Schedule

BACKGROUND
Staff introduced this item at the Council meeting on June 14, 1994. At that time, Council
requested that the cat licensing program remain voluntary and that change is now reflected in
this item.
On April 27, 1993, staff presented a report to Council recommending the adoption of an
animal control services agreement to be performed by Los Angeles County (County). This
contract included a voluntary cat licensing program with the following fees:
Unaltered cats
$10.00
Altered cats
$5.00
Replacement Cat Tag
$5.00
Transfer of Ownership
$5.00
The contract also included a change in the fee structure for licensing dogs.: Although Council
approved the implementation of the voluntary cat licensing program, an ordinance to
incorporate a $2 surcharge in the County's fee structure was neither presented nor adopted as
staff was asked to further research and analyze the costs and revenues associated with the
Animal Control Program (ACP) prior to presenting a recommendation.
Staff has determined that the fees help support various ACP services throughout the City such
as education, animal housing, and lost pet location, as well as the administration of the overall
ACP. The cost of these services has steadily increased over the past few years due to an
increase in animal population. The surcharge fee will help reduce the City's overall costs for
the ACP by approximately $35,000 annually. Further, the voluntary cat licensing program
reduced the City's contract costs by over $10,000 in FY 93/94.

Lastly, it should also be noted that other cities such as Whittier, Palmdale, Agoura Hills, and
Bradbury have adopted the same ordinance with respect to a dog license surcharge, although
Agoura Hills and Bradbury adopted a surcharge of $5 and $10 respectively,
RECOMMENDATION
Waive further reading and pass Ordinance No. 94-5 to the second reading.

SANTA CLARITA AMENDING TITLE 8, ANIMALS, CHAPTERS 8.24 AND 8.90 OF
THE SANTA CLARITA MUNICIPAL CODE REGARDING CATS AND FEE
SCHEDULE RESPECTIVELY
PUBLIC NOTICE IS HEREBY GIVEN:
A Public Hearing will be held before the City Council of the City of Santa Clarita
regarding an ordinance of the City of Santa Clarita amending Title 8, Animals, Chapters
8.24 and 8.90 of the Santa Clarita Municipal Code regarding cats and fee schedule
respectively.
The hearing will be held by the City Council in the City Hall Council Chambers, 23920
Valencia Blvd., 1st Floor, Santa Clarita, the 28th day of June, 1994, at or after 6:30 p.m..
Proponents, opponents, and any interested persons may appear and be heard on this
matter at that time. Further information may be obtained by contacting the City Clerk's
office, Santa Clarita City Hall, 23920 Valencia Blvd., 3rd Floor, Santa Clarita, California.
If you wish to challenge this order in court, you may be limited to raising only those
issues you or someone else raised at the public hearing described in this notice, or in

AN ORDINANCE OF THE CITY OF SANTA CLARITA
AMENDING TITLE 8, ANIMALS, CHAPTERS 8.24 AND 8.90
OF THE SANTA CLARITA MUNICIPAL CODE REGARDING
CATS AND FEE SCHEDULE RESPECTIVELY
THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES HEREBY ORDAIN AS
FOLLOWS:
Section 1. The Santa Clarita Municipal Code is hereby amended at Chapter 8.90 relating
to Fee Schedule to read as follows:
