studios Project EIR (Ongoing) Michael Baker is currently preparing an EIR forthe Shadowbox Studios Project in the Newhall community of the City of Santa Clarita. The project proposes to develop a full -service film and television studio campus on a vacant 93.5-acre site and would consist of approximately 476,000 square feet of sound stages; approximately 571,000 square feet of workshops, warehouses, and support uses; approximately 210,000 square feet of production and administrative offices; and approximately 37,500 square feet of catering and other specialty services. Upon completion, the campus would have an overall building area of approximately 1,294,500 square feet. The project comprises 19 sound stage buildings, a backlot cafe, a large support building, a parking structure, an office building, a catering building, a gym building, a mechanical building, and a car wash/detailing facility. Key issues to be addressed in the EIR include, but are not limited to, noise and transportation. Rye Canyon Studios Project PEIR Addendum (2022) Michael Baker prepared an addendum to the Program EIR prepared for the Rye Canyon Business Park Project, which the City of Santa Clarita City Council certified in 1996. The Approved Project proposed to reutilize the 377.1-acre site, which contained both developed and undeveloped land. Approximately 3.498 million square feet of business park uses, in addition to the approximately 502,000 square feet of development historically present on -site, were to be constructed for a combined on -site total of 4.0 million square feet of business park uses. A revision to the Approved Project was proposed to allow for the development of Rye Canyon Studios on 40 acres within the northern portion of the 377.1-acre site. The Revised Project proposed to construct studio facilities, including sound stages and production offices, flex spaces and detached restrooms, and to renovate existing buildings on -site to accommodate two additional sound stages, for a total of 30 sound stages on the studio campus. To accommodate these proposed revisions, certain modifications to the Approved Project were necessary. The Revised Project would involve the development of industrial buildings October 2022 INTERNATIONAL Santa Clarita Commerce Center El R (i.e., sound stages) that were proposed to be up to 55 feet in height and office buildings that were three to four stories with a maximum height of 70.5 feet. Key issues included aesthetics and biological resources. West Creek Park Inclusive Play Area Project (2021) Michael Baker prepared environmental documentation pursuant to the National Environmetnal Policy Act (NEPA) for the proposed project. The project proposed to rehabilitate an existing park facility (West Creek Park) located on the northwest side of the City in the Valencia community. Specifically, the project would consist of the removal of approximately 5,200 square feet of existing play area and the construction of a new inclusive play area, which would provide recreation opportunities for disabled park users. The project would include shade canopies over all play elements; shaded seating walls and benches; fencing around the play area; rubberized surfacing on all levels; new landscaping surrounding the play area; associated signage; a new drinking fountain; and connections to existing walkways, parking, restrooms, and picnic shelters. The project would expand West Creek Park's existing play area into an existing turf area within the park without removing any trees or parking spaces. Canyon Country Community Center and Park IS/MND (2017) Michael Baker prepared an IS/MND for the Canyon Country Community Center project, which opened for operation in October 2021. The project involved the demolition of three commercial buildings and construction of an approximately 25,000-square-foot community center and park improvements, including open play areas, water features, an outdoor market/mercado, an event stage, parking, off -site street improvements, and a stormwater infiltration system. The new community center building includes a multipurpose room, gymnasium, classrooms, catering and teaching kitchen, fitness room, staff offices, a reception lobby, and supporting uses such as restrooms and storage areas. The new facility also features an events garden, group picnic areas, a basketball half -court, and a perimeter trail. Jobs Creation Overlay Zone IS/ND (2019) Michael Baker prepared an IS/ND for a proposed Jobs Creation Overlay Zone (JCOZ), which established new procedures for permitting office and industrial development projects that exceed the established heights standards for their underlying zone. The JCOZ replaced an existing conditional use permit requirement with an appealable, director -level discretionary review process for office buildings up to 5 stories and industrial buildings up to 55 feet in height. The IS/ND focused on aesthetic impacts that can reasonably be expected to result from the project, which may encourage development of buildings taller than those currently requiring a conditional use permit. Westfield Valencia Town Center Patios Connection (Costco) Project IS/MND (2020) Michael Baker prepared an IS/MND for the Westfield Valencia Town Center Patios Connection Project, on the eastern portion of the Valencia Town Center development, at the intersection of Valencia Parkway