NisicWy CONSENT CALENDAR DATE: June 28, 1994 SUBJECT: MODIFICATION TO CONSULTANT CONTRACT NO. 94-03 WITH WILLDAN ASSOCIATES FOR THE CITY HALL RESTORATION DEPARTMENT: Community Development BACKGROUND In the wake of the January 17th earthquake, on January 21, 1994, the City retained the consulting services of Willdan Associates for engineering and construction coordination work for the restoration of City Hall. Willdan was subsequently contracted to continue these services under Emergency Contract No. 94-03. The terms of this contract specified a scope of work to include construction coordination, construction and design contracts coordination, and coordination and building retrofit design services as needed, for a time period of 181 days, not to exceed $181,000.00. Due to the upgrades done to the building as required by federal, state and local codes for building repair and the addition of the Emergency Operations Center facility, the existing construction documents are now obsolete. For the purpose of earthquake repair documentation and the City's need for current complete plans and specifications for the building, Willdan has been requested to provide a complete set of as -built construction documents. For document preservation reasons, staff has determined that certain drawings, which are subject to frequent use and changes, need to be transferred to a computer CAD system. City staff has requested Willdan to study design and location options for the emergency generator and fuel tank and, upon these determinations, to provide architectural and civil contract documents for the installation. The electrical generating and fuel systems plans have been provided by Intertex, under their contract with the City for the earthquake, repairs to City Hall. CONCLUSIONS To date, Willdan has provided construction coordination, and design services through the restoration phase of the project. They are continuing project documentation, construction and APPRO ]C D H rr"l- Item: �� consulting invoice processing, emergency generator and tank design and coordination of follow-up construction tasks. The estimated expenditures for Contract No. 94-03, through June 28, 1994, is $77,928.37. The additions to Willdan's contract scope are tasks which support elements of the City Hall restoration project which has previously developed in cooperation with Federal and State Disaster Relief representatives. Staff, therefore, anticipates reimbursement from those agencies for these tasks. These additions to the contract scope will require an estimated increase in the original contract budget of $18,500.00 (see attached Budget Breakdown) and 200 additional working days will be required to finish these additional tasks. Funding for the increases to the scope of work for Contract No. 94-03 will originate from the City's Disaster Account No. 90-59928-227, which is expected to be reimbursed through federal and state disaster recovery funding sources. Staff recommends that Council do the following: 1. Approve the additional scope items and the increase in the contract duration to include the additional 200 working days. 2. Approve the increase in the appropriation for the additional amount of $18,500.00 in the City Hall repair contractual services Expenditure Account No. 90-59928-227, 3. Approve estimated revenues for the 1994 earthquake reimbursement Revenue Account No. 90-3597 for an estimated amount of $18,500.00 ATTACHMENTS Budget Breakdown for the revised scope of work for Emergency Contract No. 94-03.
