Nisic!x ,�' CONSENT CALENDAR ` DATE: May 24, 1994 SUBJECT: TEMPORARY JURISDICTION TO COUNTY OF LOS ANGELES FOR SIGNALIZATION OF MCBEAN PARKWAY AND INTERSTATE 5 NORTHBOUND ON -OFF RAMP INTERSECTION RESOLUTION NO. 94-61 DEPARTMENT: COMMUNITY DEVELOPMENT BACKGROUND Based on the recent traffic study conducted by the Los Angeles County, it was determined that the installation of traffic signals and highway safety lighting at the intersection of McBean Parkway and Golden State (1-5) Freeway northbound on -off ramp, which is within the City of Santa Clarita, will increase safety and facilitate the movement of traffic. The Los Angeles County is requesting jurisdiction in order that they may administer a project to install traffic signals and highway safety lighting on the freeway overpass. The project is tentatively scheduled to be advertised for construction bids in May, 1994, pending the City of Santa Clarita's consent to jurisdiction. The Public Resources Code provides that this type of project, by reason of the work proposed, does not have a significant effect on the environment. Accordingly, and pursuant to Section 15301, Class 1 (c), of the California Environmental Quality Act (CEQA) Guidelines, County of Los Angeles has found that this project is categorically exempt from the provisions of said Act. The City staff concurs that this project is categorically exempt, and recommends the approval of Resolution No. 94-61 of consent to the jurisdiction. This project is financed through a Bridge and Major Thoroughfare Construction Fee District. Staff recommends that the City Council adopt Resolution No. 94-61, giving the Los Angeles County temporary jurisdiction for implementation of the traffic signal installation at the intersection of McBean Parkway and the 1.5 Freeway northbound on -off ramps. ATTACHMENT Resolution No. 94-61 RR:IkI Adopted::� tuuncW994.61.m Agenh Item: RESOLUTION NO. 94-61 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, CONSENTING TO THE ESTABLISHMENT OF MCBEAN PARKWAY AT THE GOLDEN STATE (1-5) FREEWAY WITHIN SAID CITY AS A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES. WHEREAS, the County of Los Angeles, Board of Supervisors did on April 5, 1994, duly adopt a resolution declaring McBean Parkway at the Golden State (1-5) Freeway, within the City of Santa Clarita, to be a part of the System of Highways of the County of Los Angeles, as provided in Section 1700 to 1704, inclusive, of the Streets and Highways Code of the State of California; and WHEREAS, said Board of Supervisors by said resolution requested this Council to give its consent to allow the County to install traffic signals, highway safety lighting and street lighting and perform appurtenant work within said intersection in the City of Santa Clarita; and WHEREAS, pursuant to Section 15301, Class 1 (c) of the California Environmental Quality Act (CEQA) Guidelines, the Secretary of Resources designated this type of project as categorically exempt. NOW, THEREFORE, the City Council of the City of Santa Clarita does resolve as follows: SECTION 1. Consent to Inclusion in County Highway System. This City Council does hereby consent to the establishment of McBean Parkway at the Golden State (1-5) Freeway, within the City of Santa Clarita, as part of the System of Highways of the County of Los Angeles as provided in Section 1700 to 1704, inclusive, of the Streets and Highways Code of the State of California. Said consent is for the purpose of installing traffic signals, highway safety lighting and street lighting and performing appurtenant work as may be necessary by the County of Los Angeles. SECTION 2. Finding of Categorical Exemption. This City Council does hereby find that the project is categorically exempt from the requirement for an Environmental Impact Report pursuant to Section 15301, Class 1 (c), of the CEQA Guidelines. SECTION 3. Finding of a Minor Nature. This City Council does hereby find that pursuant to Government Code, Section 65402 (b), the aforesaid street improvements are of a minor nature and that, therefore, the provisions of said Section requiring the submission to and report upon said project by the City Planning Agency do not apply.
