APPROVAL OF A REQUEST FOR QUALIFICATION PROPOSAL FOR A FEDERAL ECONOMIC DEVELOPMENT ADMINISTRATION PLANNING PROGRAM DEPARTMENT: Community Recovery - Economic Development Division BACKGROUND The Economic Development Administration has approved a $101,100.00 planning grant to the City of Santa Clarita based on damage estimates that resulted from the Northridge earthquake. The purpose of the planning grant is to provide a framework for forthcoming, but as yet undetermined additional Economic Development Administration grants for earthquake and economic recovery. Staff is recommending that requests for the submission of professional qualifications be solicited for services that will produce the following products: An economic evaluation of the earthquake damages (both primary and secondary) that the City experienced to assist in establishing a competitive edge for future competitive federal earthquake funding. An assessment of Santa Clarita's industrial and office "niche" within the greater Los Angeles area as well as the development of a program to "market" our strengths in order to compete more effectively for the attraction of new jobs to the community. Development of an urban design theme and economic strategy for the Soledad Canyon Road corridor (Canyon Country), to attract additional commercial investment, promote commercial vitality, and enhance the identity/image of the Canyon Country area. RECOMMENDATION Approve issuance of a Request for Qualifications for professional services to conduct federal Economic, Development Administration planning grant activities. 2. Submittal Requirements TABLE OF CONTENTS INTRODUCTION The City of Santa Clarita, located in the center of the Santa Clarita Valley, lies approximately 35 miles northwest of the Los Angeles Civic Center. Current municipal boundaries encompass 42 square miles of land, situated primarily on the valley floor and lower reaches of the surrounding canyons. The current population for the City is approximately 129,000 persons. The City of Santa Clarita is requesting a Statement of Qualifications ("SOO's") from technical consultants to assist in developing economic development plans. II. BACKGROUND The Economic Development Administration has approved a strategic planning grant to the City of Santa Clarita based on earthquake damage assessments. The purpose of the planning grant is to provide a strategic framework for economic recovery from the earthquake. The City staff is recommending that an overall economic strategy plan be developed in the context of an economic recovery workshop process. The workshop process would represent a logical continuation of the City's economic recovery workshop process initiated approximately 18 months earlier. The economic strategy will focus on three separate components: (1) Earthquake economic damage; (2) an industrial office targeted attraction action plan; and (3) an urban design theme and economic strategy for the Soledad Canyon Road corridor. Proposers are encouraged to contact Mike Haviland (Project Manager) at (805) 255-4369 to discuss particulars of the work product requirements. REQUEST FOR QUALIFICATION REQUIREMENTS A. Criteria for Request for Qualifications Primary consideration will be given to the technical competence and creative ability of the consultants (as described in their qualifications) and the firm's willingness to work closely with City staff. The City reserves the right to reject all qualifications/proposals that are inappropriate or inadequate. The Community Recovery Manager, with staff assistance, will evaluate all qualifications/proposals for adequacy, technical competence, and the suitability. Selection of a contractor will be based on the content of the written qualification/proposal received by the Project Manager. The contract will be awarded only to a responsible consultant as an independent contractor. In order to qualify as responsible consultant, a prospective contractor must meet the following standards as they pertain to this Request for Qualifications: 1. The contractor must have adequate technical and financial resources for performance, as well as adequate equipment, or have the ability to obtain and to manage such resources and equipment as required during the performance period of the proposed contract. 2. The contractor must have the necessary experience, organization, technical qualifications, skills, and facilities, or have the ability to obtain and to manage them (including any subcontractor arrangements). 3. The contractor must be able to comply with the proposed or required performance schedule for this project. 4. The contractor must have a satisfactory record of contractual performance. 5. The contractor must be an Equal Opportunity Employer. 6. The contractor must be otherwise qualified and eligible to receive an award under all applicable laws and regulations. 7. Contractor must covenant that the contractor has no conflict of interest in the undertaking of this work product. Such covenant would state that neither the contractor nor any officer thereof, has any interest, nor shall acquire any interest, directly or indirectly, which will conflict in any manner with the performance of the work product. Contractor must further covenant that contractor has not contracted with nor is the contractor performing any services directly or indirectly for, any developer and/or property owners (individuals, firms, partnerships, etc.) owning property in the City, and must also covenant that contractor shall provide no service nor enter into any contract with any such developers or property owners for the duration of this work product without the written consent of the City. B. City Response to Statement of Qualifications One original and four (4) copies of the Statement of Qualifications must be received by the City of Santa Clarita Community Recovery Agency no later than 5:30 p.m., August 15, 1994. All proposals as well as any modifications, received at this office after the hour and date specified above will not be considered unless they are sent certified mail, and it is determined by the City's Project Manager that the last receipt was due solely to delay in mails, for which the consultant was not responsible. The City reserves the right to extend the time allotted for the Statement of Qualifications, to examine verbally the bidder in person, and to request a best and final offer, should the City deem that it is in its best interests to do so. 2. This Statement of Qualifications does not commit the City to award a contract, or to pay any costs incurred in the preparation of the qualification/proposal. The City reserves the right to accept or reject any or all qualifications/proposals received as a result of this request, to negotiate with any qualified consultant, or