BACKGROUND
On May 24, the City Council directed staff to reevaluate the proposed bus stop shelter
program to provide for a greater proportion of non advertising shelters throughout the City.
Since that time Staff has met with representatives of Bus Stop Shelters Inc. to determine the
most advantageous means to obtain additional non advertising shelters while also meeting
their economic needs.
The following represents a revised scenario for the allocation of shelters within the City.

With the revised proposal the City has gained nine (9) additional non advertising shelters.
The cost to obtain this proportion is the elimination of the twenty (20) non advertising
benches as well as a minimum of $12,000 per year in revenue.
The May 24, 1994 proposal is consistent with the request for proposal let in 1991 for the
provision of Bus Stop Shelters. Given that the new option substantially alters the terms of
the original proposal, as well as the former contract with Bus Stop Shelters Inc., the City
Attorney has advised staff to rebid the contract for the provision of bus stop shelters With
this in mind the following options are available:
OPTION 1 Accept original proposal presented May 24.
OPTION 2 Accept revised proposal presented June 14.
OPTION 3 Authorize Staff to rebid contract for Transit Amenities Program Phase I to
include a specified percentage of non advertising shelters.
Also presented to for the City Council consideration, is a request to obtain a formal request
for proposal for the placement of bus benches and trash receptacles throughout the City
Transit system.. Currently the placement of benches is handled by two firms through the
permitting process. This process provides for the placement of benches on an as needed
basis with little additional input from the City. The RFP is intended to provide for the
following:
*Further discretion over placement
•Review of placement for safety purposes
• Weekly maintenance and repair including graffiti removal
•Inventory
• Aesthetics
•Solicitation of advertising
RECOMMENDATION
Authorize staff to rebid the contract for the provision of bus stop shelters throughout the
City transit system. In addition include provision for an increased proportion of non
advertising shelters throughout the residential areas.
In addition authorize staff to let request for proposal for the provision of bus benches and
trash receptacles throughout the City,
