BACKGROUND
In September 1993, the Parks, Recreation, and Community Services Department widely distributed a Request
for Statement of Qualification for professional services in the development of the City's first Parks, Recreation,
and Community Services Master Plan. By October 1993, we had received 18 Statements of Qualification.
A Master Plan Steering Committee was formed, with its first task being the selection of the professional
consultant. The Steering Committee consisted of Parks and Recreation Commission Chairman Laurene Frimel
Waste; Parks and Recreation Commissioner George Stigile; Chris Hecker of Newhall Land and Farming
Company; Glenn Adamick of the Community Development Department; Lieutenant Mary Dixon of the Los
Angeles County Sheriff's Department; Rick Putnam, Director of Parks, Recreation, and Community Services;
Raquel Garcia, Administrative Assistant; Chris Daste, Recreation Supervisor; and John Danielson, Parks and
Recreation Superintendent.
On a criteria -based selection process, each member of the Master Plan Steering Committee rated all 18
Statements of Qualification. This process narrowed down the applicants to four firms which were best suited for
the project. These firms included The SWA Group; Wallace, Roberts & Todd; J. F. Davidson Associates, Inc.;
and HRP Lan Design/Landerman-Moore Associates, These four firms were invited to participate in an oral review
board before the Master Plan Steering Committee. Members attending the oral review board included Laurene
Frimel Waste, George Stigile, Rick Putnam, Glenn Adamick, Chris Daste, and John Danielson.
After thorough review, the Steering Committee reached a consensus agreement on the selection of HRP
LanDesign/Landerman-Moore Associates for the development of the Parks, Recreation, and Community Services
Master Plan. On June 30, 1994, the Parks and Recreation Commission endorsed the selected consultant and
unanimously recommended approval of the contract to City Council. Identified funding for this project is $75,000
and is provided through developer fees and Proposition A.
RECOMMENDATION
City Council direct the Department of Parks, Recreation, and Community Services to negotiate a
professional contract with HRP LanDesign/Landerman-Moore Associates for the development of a Parks,
Recreation, and Community Services Master Plan, not to exceed $75,000. At City Manager's direction,
approve execution of the contract.
2.. City Council approve increase in fiscal year 1994-95 budget account #01-9200-230 in the amount of
$75,000 for the development of the Parks, Recreation, and Community Services Master Plan, to be funded
through developer fees and Proposition A.
