SUBJECT: Soledad Median Landscaping - Project No. 99-028
Request Authorization to Advertise for Bids
DEPARTMENT: Parks, Recreation, and Community Services
Project 99-028 consists of the median landscaping of Soledad Canyon Road between Kenroy Avenue (just west
of Sand Canyon Road) to Shadow Pines Boulevard. This project has experienced a number of delays and design
modifications due to issues which developed during the associated road widening project.
The project is currently under final design review, the only major issue to be resolved being a Newhall County
Water District water main located within the median between Sand Canyon Road and Oak Springs Canyon Road.
Staff expects this issue to be resolved during Council's summer recess, and recommends that the project be
advertised for bids as quickly as possible to ensure completion of construction during the fall planting "window."
This project incorporates stamped concrete with a "granite -colored river rock" color and pattern previously used
in the Soledad Canyon Road median adjacent to the Ben Franklin Shopping Center. This color and pattern meets
with Parks and Recreation Commission approval, and is intended to comply with the Community Strategic Plan
goal of maintaining community identities within the City.
Staff requests Council authorization to advertise this project for bids once final design review comments are
incorporated and the project meets the satisfaction of the Director of Parks, Recreation, and Community Services.
Staff suggests that Council adoption of the plans and specifications could then be made at the time of contract
award.
A total of $750,000 has been allocated in the fiscal year 1994-95 budget (account no. 99028-227) for the
construction and construction management of this project.
RECOMMENDATION
City Council approve of the concept of using granite -colored river rock stamped concrete for all median
landscaping on Soledad Canyon Road in the Canyon Country community.
2. City Council authorize staff to advertise this project for bids once final design review comments are
incorporated and the project meets the satisfaction of the Director of Parks, Recreation, and Community
Services. Council adoption of the plans and specifications to be made at the time of contract award.

Motion on Soledad Median Landscaping
Councilmember Heidt: Excuse me Mr. Putnam, would it be if you used the presses
concrete would it be similar to what you have down in front of the swap meet? Are you
planning on trees and shrubs and that sort of thing.
Director Putnam: Yes it would be similar.
Councilmember Heidt: No Palm trees.
Director Putnam: No Palm trees.
Councilmember Heidt: Thank you
Mayor Pederson: Would you add one thing to that. I see Mr. Jerry Hider here from the
Canyon Country Chamber and this has been an item that they have been very, very
interested in, and would you sort of check with Jerry and see what motif he happens to be
in favor of on that stretch right now and your friends over there because its an item I've been
battling back and forth promising that were gonna do it Jerry. We are gonna get it done.
O.k. go ahead Mr. Putnam, you're having a hard time getting through.
Director Putnam: Staff was hoping to get approval from the Council to proceed with design
and bid on the project so we don't lose any time during the August recess. When we come
back the final approval on the design when we brought the contract back for City Council
approval.
Councilmember Smyth: The Mayor made a comment and I could just take one step
farther. ;Is it possible for you to touch base with Canyon Country Chamber, whomever in
Canyon Country so they are kind of on board on what's happening as far as color or rock or
boulders or turf or something of that nature. Could you do that? Would you guys be willing
to do that?
Councilmember Heidt: One other thing while you're there in the neighborhood. You know
that big massive amount of dirt that you removed to widen the road there at Soledad? If you
could just drill a couple holes into the rock and put some dirt in there and some Coyote bush
and try a couple experiments and see if anything would grow on that hill, o.k.? Thank you.
Director Putnam: Let me respond to that. We could do that. One of the main problems
is not only the consistency of the soil and the grain of rock there, its a problem of irrigation.
Getting irrigation to that .............
Councilmember Heidt: I promise to water it if you'll drill the hole and put the dirt and
the Coyote Bush in . I'll drive by a couple times a week and water it in the summer just to
see if we can get something to grow there.
Mayor Pederson: I'll go along with that if that's part of the motion.
Director Putnam: I'm not sure what that has to do with the median project but a.....
Councilmember Boyer: I'd like to bring up the fact that a lot of people from Canyon
Country have been telling it to the Signal that they don't appreciate the fact that they don't
have turf like Valencia does. I think that perhaps if we looked at the formation of landscape
maintenance district if that's what it takes and notified the property owners that would
normally be in such a landscape maintenance district that this is a possibility, we'd love to
do it for them if they want to pay for it like the people in Valencia pay for theirs and see if
we can't dress up that area as nicely as possible. I think that those people have been through
of what twenty years of delay in getting the road widened. Its finally widened lets do it as
nicely as they want it to be done and if they want to vote to assess themselves a moderate
rate to improve the value of their property, so be it, and if they don't that's fine too.
Councilmember Heidt: Another thing, between Soledad and the freeway o.k. is this kind
of slope that goes down there. Does that belong to Cal Trans? I wonder if we could get some
like screening type trees in there.
Director Putnam: I don't know the answer to the first question. Yes, that is Cal Trans
property.
Councilmember Heidt: I wonder if we could contact them and talk to them about planting
some screening trees there because the freeway is right on top of those homes kind of
Director Putnam: We could make that contact to see what might happen.
Mayor Pederson: We have nobody signed up on this item. Any other questions from
Council, discussion, do I have a motion?
