Nisich/� CONSENT CALENDAR DATE: July 12, 1994 SUBJECT: ESTABLISHMENT OF TRAFFIC CONTROL ON WHITES CANYON ROAD, VIA PRINCESSA AND RAINBOW GLEN DRIVE RESOLUTION NOS. 94-87, 94-88, AND 94-89 DEPARTMENT: Community Development BACKGROUND Due to the recent completion of the Whites Canyon Phase III project, new roadway links have been opened to the public: Whites Canyon Road, Via Princessa, and Rainbow Glen Drive. The Traffic Engineering staff has conducted Engineering and Traffic Surveys, on -street parking evaluations on the subject roadways and a four-way stop control evaluation at the intersection of Rainbow Glen Drive and Via Princessa to determine the need for additional traffic controls. The attached Traffic Study illustrates in detail each evaluation. Based on the results of these studies, the following is recommended: 1. FOUR-WAY STOP CONTROL (SEE EXHIBIT "B" FOR INTERSECTION LOCATION) Installation of a four-way stop control at the intersection of Rainbow Glen Drive and Via Princessa. 4. ONE-WAY STOP CONTROL (SEE EXHIBIT "B" FOR INTERSECTION LOCATION) Installation of one-way stop control at the intersections of Fanchon Lane/Rainbow Glen Drive, Flo Lane/Rainbow Glen Drive, Gregory Lane/Via Princessa, and May Way/Via Princessa. RECOMMENDATION Staff recommends that the City Council adopt Resolution Nos. 94-87, 94-88, and 94-89 to establish the speed limits and on -street parking prohibitions on Whites Canyon Road, Via Princessa and Rainbow Glen Drive, a four-way stop control at the intersection of Rainbow Glen Drive and Via Princessa, and one-way stop control at the intersections of Fanchon Lane/Rainbow Glen Drive, Flo Lane/Rainbow Glen Drive, Gregory Lane/Via Princessa, and May Way/Via Princessa. Nisich, City Engineer FROM: iloi Bahman Janka, City Traffic Engineer DATE: June 29, 1994 SUBJECT: WHITES CANYON, VIA PRINCESSA, AND RAINBOW GLEN DRIVE - TRAFFIC STUDY BACKGROUND Due to the recent completion of the Whites Canyon bridge, new roadways have been open to the public: Whites Canyon Road, Via Princessa and Rainbow Glen Drive. There is a need for additional traffic control for the new roadways and the Traffic Engineering section conducted Engineering and Traffic Surveys and on -street parking evaluations on the subject roadways and one-way and four-way stop control evaluations at the intersections along Via Princessa and Rainbow Glen Drive. RECOMMENDATIONS Based on the results of these studies, the following are recommended: 1. Prima facie speed limits (illustrated in Exhibit "A"): a. Whites Canyon Road from Soledad Canyon Road to Via Princessa 50 mph b. Via Princessa from Rainbow Glen Drive to Whites Canyon Road 45 mph c, Via Princessa from Whites Canyon Road to Sierra Highway 50 mph d. Via Princessa from Sierra Highway to East City Limits 45 mph e. Rainbow Glen Drive from Gilbert Drive to Via Princessa 35 mph 2. On -street parking prohibition/no-stopping zone (illustrated in Exhibit "B"): a. Whites Canyon Road between Soledad Canyon Road and Via Princessa. b. Via Princessa between Rainbow Glen Drive and Sierra Highway. c. Rainbow Glen Drive between Gilbert Drive and Via Princessa (total of 3,900 feet on both sides of street). 3. Installation of one-way stop control at the intersections of Fanchon Lane/Rainbow Glen Drive, Flo Lane/Rainbow Glen Drive, Gregory Lane/Via Princessa, and May Way/Via Princessa (see Exhibit 'B".) WHITES CANYON ROAD BETWEEN SOLEDAD CANYON ROAD AND VIA PRINCESSA - This segment is a north/south major roadway with three travel lanes in each direction with a raised median island in the center. The roadway is 84 feet wide with curb/gutter and sidewalk on each side. No traffic accident record is available for this roadway segment. No speed limit signs are posted at the present time. VIA PRINCESSA BETWEEN RAINBOW GLEN DRIVE AND SIERRA HIGHWAY - This segment is presently an east/west secondary roadway with two travel lanes in each direction. The roadway width varies from 64 feet to 84 feet with curb/gutter on each side. A sidewalk has been constructed between Rainbow Glen Drive and Whites Canyon Road. A two-way left turn lane exists between Rainbow Glen Drive and Whites Canyon Road, and raised and painted medians exist between Whites Canyon Road and Sierra Highway. There has been one reported traffic accident along this portion of the roadway which has recently been opened to traffic. No speed limit signs are posted at this time. A Metro -link station exists on the north side of the roadway at the signalized intersection of Weyerhaeuser Way. VIA PRINCESSA BETWEEN SIERRA HIGHWAY AND EAST CITY LIMITS - This segment is an east/west major highway with three travel lanes in each direction and a raised median island in the center. Curb/gutter and sidewalk exists on each side of the roadway. No speed limit signs are posted at the present time. A major commercial site (Price Club) exists on the north side of Via Princessa east of Sierra Highway. Records show that three intersection accidents