AGENDA REPORT CONSENT CALENDAR DATE: June 28, 1994 City Manager Item to be pre )01 Anthony J, Nisich/ SUBJECT: REQUEST FOR AUTHORITY TO AMEND THE CONTRACT OF KATO & WARREN, INC., TO PROVIDE ASSISTANCE TO THE CITY STAFF IN IMPLEMENTING RESOLUTION NO, 94-81 DEPARTMENT: Community Development BACKGROUND Action by the City Council on Resolution No. 94-81 establishes rates for stormwater utility service charges. In order to implement the stormwater utility service charges, the City must prepare a computer file and submit it to the Los Angeles County Auditor -Controller by August 10, 1994. A list of all the parcels in the City must be prepared along with the stormwater utility area calculations and runoff computations. This information is put on magnetic tape and provided to the Auditor -Controller in accordance with the direct assessment procedure. City staff does not have the personnel or equipment to accomplish this data development within the time frame availability. The City has an open contract with the firm of Kato & Warren, Inc., who have assisted the staff in the study and analysis of the problem of NPDES costs and funding. In the interest of time and because of this firm's experience in stormwater utility database development, the staff has negotiated an amendment to Kato & Warren's contract to provide these services. The total additional work authorized by this amendment is $56,000. This will be funded from the Stormwater Utility Enterprise fund. RECOMMENDATION Authorize the City Manager to execute the contract amendment with the firm of Kato & Warren, Inc. The agreement between the City of Santa Clarita, CA (CITY) and Kato & Warren, Inc. (CONSULTANT) dated August 1$ 1993 (CONTRACT) is hereby amended as follows. 2.0 SCOPE OF SERVICES Add the following: The services to be provided by the CONSULTANT are increased to include the services necessary to assist the CITY staff is developing the stormwater utility service charge billing database ready for submittal to the Los Angeles County Auditor in accordance with the terms of City Council Resolution _ —, which established the service charge rate. These added services are further described in EXHIBIT B ADDITIONAL SCOPE OF SERVICES which is hereby made a part of this Amendment No. 1. 3.0 COMPENSATION Paragraph 3.1 is modified as follows' Direct Costs t. Travel to Santa Clarita $600.00/Trip 2. Auto @ $0.35/mile 3. Auto rental at direct cost plus fuel or other charges. 4. All other direct costs at cost plus 10%. Paragraph 3.2 is modified to read as follows: Compensation to the CONSULTANT for the additional services authorized by this Amendment No. 1 is estimated to be $56,000,00 (Fifty Six Thousand Dollars).