and Citrus Street. The project would demolish approximately 128,558 square feet of retail space and construct approximately 153,930 square feet of new retail anchor space to be occupied by Costco. The project would also develop 2,600 square feet of outdoor patio space, a new fueling station with up to 30 pumps, a 34,185-square-foot health and fitness center, a 32,000-square-foot cinema, and 7,434 square feet of new retail space. At buildout, the project would result in a net increase of 101,129 square feet of retail space, bringing the Westfield Valencia Town Center to 1,066,835 square feet of total shopping center uses. Coca-Cola Bottling Plant and Distribution Warehouse Project, City of Downey (Ongoing) Michael Baker is preparing an IS/MND for the modernization of the Coca-Colaf,, _ Bottling Plan in the City of Downey. The project proposes to demolish ..1 approximately 99,125 square feet of existing structures and 65,000 square feet of pavement in order to construct a new 90,061-square-foot industrial tilt -up •!' building on the northwestern portion of the site. Further, the project proposes +_ circulation, parking, and landscaping improvements within the site. The new �,.. structure would have a maximum height of 42 feet and 7 inches and would be rectangular in shape with a contemporary design using a variety of building -> materials and accents, such as painted tilt -up concrete wall panels (painted in complementary shades of grey), aluminum and glass entry doors with a storefront design, painted overhead sectional doors (i.e., loading docks), and faux wood accents on the building's southwest and western elevations. The modernization of the Coca-Cola campus would result in an increase of 83 parking spaces and 43 trailer stalls (resulting in a facility total of 553 parking spaces for cars and 223 parking spaces for trailers). Technical studies performed for this project include a health risk assessment (HRA); air quality, GHG emissions, and energy assessment; noise assessment; cultural resources assessment; and vehicle miles traveled analysis. Signal Hill Industrial Business Park Project IS/MND, City of Signal Hill (2021) Michael Baker prepared an IS/MND for an industrial business park project in Signal Hill, which included approximately 150,000 square feet of light industrial space, arranged in nine tilt -up concrete buildings, on an 8.9-acre site highly contaminated from a former oil refinery that operated on the site for over 60 years. As part of this project, Michael Baker prepared the air quality, GHG emissions, noise, and energy analyses for the project. Bridge Point South Bay II Warehouse Distribution Project IS/MND, Bridge Industrial/County of Los Angeles (2020) Michael Baker prepared an IS/MND for a project involving redevelopment of a 9-acre site in unincorporated Los Angeles County, which had been contaminated by runoff from a Superfund site and prior land uses, with a 204,000-square-foot warehouse building. This project included preparation of air quality, GHG emissions, and HRA analyses. These analyses gave special consideration to environmental impacts on single-family residential uses located immediately east of the site. Bridge Point South Bay VII Warehouse Distribution Project IS/MND, Bridge Industrial/City of Los Angeles (2020) Michael Baker prepared an IS/MND for a project involving redevelopment of a 7.4-acre site in the City of Los Angeles, which was formerly used as a miniature golf facility, with a 174,211-square-foot warehouse building with 10,000 square feet of office space. This project included preparation of air quality, GHG emissions, and HRA analyses. These analyses gave special consideration to environmental impacts on residential uses located east and south of the site. The new development included 427,565 gross square feet of light industrial/manufacturing uses with supporting office facilities and 638 surface parking spaces on the 19.09-acre site. Project entitlements included a zone change and zoning code amendment along with approval of a tentative parcel map and site plan. Key issues addressed included air quality, GHG emissions, noise, hazards and hazardous materials, and traffic/circulation. Beverly Boulevard Warehouse Project IS/MND, InSite Property Group/City of Pico Rivera (Ongoing) Michael Baker is assisting InSite Property Group and the City of Pico Rivera with the preparation of an IS/MND forthe construction of a warehousing/distribution building and a print shop facility on an existing 19.06-acre site that is currently vacant and bounded by a Union Pacific Railroad (UPRR) alignment, Interstate 605 (1-605)/Beverly Boulevard interchange, 1-605 southbound, and single-family residential development. The new �_. warehousing/distribution building would include 357,903 gross square feet of building area, and a print shop facility would encompass 2,500 gross square feet of building area. The proposed project would also utilize and improve the existing Southern California Edison driveway that is adjacent to the project site along Beverly Boulevard. The project would construct a vehicular bridge to span over the UPRR and provide connectivity between Beverly Boulevard and the project site. Michael Baker prepared the air quality/GHG assessment, acoustical assessment, biological assessment, cultural resources analysis, HRA, and the traffic operations report