SUBJECT: PHASE 11 - DEBRIS REMOVAL CONTRACT
DEPARTMENT: PUBLIC WORKS
BACKGROUND
On June 16, 1994, Lloyd Prevost from Applied Environmental Management(AEM)/Jeffry
Blackshire informed staff that the volume of construction debris in the public right-of-way is
increasing on a daily basis and therefore has caused delays in the removal of the debris on
the scheduled routes. The existing contract with AEM/Jerry Blackshire will end on July 22,
1994, A public information campaign has been initiated to inform the residents that the
removal program will end two weeks before the final contract completion date.
However, based on the number of earthquake permits currently on file in the Building and
Safety office, Staff anticipates that the do-it-yourself homeowner and building contractors
will continue to place construction debris in the City's right-of-way. Staff will continue to
monitor the progress of the debris removal program and evaluate the need to extend the
program in the coming weeks. Should the evaluation indicate extension of the program, the
conditions under the existing contract with AEM/Jerry Blackshire allow for the city to initiate
a change order for extensions of service. The cost associated with an extension for the
removal of earthquake related debris is reimbursable by FEMA.
RECOMMENDATION
■ Direct the City Manager to initiate a change order in the existing contract for an
amount not to exceed $500,000 for a 30 day extension of service if necessary.