to cancel this Statement if Qualification in part or in its entirety. The City may require the selected consultant to participate in negotiations, and to submit such technical, price, or other revisions of their qualifications/proposals as may result from negotiations. IV. SCOPE OF WORK The City wants to update its existing economic development strategy in light of the recent earthquake impacts. We are looking for either a single consultant firm or a number of separate consultant firms where the City would very clearly designate the project lead for each of the three economic strategy components. The scope of work described below outlines three separate subcomponents of an overall strategy that proposers may apply for as well as the strategic plan process component. A. Earthquake Economic Damage Assessment The objective of this assessment is to measure and describe the economic cost of the earthquake to Santa Clarita both directly and indirectly, now and in the future. Businesses, major landowners and other affected shareholders groups will be interviewed to describe the effect of the earthquake on immediate rebuilding, current losses and costs, and concerns about future impacts. Quantitative measures should be compiled as they exist. Based on these interviews, a qualitative description of the earthquake's economic impact should be developed. A quantitative measure of impact should be developed as derived from public records from the City of Santa Clarita, FEMA, SBA, etc., and other appropriate resources. Subsequently, an order -of -magnitude estimate of indirect economic impacts and possible economic impact on the future, assuming that we do not prepare a recovery strategy, shall be prepared. The findings will be presented in a written report as a specific deliverable. These findings should be available for presentation by the consultant to public workshops and/or to City Council. -3- C. B. Industrial/Office Assessment and Competitive Analysis The purpose of this assessment is to identify industrial and office development opportunities in Santa Clarita to target an economic attraction program. Competitive Analysis - This is an evaluation of Santa Clarita as a place to do business. The consultant should conduct interviews with persons who can be defined as stakeholders in Santa Clarita's economic development. Interviews should identify business climate issues, recovery needs, and recovery opportunities. Santa Clarita should also be compared with a minimum of three real -world competitor cities in the developing zone of the Los Angeles Basin. In addition, Santa Clarita should be compared on specific site location factors, to the core market (the City of Los Angeles), and to key out-of-state competitors. The selection of comparative locations to be analyzed will be finalized after discussion with the City staff and the consultant. Santa Clarita should also be compared in terms of incentive programs offered by the other competitor cities sampled. The findings of competitive analysis should be prepared in a written report as a specific deliverable. Also, the findings should be available for presentation by the consultant to public workshops and/or the City Council. Industrial/Office Assessment The purpose of this assessment is to identify industrial and office development opportunities in Santa Clarita. The business climate assessment data above should be converted into a locational model for Santa Clarita and the determined comparative locations. The model should match site factors -to a wide range of industries including: office, industry, tourism, film entertainment, and emerging industries. The results of this modeling should assist in identifying possible future economics for Santa Clarita. In cooperation with the City, this list should be reduced to the few best targeting opportunities for economy attraction efforts. For the best of the emerging industry opportunities, a more detailed industry research and specific acton plans for marketing to those targeted industries should be developed. The findings will be presented in a report as a specific deliverable. Also, these findings should be available for presentation by the consultant to public workshops and/or the City Council. The purpose of this economic development strategy component is to develop a comprehensive analysis of the physical and economic commercial problems and opportunities for the Canyon Country area of Soledad Canyon Road in -4- Santa Clarita, and to develop a strategic action plan to revitalize and develop the commercial potential of the area. Specific components of the commercial revitalization strategy should include: 1. Analysis and summary of existing conditions, including: (a) market and demographic data; (b) traffic, transit, circulation and parking; and (c) land use and ownership. 2. Alternative revitalization and enhancement concept plans, including: Economic revitalization strategies, street design concept plans, and sketch plans for special opportunity sites. 3. A final urban design and economic strategy plan for the Soledad Canyon Road corridor should be developed, along with fifty (50) copies of the plan for public distribution. 4. The design and economic strategy should also incorporate workshops or other means of involving affected property and business owners. It should provide summary maps an/or other graphics and presentation formats to present existing conditions, design and strategy concepts. These findings, including the analysis of existing conditions, the development of economic and physical revitalization concepts, and a final urban design and economic strategy plan for the Soledad Canyon Road corridor will represent a specific deliverable. These findings should be available for presentation by the consultant to public workshops and/or the City Council. V. SUBMITTAL REQUIREMENTS Please include the following in your proposal: (1) Statement of Qualifications; (2) A brief narrative describing your methodology and how you will address each economic strategy component; (3) outline your hourly rates for consultant services and a cost estimate for each economic strategy component; (4) an estimate of time required to complete individual economic strategy components; (5) degrees, licenses, registrations, certification, etc.; and (6) a brief description of at least three projects that the consultant has had major responsibility as a principal contractor, with client references and telephone numbers. Qualificationstproposals will be initially screened and ranked on the basis of the following conditions: 1. The approach described in the required narrative section, including demonstrated flexibility relative to opposition, problems, and negotiation strategies and emergency response/trouble shooting capabilities. 2.