with trip generation analysis for the project in support of the IS/MND. Southern California Logistics Airport (SCLA) Lot 44 Distribution Center Project IS/MND, Stirling Development/City of Victorville (Ongoing) F TTTM Michael Baker is currently assisting Stirling Development and the City of Victorville with the preparation of an IS/MND and project entitlements for the construction of a distribution center on approximately 72.2 acres of the SCLA Lot 44 site. The new distribution center would consist of a 1,080,308-square-foot building footprint, which includes 36,241 square feet of office space. The facility would also feature a 250,028-square-foot mezzanine, 98 truck loading docks, 396 trailer parking stalls, and 1,010 passenger vehicle parking spaces. The project would include approximately 26.4 acres to the south and southwest that would accommodate ancillary utility and roadway improvements. To support the IS/MND, Michael Baker prepared a range of detailed technical studies to substantiate the conclusions in the CEQA document. Issues analyzed in the IS/MND included air quality, noise, biological resources, cultural resources, aesthetics, and transportation. October 2022 INTERNATIONAL Santa Clarita Commerce Center EIR B. Plan of Study/Scope of Work Approach Our approach to providing environmental consulting services for the Commerce Center Project and assisting the City of Santa Clarita in completing the CEQA process for the Project is to first and foremost work collaboratively with City staff to produce a CEQA document that is legally defensible, aids the City in the decision -making process, and meets the City's needs in terms of quality, budget, and schedule. To accomplish these objectives, our approach is founded on the following principles: 1) Draw upon our extensive experience preparing CEQA documents for the City of Santa Clarita and for similar projects in other cities to identify and address the key issues early in the process to prevent delays and setbacks. 2) Prepare technically adequate and complete environmental analyses. 3) Create reader -friendly CEQA documents that use a combination of narrative, figures, photographs, maps, tables, and other visual aids to help the reader understand the environmental consequences of the Project. 4) Establish and achieve milestone/critical path Project schedules. 5) Openly communicate with City staff as we complete milestones and strive to exceed the City's expectations. Based on our preliminary review of the Project, our knowledge of the potential environmental issues in the City and the Project area, and our experience with similar industrial/warehouse projects and the nearby Shadowbox Studios Project less than one mile south of the Project Site, we agree with the City's preliminary assumption that an EIR is the appropriate CEQA document for the Project. This assumption will be confirmed through the preparation of an Initial Study, which will identify which resource areas would have potentially significant environmental effects as a result of Project implementation. Thus, our proposed scope of work below is for the preparation of an EIR and third -party review of the supporting technical studies prepared by the applicant's consultants. The kickoff meeting will be conducted to initiate the work effort, review Project plans, develop a roster of stakeholders/interested parties, discuss the Project's key environmental considerations, solidify the Project schedule, and discuss the action plan for achieving that schedule. Coordination meetings may include reviewing the City's comments on administrative draft documents, discussing the results of the technical environmental studies, preparing for public meetings (e.g., scoping meeting and public hearings), reviewing comments received from the public and outside agencies, and for other coordination purposes. After receiving the City's comments and making the appropriate changes, Michael Baker will submit a revised version of the Project description to the City, which will be the basis for the impact analyses presented in the ElR. For each technical report, a summary comment matrix will be prepared. Each review will validate the appropriateness of methodologies and results, completeness of the impact analyses, and adequacy of any proposed mitigation measures and/or permit requirements (if applicable). An electronic copy of each review matrix and/or redlined technical report will be submitted to the City. Our scope assumes an initial review of each report and a brief review of the applicant's consultants' responses to our comments and revised (final) reports. If additional reviews are required, or if substantial Project modifications (requiring the report to be updated) occur, this additional review can be accommodated on a time -and -materials basis. Subtask3a Output — Michael Baker will submit an electronic copy of the review matrix and/or redlined technical report for each of the technical reports identified above. Subtask3b. Preparation ofan Evacuation Study (Optional) Since a wildfire study has not been completed, Michael Baker will conduct a wildfire event evacuation study for the Project as an optional task. The purpose of the evacuation study is to address Appendix G of the CEQA Guidelines regarding wildland fire hazards and adopted emergency evacuation plans. Michael Baker will complete the following