SUBJECT: Northridge Earthquake Recovery Program

BACKGROUND
The City of Santa Clarita has an opportunity to participate in the Northridge Earthquake Recovery
Program (NERP). NERP is a specialized program of the California Conservation Corps (CCC)
funded by Federal Job Training Partnership Act (JTPA) Title III. The program is currently hiring
young adults, ages 18 through 26, who have been economically displaced by the
January 17, 1994, earthquake. The program will end in March 1995. To participate, the City
would need to execute a Sponsor Agreement with the CCC.
Immediately following the Northridge Earthquake, the CCC worked with the City to provide relief
assistance and manpower essential for a successful response to the earthquake. The City
supports and can utilize NERP workers to assist the City in completing earthquake -related
projects in the City.
The CCC has informed the City that it can provide NERP workers in two phases at no cost to the
City. In the first phase, the CCC will be able to relocate one crew, consisting of 12 to 15 workers,
from San Fernando to the City. This crew would be scheduled for three to four week periods to
begin working on short term/immediate projects as identified by the City in Attachment A. The
planned scope of work for the crew will include debris removal on City streets, sorting at
reclamation site, seismic retrofit for office systems and furniture and water distribution. The
anticipated start date is mid -July 1994.
In the second phase, the CCC will be able to assist the City in establishing its own local
NERP/Santa Clarita satellite program with the crew of 12 to 15 workers. Working together with
the CCC and our local employment development department the City will assist with recruitment
of eligible youth for the program. The crew will work on long-term projects identified by the City.
The planned scope of work for the crew would include crack sealing laborers, water heater
bracing program, debris removal assistance, minor curb and sidewalk damage repair.
Additionally, the City would be able to act as the sponsoring agency in coordinating assistance
by the City's local NERP crew to other earthquake -related projects in the community. This phase
is projected to have a six-month duration.
As part of the second phase, the City would be responsible for providing an office and a staging
location for the site NERP supervising staff and crew members, technical project support and
supervision by City staff, project tools and materials, meeting rooms for training, personal and tool
storage, secured parking for two CCC vehicles and crew member parking.
RECOMMENDATION
City Council to direct the City Manager to approve the Sponsor Agreement for Phase I of the
NERP Program and execute the memorandum of understanding and Sponsor Agreement for
Phase II for the implementation of the NERP/Santa Clarita satellite.
