AGENDA REPORT

SUBJECT: Newhall Capital Project Improvements Phase II
DEPARTMENT: Community Recovery - Community Development Block Grant Division
BACKGROUND
The Newhall Capital Project Improvements Phase II, Project No. 53-02, provides for the
construction of curbs, gutters, sidewalks and alley improvements within the East Newhall area
of the City. These improvements are funded through Community Development Block Grant
(CDBG) funds from the City's annual Housing and Urban Development (HUD) entitlement.
This project is designed to provide significant and visible infrastructure improvements and
will result in improved drainage, enhanced pedestrian safety, additional vehicular parking
and the general improvement of neighborhood aesthetics. The project area is bounded by
Market Street to the north, Pine Street to the west, San Fernando Road to the south and Race
street to the east. Plans and specifications for this project have been completed and are
available for review in the offices of the City Clerk and City Engineer.
This project has been delayed as a result of a legal dispute concerning water line relocations.
With resolution of that dispute at hand, it is now appropriate to request City Council
approval for advertising of bids for project construction. All optional courses of action will
be preserved for the City at the same time that the project is being moved ahead as quickly
as possible.
Furthermore, this project has been previously budgeted in the amount of $390,000 from our
HUD entitlements and it is estimated to cost $650,000 for completion, necessitating a transfer
of funds within CDBG previously allocated for FEMA Local Match, in the amount of
$267,736. Account No. 12-9552-227 has been established to track all costs associated with this
project. This project and the associated budget transfer, have no impacts to the City's General
Fund Account.

Finally, our efforts to bring this item to the City Council for review and approval are also
consistent with prior City Council direction to bring closure to this project and move quickly
forward in bringing like improvements to the rest of Newhall specifically, west of San
Fernando Road, as a means to upgrade the quality of life for City residents. City staff are
already formulating infrastructure improvements for this area and will be before the City
Council for approval of bid documents in the coming fiscal year.
RECOMMENDATION
1. Approve the plans and specifications for the project and authorize the advertising for
bids.
2. Approve and direct staff to increase CDBG HUD Revenues Account # 12-3561 by $267,736
and increase appropriations account # 12-9552-227 by $267,736 to provide funding for this
project.