tasks related to the assessment of wildfire event evacuation times both without and with the proposed Project: Estimate Evacuation Vehicle Demand: Michael Baker will contact the City to obtain socioeconomic data for the existing residential areas surrounding the Project Site. The critical information to be collected includes number of households and household automobile ownership information for existing conditions in the residential area that will share available evacuation routes with Project employees and visitors. Evacuation vehicle demand for the Project will be based on estimated employee and visitor populations that will be converted to vehicles. The exact definition of the study area, as well as the boundary of the area that would likely be evacuated along with the Project in the event of an emergency fire evacuation, will be defined through discussions with City staff and the Los Angeles County Fire Department (LACoFD) (Battalion 6). Identify Evacuation Roadway System, Capacities, and Routing Assignments: Michael Baker will review current evacuation procedures and policies with LACoFD to confirm the network of roadways that would comprise the principal evacuation routes serving the study area in the event of an emergency evacuation. It is assumed that the evacuation routes that could potentially be used by Project employees and visitors will include both Railroad Avenue and Via Princessa-Wiley Canyon Road. Other key streets, such as Oak Ridge Drive and others in the surrounding residential areas, will also likely need to be included. Michael Baker will review the definition of the evacuation roadway network with LACoFD. The evacuation roadway network characteristics, including number of travel lanes (by direction) and intersection configurations, will be documented based on a field review of the study area. Michael Baker will evaluate the appropriate traffic capacities for evacuation routes leading out of the Project study area based on these characteristics. The evacuation roadwav network will be araphically displayed on a map that identifies the anticipated October 2022 INTERNATIONAL -' Santa Clarita Commerce Center El R evacuation routing for the Project and the surrounding residential areas. Each roadway segment, or "link," will be defined by traffic operational characteristics, such as anticipated operating speed, capacity, the distance between intersections, and other features, which will influence its operation in an evacuation. It is assumed that at least one travel lane will be reserved for use by emergency vehicles. The routing of evacuating vehicles will be determined and assigned to the available evacuation routes between each subdivision and the final route(s) leading out of the study area. • Analysis of Notification and Response Time: Michael Baker will meet with LACoFD representatives to review the emergency notification procedures and notification time estimates based on past emergency evacuation experiences in the northern Los Angeles County area. These notification time estimates are the conditional probability distribution describing the most likely "receive warning" response for the general public. The distribution describes the cumulative percentage of the population or households receiving the warning as time progresses from the initial issuance of the evacuation order. The distribution will be patterned after similar notification time estimates developed for other wildfire event emergency evacuation plans. Michael Baker will assess and estimate the probability distribution of public response during the various events preceding the evacuation. These distributions apply to the responses by vehicle -owning households and commercial development in the study area. The distribution subdivides the evacuation action into significant sequences of events and provides appropriate statistical relationships to describe the time required to accomplish each action. The two principal events included in the mobilization time are receiving warning and preparation to leave home. While an emergency evacuation notification could occur at any time of the day, the time period that would produce the highest number of evacuating vehicles with Project would be a weekday daytime evacuation event when the Project employees and visitors would be on -site. • Estimate Evacuation Time: An assessment of evacuation time will be made for the most likely wildfire scenario to be defined by LACoFD. Evacuation times will be estimated for each evacuation subarea. A separate evacuation time estimate will be evaluated for the existing development conditions and development conditions with the Project added. This set of data will be presented in both tabular form and on the evacuation route maps. Points of congestion, as well as the travel times on each roadway link and potential locations for manual traffic control, will be identified. A technical report will be prepared to present the findings of the evacuation time assessment and include the methodology used to make the estimates, as well as the essential assumptions formulated to arrive at those assessments. The documentation will also report on the impact that the Project will have on the time needed to evacuate the study area. Upon receipt of comments, Michael Baker will make appropriate revisions to the report as long as the revisions do not