SUBJECT: Award Contract for Construction of Santa Clara River Trail - Phase I
DEPARTMENT: Parks, Recreation, and Community Services
BACKGROUND
The Parks, Recreation, and Community Services Department is preparing to construct the first
phase of the Santa Clara River Trail system. The design has been completed and necessary
permits are being obtained. The bid opening for this project was held on June 9, 1994.
Phase I of the Santa Clara River Trail is located in the Canyon Country community on the north
side of the Santa Clara River from the Soledad bridge to Sierra Highway. The trail will use the
existing Los Angeles County Flood Control maintenance road. Where the maintenance road has
not been improved, the City will install a new asphalt road. The road will be striped and signed
for bicycle and pedestrian traffic. In addition, awooden split -rail fence will be installed on the river
side for safety. There will be two undercrossings: at Whites Canyon bridge and under Sierra
Highway. The undercrossings will be constructed of concrete with a pipe rail fence. There will
be access gates throughout the length of the trail, with access ramps located at the Whites
Canyon bridge and at Sierra Highway. The engineer's estimate for this project was $800,000.00.
Twenty-eight bid packages were purchased and six contractors submitted bids on this project.
There was a base bid and an add/deduct alternate #1. The base bid included all trail
improvements previously described. Alternate #1 was for the installation of 250 lineal feet of
channel protection between two areas of existing concrete linings. The bids received were as
follows:

In an effort to save funding which can then be applied to future phases of the trail system, the
Department is recommending to award on the base bid only. This project can be constructed
without including bid alternate #1 at this time. Bids received for alternate #1 were approximately
$90,000.00.
Staff has completed the review of all bids, background references, and bonding companies, and
has found that Granite Construction Company has the lowest responsible base bid and has the
understanding and experience to install the trail per the plans and specifications.
Funding for this project has been budgeted for fiscal year 1993-94 and is available in account
#24-99018-227 in the amount of $812,000.00.
RECOMMENDATION
The City Council award the contract for the construction of the Santa Clara River Trail - Phase I
to Granite Construction Company fora total of $689,213.00, and that an additional $70,000.00
be approved should any change orders become necessary, for a grand total of $759,213.00.
Additionally, that the City Council authorize staff to issue a purchase order to Granite Construction
Company in the amount of $759,213.00 from account #24-99018-227.
