SUBJECT: Newhall Community Center Lease

BACKGROUND
On April 19, 1994, the City Council approved in concept and referred the community center project to the
Planning Commission in order to determine whether a community center was consistent with the City's
General Plan. On April 20, 1994, the Planning Commission found that the utilization of the building located
at 24406 San Fernando Road for the purpose of a community center is consistent with the City's General
Plan.
Staff has negotiated a lease for the property located at 24406 San Fernando Road (formerly the
Chatham/Becker building). The lease calls for a base cost of $.80 per square foot. The size of the building
is 7,000 square feet and the base monthly cost will be $5,600. The monthly cost of the building is within
fair market value and consistent with the size and locale of other leases in the area.
The details of the lease have been reviewed and approved by the City Attorney. The implementation of
a community center is also consistent with the Newhall Study.
The community center, if approved, is expected to be operational by September 1 and will have several
elements targeting the entire community with special emphasis on the "at -risk" youth population. Staff
believes that community involvement is paramount to the success of the center and will seek all avenues
to ensure this involvement. The budgeted amount from the 1993/94 fiscal year is $40,000 under account
number 01-9100-220.
RECOMMENDATION
It is recommended that the City Council approve the lease for the building located at 24406 San Fernando
Road for the base sum of $5,600 per month for the purposes of establishing a community center.