involve additional analysis not covered in the original scope of work. Michael Baker has included five hours for meeting and coordination time with the City and LACoFD during the preparation of the study. Subtask3b Output — Michael Baker will submit an electronic copy of the draft report for review by City staff and LACoFD. — Michael Baker will submit an electronic copy of the final report to the City and LACoFD. Task 4: Initial Study and Scoping Meeting Subtask4a. Preparation of an initiaiStudy Using a combination of the City's Initial Study checklist format and the Environmental Checklist included in Appendix G of the CEQA Guidelines, Michael Baker will prepare an administrative draft Initial Study for review by City staff. The Initial Study will assist in providing information to the public in conjunction with the Notice of Preparation (NOP), and in screening out potential environmental topics for which the Project has no or less -than -significant impacts. The Initial Study will be based on information and analysis derived from existing technical reports, Project plans, online records searches, aerial review, and City -provided information. Michael Baker will prepare the Initial Study and submit it to City staff for review. Michael Baker will respond to City comments on the Initial Study and submit the final Initial Study, suitable for publishing on the City's website, in conjunction with release of the NOP. All environmental topics with impacts determined as potentially significant will be further analyzed in the EIR; all other impacts determined to be less than significant or no impact will be summarized in the Effects Not Found to be Significant Section of the EIR. Michael Baker will prepare a draft and final presentation for the public meeting summarizing the environmental impacts presented in the Draft EIR. Michael Baker will facilitate the public meeting, including intake of public comments on the Draft EIR. SubtaskSc Outputs — Michael Baker will submit an electronic copy (PowerPoint format) of the draft presentation for review by City staff. — Michael Baker will submit an electronic copy (PowerPoint format) of the final presentation for use at the public meeting. — Michael Baker will submit a summary of comments received during the public meeting. Task 6: Final Environmental Impact Report Subtask 6a Preparation of Responses to Comments, Mitigation Monitoring and Reporting Program, and Revisions to the Draft E/R At the conclusion of the 45-day (minimum) review period, Michael Baker will review all comments received and prepare responses to all environmental -based comments on the Draft EIR. A summary table identifying persons and agencies that commented on the Draft EIR, a copy of each comment letter with a code (e.g., 1-1, 1-2, 2-1, 2-2) assigned to each comment, and a response to each comment will be prepared. This task includes up to 40 hours of professional staff time to respond to comments. If additional time is necessary, Michael Baker will meet with City staff to discuss the need for an amendment to the original contract. As with the preparation of the Draft EIR, Michael Baker may attend a meeting with City staff to discuss substantive comments on the administrative version of the responses to comments. We will make all appropriate revisions and submit a proofcheck iteration of the responses to comments to the City for final approval. Upon City approval, Michael Baker will incorporate the responses into the Final EIR. Michael Baker will also prepare a Mitigation Monitoring and Reporting Program (MMRP) for the Project pursuant to Section 15097 of the CEQA Guidelines. Michael Baker will submit an electronic administrative version of the MMRP to the City for review and comment. We will make all appropriate revisions and submit a proofcheck iteration of the MMRP to the City for final approval. Upon City approval, Michael Baker will incorporate the MMRP into the Final EIR. If changes to the text or exhibits of the EIR are warranted as a result of public comments on the Draft EIR, Michael Baker will make the revisions to the Draft EIR in a strikeout/underline format and will present the changes in a section of the Final EIR. An administrative draft version of the revisions to the Draft EIR document will be submitted to the City for review and comment. Michael Baker will address all City comments and submit a proofcheck iteration of the revisions to the Draft EIR document to the City for final approval. October 2022 INTERNATIONAL Santa Clarita Commerce Center EIR Task 7: Adoption and Certification Process Subtask7a Preparation of facts and Findings and Statement of Overriding Considerations Michael Baker will assist the City in preparing the CEQA Facts and Findings, pursuant to Section 15091 of the CEQA Guidelines. For each significant Project effect identified in the Final EIR, one or more of the following findings will be provided, with a brief rationale for each finding: 1) Changes or alterations have been required in, or incorporated into, the Project which avoid or substantially lessen the significant environmental effect as identified in the Final EIR. 2) Such changes or alterations are within the responsibility and jurisdiction of another public agency and not the agency making the finding. Such changes have been adopted by such other agency or can and should be adopted by such other agency. 