SUMMARY VACATION OF HOLT CANYON ROAD
Resolution No. 94-73

City staff has received a request for the vacation of dedication for street purposes. The
portions that are being considered have been unused and impassable for more than five
years. The request, therefore, qualifies to be considered without a public hearing as a
summary vacation.
Holt Canyon Road was originally dedicated in conjunction with a Grant of Waiver and
Certificate of Compliance for Parcel Map No. 7686. The waiver was recorded in the official
records of the Los Angeles County Recorders office on April 12, 1984. Certain slope
easements were recorded concurrently. The vacation of the private street dedication would
add one acre to the usable area of the 5.5 -acre parcel in an area with two -acre minimum lot
sizes. The Unified Development Code created the special standard district of Sand Canyon,
which removed the requirement for construction of paved streets on new development in the
area. The Holt Canyon dedication is opposite Live Oak Springs Canyon Road in Sand
Canyon.
The present location of the dedication for Holt Canyon Road has numerous large oak trees
present, as well as a swimming pool and an accessory building. The area has been unused
since the time of dedication and would require a bridge over the Sand Canyon wash in order
to connect to any future construction of Holt Canyon in the unincorporated portion of the
County.
The vacation of the Holt Canyon dedication would create no physical or financial changes,
Receive public testimony on the subject. If the Council believes, based upon this testimony,
that there will be no future need for the right-of-way, it should be vacated per this resolution.
If the Council sees a potential for the construction of a road upon future development, the
request should be denied.
