SUBJECT: GOLF COURSE ROAD, TREVINO DRIVE AND VALLEY STREET -
ENGINEERING AND TRAFFIC SURVEYS
RESOLUTION NO. 94-76

BACKGROUND
At the request of the Sheriffs Department, the Traffic Engineering Division has conducted
Engineering and Traffic Surveys on Golf Course Road between Tournament Road and
Lochmoor Road, Trevino Drive between Tournament Road and Vista Fairways, and Valley
Street between Happy Valley Drive and Maple Street. Under the California Vehicle Code
Section 40802 (b), an "Engineering and Traffic Survey" is required where enforcement
involves the use of radar or other electronic speed measuring devices. Our records indicate
that speed limits (posted or non -posted) have not been established on these roadway
segments.
The speed limit normally should be established at the 85th percentile speed (defined as that
speed at, or below, which 85 percent of the traffic is moving) or the nearest five miles per
hour below it. However, in matching with existing conditions and traffic safety needs of the
community, engineering judgement may indicate the need for a further reduction.
The attached Vicinity Map (Exhibit "A" ) illustrates the proposed speed limits on the subject
roadway segments.
Based on the results of the Engineering and Traffic Surveys, the following speed limit are
recommended on the subject roadway segments (staff report attached):

RECOMMENDATION
Staff recommends that the City Council adopt Resolution No. 94-76 to establish the speed
limits on Golf Course Road between Tournament Road and Lochmoor Road, Trevino Drive
between Tournament Road and Vista Fairways, and Valley Street between Happy Valley
Drive and Maple Street.

ENGINEERING AND TRAFFIC SURVEYS
REQUEST
At the request of the Sheriffs Department, we have conducted Engineering and Traffic
Surveys on the following streets: Golf Course Road between Tournament Road and Lochmoor
Road, Valley Street between Happy Valley Drive and Maple Street, and Trevino Drive
between Tournament Road and Vista Fairways (private street). Each of the survey locations
are illustrated in Exhibit "A". Under the California Vehicle Code Section 40802 (b), an
"Engineering and Traffic Survey" is required where enforcement involves the use of radar or
other electronic speed measuring devices. Our records indicate that speed limits (posted or
non -posted) have not been established for the subject roadway segments.
RECOMMENDATION
Based on the results of the Engineering and Traffic Survey, the following prima facie speed
limits are recommended at the subject roadway segments:
1. Golf Course Road between Tournament Road and Lochmoor Road 35 mph
2. Trevino Drive between Tournament Road and Vista Fairways 25 mph
3. Valley Street between Happy Valley Drive and Maple Street 25 mph
CONDITIONS
Golf Course Road between Tournament Road and Lochmoor Road - An east/west residential
collector street with one travel lane in each direction. The street is 36 feet wide with
curb/gutter and sidewalk on each side. The length of this street segment is about 900 feet
long and intersects with five (5) streets. There are no driveways fronting the segment of the
street. No intersection and midblock accidents were reported in 1993.
Trevino Drive between Tournament Road and Vista Fairways - An east/west residential
collector street with one travel lane in each direction. The street is 36 feet wide with
curh/gutter on both sides of the street and sidewalk on the north side. The length of this
street segment is about 2,200 feet long and intersects with four (4) streets including three (3)
private streets. Also, a few driveways are fronting the street. Horizontal curves exist on this
street. A public golf course is located along the south side of the street and separated by a
chain -link fence. Three (3) intersection and one (1) midblock accidents were reported in 1993.

Valley Street between Happy Valley Drive and Maple Street - A north/south collector street
with one travel lane in each direction. The street width varies from 24 to 50 feet and the
major portion of the street segment has no curb, gutter and sidewalk improvements. The
length of this street segment is about 2,000 feet long and intersects with five (5) streets.
Private driveways are fronting the street. The existing posted speed limit on this street
segment is 25 mph. The established and posted speed limits on Valley Street north and
south of this street segment are 35 mph and 25 mph, respectively, A total of three (3)
intersection and one (1) midblock accidents were reported in 1993.

DISCUSSION
The speed limit normally should be established at the 85th percentile speed (defined as the
speed at, or below, which 85 percent of the traffic is moving) or the nearest five miles per
hour below it. However, in matching with existing conditions and with the traffic safety
needs of the community, engineering judgement may indicate the need for a further
reduction.
The following speed limits are recommended on the subject street segments in this study:
Golf Course Road - Based on the 85th percentile speed, post the speed limit at 35 mph.
Trevino Street - Based on the horizontal curves, fronting driveways and intersecting
private streets, reduce the 85th percentile speed limit by 5 mph and post the speed limit
at 25 mph.
Valley Street - Based on unimproved curb, gutter and sidewalk, variation of roadway,
width, fronting driveways and consistent with speed limits on surrounding streets,
reduce the 85th percentile speed limit by 5 mph and post the speed limit at 25 mph.

RESOLUTION NO. 94-76
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA
ESTABLISHING PRIMA FACIE SPEED LIMITS
ON GOLF COURSE ROAD BETWEEN TOURNAMENT ROAD AND LOCHMOOR
ROAD, TREVINO DRIVE BETWEEN TOURNAMENT ROAD AND VISTA FAIRWAYS
AND VALLEY STREET
BETWEEN HAPPY VALLEY DRIVE AND MAPLE STREET
WHEREAS, the California Vehicle Code (Sections 22357 and 22358) permits local
authorities, upon the basis of an Engineering and Traffic Survey, to establish prima facie
speed limits on highways within their jurisdiction; and
WHEREAS, Section 40802(b) of the California Vehicle Code requires that speed limits
be justified by an Engineering and Traffic Survey every five years in order to use radar for
enforcement; and
WHEREAS, the effective and efficient use of radar for traffic speed enforcement can
enhance highway safety within the City.
NOW, THEREFORE, the City Council of the City of Santa Clarita does resolve as
follows:
Section 1. That prima facie speed limits shall be established on the following streets:
1. Golf Course Road between Tournament Road and Lochmoor Road 35 mph
2. Trevino Drive between Tournament Road and Vista Fairways 25 mph
3.. Valley Street between Happy Valley Drive and Maple Street 25 mph
Section 2. That staff shall provide the necessary signs to effect this resolution..