3) Specific economic, legal, social, technological, or other considerations, including provision of employment opportunities for highly trained workers, make infeasible the mitigation measures or Project alternatives identified in the Final EIR. If any significant and unavoidable impacts are identified in the Final EIR, Michael Baker will prepare a Statement of Overriding Considerations (SOC), pursuant to Section 15093 of the CEQA Guidelines. We will work closely with City staff to prepare the SOC as it requires a balance of economic, legal, social, technological or other Project benefits against the unavoidable environmental consequences, in the consideration of whether to approve the Project. The SOC will express the specific reasons to support Project approval, despite the occurrence of unavoidable significant effects. Michael Baker will address all City comments and submit a proofcheck iteration of the revisions to the Findings and SOC document to the City for final approval. Subtask7a Output — Michael Baker will submit an electronic copy (Word format and PDF) of the draft, proofcheck, and a final set of Findings and SOC for review by City staff. Subtask7b.• Attendance atPublic Hearings Michael Baker has budgeted to attend up to four public hearings for the Project (estimated to include two Planning Commission hearings and two City Council hearings). We understand that most of these are likely to occur after preparation of the Final EIR; however, Michael Baker may also attend public hearings prior to this phase, as requested by the City. We assume that the EIR Project Manager will be required to attend all public hearings and that attendance by additional key staff may be required. subtask7b Output — Michael Baker will attend up to four public hearings. Subtask7c Preparation of Notice of Determination Michael Baker will prepare a Notice of Determination (NOD) in accordance with CEQA Guidelines Section 15094 and file it with the Los Angeles County Clerk. Michael Baker will inform the City as soon as any event occurs that would affect the established budget or Project timeline. Michael Baker's adherence to the original scope of work, timeline, and budget is achieved through timely, open/honest, and continuous communications with City staff. Our project managers receive a Project Management Report (PMR) on a weekly basis. This PMR identifies budget status by task, including a comparison of the actual project cost to -date against the approved cost budget. In addition, project managers are automatically notified by our accounting system when inception -to -date costs approach and exceed the forecast cost budgetto alert project managers of a potential budget issue. Our Project Manager will submit an invoice on a monthly basis. Each invoice will identify percentage complete and budget tracking by task. A progress report will also be submitted with each invoice to summarize the work and milestones achieved during the invoicing period. Between the invoice and the progress report, we provide the City's project manager a means to verify that our billing matches the efforts that have been conducted and work products that have been submitted during the invoicing period. The Approved Project proposed to reutilize the 377.1-acre site, which contained both developed and undeveloped land. Approximately 3.498 million square feet of business park uses, in addition to the approximately 502,000 square feet of development historically present on -site, were to be constructed for a combined on -site total of4.0 million square feet of business park uses. A revision to the Approved Project is now being proposed to allow for the development of Rye Canyon Studios (RCS) on 40 acres within the northern portion of the 377.1- acre site. The Revised Project proposes to construct studio facilities, including sound stages and production offices, flex spaces and detached restrooms, and to renovate existing buildings on -site to accommodate two additional sound stages, for a total of 30 sound stages on the RCS campus (Revised Project). To accommodate these proposed revisions, certain modifications to the Approved Project are necessary. The Revised Project would involve the development of industrial buildings (i.e., sound stages) that are up to 55 feet in height and office buildings that are three to four stories with a maximum height of 70.5 feet. The proposed project would develop a full -service film and television studio campus on a vacant 93.5-acre site and would consist of approximately 476,000 square feet of sound stages; approximately 571,000 square feet of workshops, warehouses, and support uses; approximately 210,000 square feet of production and administrative offices; and approximately 37,500 square feet of catering and other specialty services. Upon completion, the campus would have an overall building area of approximately 1,294,500 square feet. The Project comprises 19 sound stage buildings, a backlot cafe, a large support building, a parking structure, an office building, a catering building, a gym building, a mechanical building, and a carwash/detailing facility. *Pier S Storage Facility Project IS/MND. Port of Long Beach. Environmental Planner. Ms. Kang assisted in preparing the IS/MND document, preparing the Project Description, and revising the technical memorandums for a storage management facility at the Port of Long Beach. The proposed Project would develop a container support facility at Pier S in the Long Beach Harbor District. The proposed Project is part of the continued effort to optimize efficiencies associated with the transport of cargo containers through the Port by providing an intermediate location for the storage of loaded containers on chassis and stacked empty containers awaiting transport by drayage truck to distribution centers, transload yards, or warehouses. Alta Etiwanda Gardens Mixed Use CEQA Exemption. City of Rancho Cucamonga. Environmental Planner. Ms. Kang assisted in preparing sections of the CEQA Exemption 15183 Memo, including the Air Quality, Greenhouse Gas Emissions, Energy, And Noise Sections, based on technical memos prepared for a mixed -use development. The proposed Project would involve the construction of two new residential mixed -use buildings that would be four- to five -stories and consist of a total of 328 residential units and 7,650 square feet of commercial space. California State University of Long Beach Master Plan Update EIR. California State University of Long Beach. Environmental Planner. Ms. Kang is currently assisting in preparing sections of the EIR, including Public Services, Recreation, and Hydrology and Water Quality Sections, for a Master Plan Update at CSU Long Beach. The proposed project would provide a comprehensive update of the current campus Master Plan, last updated in 2008, to accommodate enrollment growth, a campus population, and physical development of the campus through the horizon year 2035. *Flore nce-Firestone Transit Oriented District Specific Plan EIR. Los Angeles County Department of Regional Planning. Environmental Planner. Ms. Kang assisted in preparing the Initial Study for the project, as well as multiple sections of the EIR, including the Hydrology, Population and Housing, Public Services, and Recreation Sections, for a Transit Oriented District Specific Plan. The proposed project would implement the LA County General Plan 2035 Transit Oriented District (TOD) Program by establishing new transit -supportive zoning categories with standards and design guidelines focused within the 0.5-mile TOD radius of three Metro A Line Stations, and mobility strategies that address infrastructure, access and connectivity pedestrian improvements, and safety to increase transit access within the project area. Mr. David managed the development of an evacuation study for the Carrari Ranch Residential Project, located in the foothills of the Angeles National Forest. The project proposed to include 110 single family residential dwelling units. The Rancho Cucamonga Fire Protection District (RCFPD) and City of Rancho Cucamonga Planning Department requested that an evacuation study be conducted to better understand the emergency response implications of the development project in the event that a wildfire event occurs in the adjacent Angeles National Forest. Pinole Evacuation Route Capacity Analysis. City of Pinole Planning Division. Project Manager. Mr. Davis is currently assisting the City of Pinole in completing its update to the City's Safety Element and Local Hazzard Mitigation Plan (LHMP). As part of the LHMP update, the City is required to address evacuation planning for any emergency scenarios that would warrant an evacuation of populations within the affected areas. An Evacuation Route Capacity Analysis is being conducted that identifies evacuation routes and their capacity, safety, and viability under a range of emergency scenarios. The two most likely emergency scenarios include a wildfire incident and a dam inundation scenario. San Onofre Nuclear Generating Station Evacuation Plan. Southern California Edison. Project Manager. Mr. Davis conducted Nuclear Regulatory Commission (NRC) mandated evaluation of the evacuation characteristics and requirements of the roadway network, and development of time estimates for the evacuation of both transient and permanent populations within the 10-mile Emergency Planning Zone (EPZ) surrounding the facility. Evacuation plan was prepared for the original NRC licensing of San Onofre Nuclear Generating Station and two subsequent updates of the evacuation plan over the following 15 years. City of San Clemente Emergency Response Plan. City of San Clemente Public Safety Services. Project Manager. Mr. Davis provided key direction to develop a detailed evacuation strategy for the City of San Clemente in the event of a nuclear incident at the San Onofre facility. Work tasks included development of a "Chain of Command" to detail specific areas of evacuation responsibilities among local, state, and federal agencies and their personnel. Specific plans were developed for on -street supervision of traffic flow over evacuation routes. Diablo Canyon Nuclear Power Plant Evacuation Time Estimate Study Update. San Luis Obispo County Office of Emergency Services. Project Manager. Mr. Davis managed a comprehensive study to update the analysis of time required to evacuate transient and permanent population from various areas within the Basic Emergency Planning Zone (BEPZ) for Diablo Canyon Power Plant. The final study document represented a 10-year update of the evacuation time estimate and replaced the previous study, which was included as an appendix to the Diablo Canyon Power Plant Emergency Response Plan.
