"Annual Review of Performance and Quality of Service" and "System
and Services Review" of the Residential Trash Franchise

BACKGROUND
At the regular City Council Meeting on May 10, 1994 Council directed staff to extend the Public
Hearing, on the Annual Review of Performance and Quality of Service" and "System and Services
Review" of the Residential Trash Franchise, to June 14, 1994. Council also directed staff to send
letters to all residents who contacted the City regarding service provided by their particular waste
hauler. Since 1991 approximately 500 residents contacted the City regarding their refuse and
recycling services (a copy of all inquiries, comments and complaints are available for review at the
City Clerk's Office), Each of the residents was mailed a letter inviting them to attend or submit
comments to the public hearing (Attachment A),
Section 19 of the franchise agreement requires the City to hold a public hearing to review the
Grantee's performance and quality of service within ninety (90) days of the first anniversary of the
effective date of the franchise agreement. The public may submit comments, either orally or in
writing, and these shall be considered. Within thirty (30) days after the conclusion of the public
hearing, the City shall issue a report with respect to the performance and quality of service review,
Additionally, Section 20 of the franchise agreement requires the City to conduct a "System and
Services Review" concurrently with the "Annual Review of Performance and Quality of Service" in
order to address the technological and regulatory changes in refuse collection and recycling. The
report required for Section 19, "Annual Review of Performance and Quality of Service" will be
combined with the report required for Section 20, "System and Services Review". According to
Section 20, the franchised haulers are required to submit a report to the City within 60 days of the
conclusion of the public hearing in order to evaluate the effectiveness of their refuse and recycling
operations. Subsequently, the City is required to submit a report within 60 days with respect to the
"Performance and Quality of Service and System and Services Review" which incorporates comments
from the public and the report from the franchised haulers. As such the "Performance and Quality of
Service and System and Services Review" report will be presented to Council at the October 11, 1994
City Council meeting,
This date has been published for a public hearing to accept public comment with regard to the
"Annual Review of Performance and Quality of Service" and "System and Services Review", in
accordance with the law.
RECOMMENDATION
Accept Public comment with regard to the "Annual Review of Performance and Quality of Service"
and "System and Services Review".
Direct staff to initiate System and Services review process, prepare a report with respect to the
Performance and Quality of Service and System and Services Review, and return to the
October 11, 1994 City Council meeting.

The City Council will be hosting a public hearing on the efficiency and
effectiveness of the City's residential waste collection and recycling program.
The meeting will be held on Tuesday, June 14, 1994, 7:30 p.m., at the City
Council Chambers located on the first floor of the City Hall building, 23920
Valencia Blvd. in Santa Clarita. Your participation in the public hearing
process will enable the City to better serve the refuse collection and recycling
needs of the community.
You may also submit written comments to: The City of Santa Clarita, Solid
Waste Division, 25663 Avenue Stanford, Santa Clarita, CA 91355. Written
comments and testimony at the June 14, 1994 public hearing will be included
in an analysis of the residential refuse and recycling franchise and returned to
the City Council in 30 days.
