HomeMy WebLinkAbout1994-06-14 - AGENDA REPORTS - CATS FEE SCHEDULEAGENDA REPORT NEW BUSINESS DATE: June 14, 1994 City Manager Approval Item to be presented by SUBJECT: Ordinance 94-5 amending Title 8, Animals, Chapters 8.24 and 8..90 relating to Cats and Fee Schedule respectively DEPARTMENT: Public Works BACKGROUND On April 27, 1993, staff presented a report to Council recommending the adoption of an animal control services agreement to be performed by Los Angeles County (County). This contract included cat licensing, which was to be voluntary for fiscal year 93/94 and mandatory effective fiscal year 94/95, and a change in the fee structure for licensing dogs. Although Council approved the implementation of the cat licensing program, an ordinance to incorporate a $2 surcharge in the County's fee structure was neither presented nor adopted as staff was asked to further research and analyze the costs and revenues associated with the Animal Control Program (ACP) prior to presenting a recommendation. Staff has determined that the fees help support various ACP services throughout the City such as education, animal housing, and lost pet location, as well as the administration of the overall ACP. The cost of these services has steadily increased over the past few years due to an increase in animal population, The surcharge fee will help reduce the City's overall costs for the ACP by approximately $35,000 annually. It should also be noted that other cities such as Whittier, Palmdale, Agoura Hills, and Bradbury have adopted the same ordinance, although Agoura Hills and Bradbury adopted a surcharge of $5 and $10 respectively. RECOMMENDATION Introduce Ordinance No. 94-5, waive further reading and pass to second reading. The Santa Clarita Municipal Code is hereby amended at Chapter 8.24 relating to Cats to read as follows: CHAPTER 8.24 CATS Sections 8.24,020 Registration - Procedures and Fees A. The director of animal care and control is hereby authorized to establish a cat -registration system as follows: B. This section is hereby repealed. Section 2. The Santa Clarita Municipal Code is hereby amended at Chapter 8.90 relating to Fee Schedule to read as follows. CHAPTER 8.90 FEE SCHEDULE Sections 8.90.010 Fee Schedule VI. Individual Animal Licenses A. Dog License and tag fees 1. Unspayed/unneutered $22.00 2, Spayed/neutered $12.00 3.. INDIVIDUAL ANIMAL LICENSES Every person owning a dog or cat over the age of four months shall obtain an annual license and tag for each such dog or cat; except, there shall be a one-time only fee for registration of discharged military dogs, for guide dogs or seeing -eye dogs, for signal dogs trained to assist the hearing impaired, ,for service dogs trained to perform tasks to assist the physically handicapped upon payment of the following fees: A.
