Nisich, T� DATE: June 28, 1994 SUBJECT: AMENDMENT TO CONSTRUCTION CONTRACT NO.94-02 FOR THE RESTORATION OF CITY HALL DEPARTMENT: Community Development BACKGROUND On January 17, 1994, the City of Santa Clarita experienced a major earthquake. In the wake of the event, City personnel faced the difficult task of answering public and private disaster needs, without adequate base facilities from which to work, due to the damage inflicted on the City Hall building. Reestablishing the City's primary facility in the most timely manner possible was a key step in its earthquake recovery. On January 28, 1994, the City Council put into motion this recovery process by ratifying a construction contract (No. 94-02) with Intertex of California, Inc., for the restoration of City Hall, under the emergency provisions of the City's Contract Code. The original contract with Intertex of California was based on a scope of work, as perceived at that time, to include all required tasks to repair the facility for reoccupancy in 75 days from start of contract, for a budget cost of $3,067,867. As the construction work progressed, it became apparent that damage to the structural frame was more severe than originally anticipated. Under advisement of the City's structural consultant, Intertex of California ultimately exposed all structural connections in the building for testing and eventually for bolt replacement. In addition, the City took the opportunity while the building was in a state of repair to install needed additions to the City Hall Emergency Operations Center facility, most of which have been preliminarily approved for funding by State and Federal sources. These additions are intended to mitigate the need for temporary emergency facilities when future disasters occur. CONCLUSION Intertex has presented to staff a list of tasks which they have performed at the request of the City. These task items broaden the original contract scope of work and budget. This additional work was necessary in order to complete the restoration of the building and to facilitate the City's Emergency Operations Center. Appflooffl AMENDMENT TO CONSTRUCTION CONTRACT NO. 94-02 June 28, 1994 Page 2 Staff has reviewed Intertex of California's revised scope of work and budget with consultations with the insurance carriers, OES and FEMA, and have concurred with these additional tasks and costs. Staff is presenting to Council for ratification these additions as an amendment to the original contract scope of work and budget (see Attachment No. 1). The amended contract budget will be $3,919,734.00. To date, all the original contract scope items have been completed, including all the task items contained in the proposed amendment, with the exception of the emergency generator and fuel tank, which is currently being installed. Work under the original contract scope has been completed two days ahead of schedule and $8,421.00 under budget. Funding for the increases to the Scope of Work for Contract No. 94-02 will originate from the City's Disaster Recovery Account No. 90-59-928-227. All additional repair scope items and furniture moving costs are expected to be reimbursable to the City by the insurance carriers and Federal and State Disaster Recovery funding. The Scope of Work and budget for the required code upgrades and the facilitation of the Emergency Operations Center at City Hall, including the generator and tank, have been developed with the cooperation of Federal and State Disaster representatives. These representatives have provided input to staffs discussions on eligibility and reimbursement for these costs. RECOMMENDATION Staff recommends that Council approve the amendment to the existing scope and budget for construction contract No. 94-02 between the City of Santa Clarita and Intertex of California, Inc. ATTACHMENTS Attachment No. 1 - Proposed Amendment to Contract No. 94-02 Construction Contract No. 94-02 is on file with the City Clerk's Office for review. JD:hds wuncil\resin jd AMENDMENT TO THE SCOPE OF WORK CONTRACT NO. 94-02 The following is a brief description and cost of the items that were added to the original scope of work: 1. Additional exposure of structural connections throughout the building required additional demolition, clean-up and reconstruction work. $51,212.00 2. Exterior Joint Caulking: The original budget had only accounted for visible damage observed from the ground. It was thought at the time that the existing caulking could be patched. Upon closer inspection, a greater extent of damage was found. In addition, further damage occurred at areas of veneer replacement. $59,600.00 3. Waterproofing of Exterior Veneer and Concrete Spandrels: This task also included high-pressure water cleaning prior to application. $39,406.00 4. Suspended Ceiling: Additional damage to the T-bar framing system was found throughout the building as work progressed. Ceiling areas were removed to access structural connections and at areas of interior wall demolition and replacement. $87,180.20 5. Code Upgrade Work: Given the extent of damages to the building, all new work, as well as existing non -affected construction, must conform to current local, State and Federal Building Codes. The City is also putting its emergency operations center in the building, requiring additional structural upgrades to the structure and support for equipment. Federal and State Disaster Assistance regulations state that the repair work must comply with local codes and standards. $286,567.00 AMENDMENT TO THE SCOPE OF WORK CONTRACT NO, 94-02 Page 2 6. Cable Conduit: Intertex of California installed conduit for the installation of new phone and data wiring within column enclosures. Although the wiring installation was done by another contractor, it was more practical and cost-effective to have Intertex of California do this part of their installation. The original wiring suffered damage from the earthquake and construction demolition work. Systems Furniture: The dismantling, storage, transportation and reassembly of the system furniture on the second and third floor City spaces was required to be done by Intertex of California to facilitate their restoration work. It was originally a condition of the contract that the City provide for the furniture removal. The City opted to let Intertex of California perform this task. 8. Emergency Generator and Fuel Tank: The City Hall building, prior to the January 17 earthquake, served as the location for the City's Emergency Operations Center. The installation of the generator and fuel tank was identified as an essential requirement of the EOC. Because Intertex of California was already on site doing the general restoration work, it was concluded that the fastest and most cost-efficient means of installing this emergency system was to include these tasks with the original Intertex contract. Intertex, under request by City staff, selected its subcontractors through bidding. FEMA representatives are in agreement with this process. 9. Extended scope of work past April 15, 1994. The original budget provided for a projected construction cost to substantial completion for a 75-day work period required to achieve the April 14, 1994 lease occupancy deadline. It was understood that work to achieve final completion would continue past the occupancy date. $11,000.00 $92,160.00 $150,000.00 $83,162.80 Subtotal (Additions to scope and budget) $860,288.00 10.
