SUBJECT: Chevron Property (containing the Pioneer Oil Refinery) located on Pine
Street adjacent to the Newhall County Water District Offices

BACKGROUND
At the request of Mayor Pederson and Councilperson Heidt, staff has included the following
item within the Council's agenda. The Mayor has requested that staff provide background
on the site and that the Council discuss the property and possibly provide direction to staff..
Informal discussions between staff and representatives of the Chevron Company concerning
this property have been ongoing for approximately two years.. The subject property consists
of two parcels, one of which contains the Pioneer Oil Refinery (a State Historical Landmark).
The other parcel is located off of Pine Street, separated from the street by a 20' wide property
owned by Newhall County Water District. Access to both parcels is through an easement
from Pine Street. Chevron had originally offered the rear parcel (Pioneer Oil Refinery) to the
City in exchange for the City using its condemnation powers to acquire the 20' wide strip
owned by Newhall County Water District. Completion of this action would provide the
property with street frontage, increasing the front parcel's value. The property is zoned IC
(Industrial Commercial). The applicant recently obtained an approval from the City to allow
for the adjustment of property lines between the two parcels.
Recent discussions between the Parks, Recreation and Community Services Department and
Chevron have been related to the dedication of the site or a possible purchase of the site by
the Joint Powers Authority. The Department has not been anxiously pursuing the
acquisition of the property due to budget constraints, site clean-up concerns, and its
unfavorable location for the use as a City park.
The Public Works Department has identified the Newhall area as the next location for a
Metrorail Station. The Public Works Department has been looking for a site in close
proximity to residential properties and with satisfactory access. The subject property fails
to satisfy either of these requirements.
