Duckworth COMMUNITY RECOVERY AGENCY PUBLIC PARTICIPATION PLAN Community Recovery Agency At previous meetings the Redevelopment Agency Board has received lists of possible immediate projects which could be undertaken over a three (3) year period In order to bring about earthquake recovery for the City of Santa Clarita. It is again important to note that the possible project list which has been complied is very much in a preliminary draft form and focuses a variety of distinct revenue sources at the tremendous community needs that have arisen from the Northridge Earthquake. These projects were presented on a conceptual basis pending our extensive public participation and inter -agency communications process. The attached Public Participation Plan Is being submitted so that the Agency Board may review it and provide appropriate guidance to staff. Creation of real community ownership will be fundamental to the success of both this public involvement process and the Recovery Plan projects. As we view the successes of other local agencies, we believe that the City's potential for success would be enhanced by retaining the services of a local professional to assist by providing communications, publicity, networking, facilitation, and representation services in forums and groups beyond the reach of regular City staff. An informal "Request for Public Communications Proposals" has been issued and responses together with staff's recommendations as to an individual or firm that might preform such services will be available to report to the Board. Costs would be less than $20,000, within the City Manager's signature authority, and funded by redevelopment tax increment with the Board's concurrence. Recommendation Staff recommends that the Redevelopment Agency Board of Directors approve the proposed Public Participation Plan to obtain extensive community input on initial Recovery Agency projects together with the retention of a local professional to assist in that processv'- Attachment �^ —�c ate✓ ,9i��-� �-���" 1) Public Participation Plan DRD ps,osa., APPROVED Ag �" Item: "*' PUBLIC PARTICIPATION PLAN COMMUNITY RECOVERY AGENCY BACKGROUND Following the devastation of the January 17 earthquake, Santa Clarita is faced with millions of dollars in repair. Hardly an agency or entity has been spared, with damage to public buildings, roads, schools; and property. To help Santa Clarita recover, the City has embarked upon a Community Recovery Program that will help fund a variety of necessary repairs, improvements, and related projects. Following direction from the City Council, staff has outlined a Public Participation Plan and Program to: provide education to the community about the Community Recovery Program; gather input from the community regarding what types of projects the community would like to see accomplished within the next three to five years. PUBLIC PARTICIPATION PLAN A. GOALS 1. To communicate with a variety of clubs, organizations, businesses, neighborhoods, groups, including schools, homeowner associations, chambers of commerce, developers, and agencies about the Community Recovery Plan. 2. To solicit ideas and input from these local groups regarding a three to five year project -specific plan for recovery. 3. To provide an understanding of the community recovery process that Santa Clarita will take and how funds will be directed to the agency for projects. 1 B. THE PLAN 1. Presentations (May through July, 1994) In an effort to communicate with the various community organizations, a speaking program will be set up. The 20-30 minute program will combine a slide presentation with discussion and question/answer, which will be presented by Don Duckworth and Kathy Collota, a local professional communications representative with whom the City will be contracting. A letter/phone call to set up meetings will begin with the following organ izations/g rou ps: SCV Chamber Canyon Country Chamber VIA Rotary Homeowner Associations/SCV All five School Districts College of the Canyons Masters' College Cal Arts Major developers (City list) Neighborhood Groups (City list) Newhall Land Six Flags Magic Mountain ITT U.S. Borax H.R. Times, Signal, and KBET) Henry Mayo Newhall Memorial Hospital CLWA Local Water Companies City's list of clubs and organizations Additional groups, clubs, etc. will be added as requests come in from the solicitation letter. 2. General Public Meetings (May through July, 1994) These meetings will be set up at strategic locations throughout the community to provide information on the community recovery concept and to solicit ideas and input from the general public. 3. Community Recovery Hotline (Starts in May, 1994) The Hotline will be set up at City Hall, with the phone number published locally to allow the public to call (or fax) in their ideas and input. M 4. Newsletter Articles (Starts June, 1994) An article will be submitted for established newsletters to area homeowner associations, chambers of commerce, etc., explaining the community recovery concept and a number to call. 5. Newsletter/Fact Sheet (June, 1994) A general information newsletter and fact sheet will be created to provide information in a written format to the public regarding the Community Recovery Program. 6. Logo/ldentity A separate logo and identity for the Community Recovery Program will be developed to convey the message of recovery. This specific identity will be used on all printed materials, including newsletters, fact sheets, and other collateral materials as deemed appropriate, A local advertising company is being used to help develop this theme. SUMMARY As mandated by City policy, this public participation plan seeks to gain public input rp for to determining specific programs and projects of the Community Recovery Agency. A myriad of one-on-one and group meetings, plus written information, will be utilized to convey both an understanding of the community recovery program, and to obtain ideas and input from those affected by the program.
