Nisich_ 01 CONSENT CALENDAR DATE:: July 12, 1994 SUBJECT: LYONS AVENUE AND SOLEDAD CANYON ROAD TRAFFIC SIGNAL INTERCONNECT DESIGN CONTRACT DEPARTMENT: Community Development BACKGROUND The project includes preparation of traffic signal modification and interconnect plans for Lyons Avenue and Soledad Canyon Road to improve traffic flow in the east/west direction through the City. The budget for the design and construction is as follows: Soledad Canyon Road $330,000 (Account No. 1695024-227) Lyons Avenue $419,000 (Account No. 1696076-227) The funding for this project is shown on the attached agenda report, dated December 14, 1993. The staff received proposals for professional services from nine firms as follows: Firm Name Kimley-Horn Austin -Foust Willdan JHK Korve A. Grover Transtech Meyer, Mohaddes Barton-Aschman Location Orange Santa Ana Industry Pasadena San Bernardino Fullerton Walnut Los Angeles Irvine Based on technical qualifications and methodology for the project, Meyer, Mohaddes Associates, Inc. is the recommended firm. Staff has negotiated a price of $81,080,00 for these services. The status of the three projects is provided below. Lyons Avenue Signal Interconnect • The local matching funds required for this project ($168,000) have been set aside In a TDA Article 8 Grant match account for FY 1993.94. The LACMTA has awardeda th$251,D00 discretionarygrant for this project for use in FY 1993-94. Staff estimates at the total cost for this project will be $419,000. It Is anticipated that $120,000 will be utilized In FY 1993.94 for design work. The remaining funds will be needed In FY 1994.95. Sierra Highway Restrloe The local matching funds required for this project ($110,000) have been set aside In a TDA Article 8 Gram match account for FY 1994.95. The LACMTA has awarded a $328,000 discretionary grant for this project for use In FY 1994-95. Staff estimates that the total cost for this project will be $438,000. Soledad Canyon Interconnect phase 11 • Local matching funds required for this project ($69,000) flays been aside In a TDA Article 8 grant master account for FY 1994-95. Staff estimates that the total cost for this project will approach $330,000 RECOMMENDATION 1. Adopt Resolution No. 93.31, certifying that matching funds will be made available to completi the subject projects and authorizing the City Manager to execute the necessary Memoranda ccc Understanding on behalf of the City. 2. Direct staff to bring before the Public Financing Authority the necessary actions to appropriate $100,000 of PFA funds from the Valencia/Soledad Restriping project to a new Soledad Canyon Traffic Signal Interconnect project as a substitute project (see Item 5 below). 3. Authorize a budget appropriation for the Soledad at Santa Clara River ("Camp Plenty") Bridge Widening project as follows: Account No. 25-95003-227 $1.25 million LACTC Grant 6�1 4. Authorize that work proceed on the Valencia/Soledad Restriping project and that budget be appropriated as follows: 0 Account No. 28-95020.227 $500,000 PFA Fund Account No. 25-95020.227 $500,000 LACTC Grant r 5. Authorize that work proceed on a new Soledad Canyon Traffic Signal Interconnect project and that budget be appropriated as follows: Account No. 28-95023-227 $100,000 PFA Fund Account No. 25-95023-227 $230,000 LACTC Grant 6.
