CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: A,1 A11�44_1) DATE: December 13, 2022 SUBJECT: RESOLUTION TO APPROVE STATE GRANT FUNDING DEPARTMENT: City Manager's Office PRESENTER: Masis Hagobian RECOMMENDED ACTION City Council adopt a resolution to authorize the City of Santa Clarita to work with the State Department of Parks and Recreation to receive a state grant for the acquisition of open space. BACKGROUND hi response to surplus identified in the Governor's 2022-23 Fiscal Year Budget Proposal and through the desire of the State Legislature to fund community -based projects, the City of Santa Clarita (City) worked with the office of State Senator Scott Wilk in securing $7 million in the 2022-23 State Budget for the acquisition of open space. The State Department of Parks and Recreation has been delegated the responsibility by the State Legislature for the administration of the grant. The initial step, as established by the State Department of Parks and Recreation, is for the City Council to adopt a resolution authorizing the City to work with the State Department of Parks and Recreation to receive the grant. A grant funding request of $7 million would fund the property acquisition of approximately 114 acres of open space located in the southeast portion of the City, between Sierra Highway and State Route 14. The property contains approximately 1,100 oak trees and is home to a variety of sensitive species and habitat, including the California Gnatcatcher, California Condor, Western Mastiff Bat, California Walnut Woodland, and Plummer's Mariposa Lilly. Furthermore, the property contains a blue line stream, Newhall Creek, which identified by a U.S. Geological Survey, holds water for most of the year, providing a critical water resource for habitats living in the area. Page 1 Packet Pg. 232 Additionally, as protected open space exists to the west and east of the property, this project would permanently connect open space areas owned by the City and Mountains Recreation and Conservation Authority, providing a protected wildlife corridor and enhanced accessibility to recreational activities for future generations. The adoption of the attached resolution will complete the first step in receiving the State grant. Following this initial step, the City will review a draft agreement from the State Department of Parks and Recreation, which will need to be executed between the two parties prior to receiving the grant. ALTERNATIVE ACTION Other direction, as provided by the City Council. FISCAL IMPACT No additional resources beyond those contained within the adopted Fiscal Year 2022-23 budget are required for implementation of the recommended action. ATTACHMENTS Resolution to Approve State Grant Funding Page 2 Packet Pg. 233 14.a RESOLUTION NO. 22- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING AN APPLICATION FOR SPECIFIED GRANT FUNDS FROM THE 2022/23 CALIFORNIA STATE BUDGET, SEC. 19.56. (b) (28) (D): $7,000,000 TO THE CITY OF SANTA CLARITA TO ACQUIRE OPEN SPACE PROPERTY LOCATED WITHIN A SIGNIFICANT ECOLOGICAL AREA IN THE CITY, CALLED HONDO OIL, TO PRESERVE THE PROPERTY AND PROTECT THE NATURAL ECOLOGICAL AND HISTORICAL RESOURCES LOCATED ON THE PROPERTY IN PERPETUITY WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of a grant to the City of Santa Clarita, California, setting up necessary procedures governing application; and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant's governing body to certify by resolution the approval of project application before submission of said applications to the State; and WHEREAS, the applicant will enter into a contract with the State of California to complete the project. NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows: SECTION 1. The Santa Clarita City Council finds the foregoing recitals are true and correct, and they are hereby incorporated by reference into this resolution. SECTION 2. Approve the filing of project application for specified grant project. SECTION 3. Certify that said applicant has or will have available, prior to commencement of project work utilizing specified grant funds, sufficient funds, including those provided by this grant, to complete the project. SECTION 4. Certify that the applicant has or will provide sufficient funds to operate and maintain the project. SECTION 5. Certify that the applicant has reviewed, understands, and agrees to the Provisions contained in the contract in the Procedural Guide. SECTION 6. Delegate the authority to the City Manager or designee to conduct all negotiations, sign and submit all documents, including, but not limited to, applications, agreements, amendments, and payment requests, which may be necessary for the completion of the project scope. SECTION 7. Agree to comply with all applicable federal, state, and local laws, ordinances, rules, regulations and guidelines. Page 1 of 2 Packet Pg. 234 14.a SECTION 8.
