1995-1999 FIVE YEAR CAPITAL IMPROVEMENT PROGRAM
Community Development
Each year the City prepares and adopts a Five Year Capital Improvement Program (CIP). The CIP
Is both a planning tool and a budget document. As a planning tool, the CIP provides a
comprehensive view of the City's capital Improvement needs and funding constraints and
opportunities for the next five years. This is a valuable resource for City Council and staff when
considering the appropriation of resources to new programs and projects. As a budget document,
the first year of the CIP is the capital improvement program budget request for FY '94-'95. The
projects listed in the FY '94-'95 column and program have been Included in the City Budget's
Capital Projects section.
The CIP has been designed to enhance readability and usefulness. The projects are divided into
eight categories (budget requests for FY '94-'95 are included with this listing):

Each project description includes a map showing the approximate location of the improvement as
well as a breakdown of the costs and funding sources associated with the project. The CIP also
Includes a list of unfunded projects.
The 1995-1999 Fiver Year CIP will be presented In greater detail to the City Council during the
upcoming budget study sessions. Prior to City Council consideration of the CIP, the Planning
Commission must make a finding that the CIP is consistent with the City's General Plan.
Refer consideration of the CIP to the Planning Commission for determination of consistency with
the General Plan.