were reported in 1993 at the intersection of Sierra Highway and Via Princessa. RAINBOW GLEN DRIVE BETWEEN GILBERT DRIVE AND VIA PRINCESSA - This segment is a north/south collector street which has one travel lane in each direction. The roadway is 40 feet wide with curb/gutter and sidewalk on each side. This segment of the street intersects with several public and private streets. Horizontal and vertical curves exist on this street. This segment of the street has recently opened to through traffic, and there has been only one traffic accident in this section since January, 1993. No speed limit signs are posted along this roadway. Rainbow Glen Drive, north of Gilbert Drive has an established and posted speed limit of 35 mph. VIA PRINCESSA/RAINBOW GLEN DRIVE - These two streets form a four-way intersection. Each approach is controlled by a stop sign. Antony J. SPEED LIMIT. The speed limit normally should be established at the 85th percentile speed (defined as the speed at, or below, which 85 percent of the traffic is moving) or the nearest five miles per hour below it. However, in matching with existing conditions and with traffic safety needs of the community, engineering judgement may indicate the need for a further reduction. Whites Canyon Road between Soledad Canyon Road and Via Princessa - Based on the 85th percentile speed, post the speed limit at 50 mph. Via Princessa between Rainbow Glen Drive and Whites Canyon Road -Based on the 85th percentile speed, post the speed limit at 45 mph. Via .Princessa between Whites Canyon Road and Sierra Highway - Based on the 85th percentile speed, post the speed limit at 50 mph. Via Princessa between Sierra Highway and East City Limit - Based on the 85th percentile speed, post the speed limit at 45 mph. Antony J. Nisich, City Engineer June 29, 1994 Page 4 Rainbow Glen Drive between Gilbert Drive and Via Princessa - Based on the horizontal and vertical curves, intersecting public and private streets and consistency with the northerly section, reduce 85th percentile speed, and post the speed limit at 35 mph. ON -STREET PARKING PROHIBITIONS: Whites Canyon Road between Soledad Canyon Road and Via Princessa between Rainbow Glen Drive and Sierra Highway were designated as major and secondary highways. The elimination of on -street parking from major and secondary highways is intended to reduce potential conflict between through traffic and parked vehicles, increase traffic capacity of each street, and enhance the aesthetics of the street system. Rainbow Glen Drive between Gilbert Drive and Via Princessa, a total of 3,900 feet of no -stopping zones are needed to ensure the sight visibility at intersecting streets and reduce potential conflict between through traffic and parked vehicles. Staff has met and discussed with the representatives of the homeowners along Rainbow Glen Drive regarding the establishment of "no -stopping" zones on Rainbow Glen Drive. The representatives agreed with the establishment of "no -stopping" zones along Rainbow Glen Drive. No -stopping signs have already been placed on the above streets to effect the no -stopping regulations. FOUR-WAYSTOP: According to the Caltrans' standards, four-way stop signs are ordinarily used where the volumes of traffic on the intersecting streets are approximately equal. They are also installed where a safety problem is demonstrated by an occurrence of five or more accidents in a 12 -month period which are susceptible to correction by the installation of a multi -way stop control. Since the intersection of Via Princessa and Rainbow Glen Drive is new, only the traffic volume and speed limits were applied in analysis. Based on the collected traffic volume and vehicle speeds, a four-way stop control installation is warranted at the intersection. ONE-WAY STOP: A one-way stop control is recommended at the following locations to provide a positive right-of-way control and enhance traffic safety at the intersections: • On eastbound Fanchon Lane at Rainbow Glen Drive. • On eastbound Flo Lane at Rainbow Glen Drive. • On southbound Gregory Lane at Via Princessa. • On northbound May Way at Via Princessa. The stop signs have been already placed at the intersections to effect the appropriate right-of- way rule. NOW, THEREFORE, the CityCouncil of the City of Santa Clarita does resolve as follows: Section 1. That prima facie speed limits shall be established on the following streets: 1. Whites Canyon Rd between Soledad Canyon Rd and Via Princessa 50 mph 2. Via Princessa between Rainbow Glen Dr and Whites Canyon Rd 45 mph 3. Via Princessa between Whites Canyon Rd and Sierra Highway 50 mph 4. Via Princessa between Sierra Highway and East City Limits 45 mph 5. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS FOLLOWS: Section 1. That stopping, standing or parking of vehicles during all hours of the day shall be prohibited as follows: 1, Whites Canyon Road, on both sides, between Soledad Canyon Road and Via Princessa. 2. Via Princessa, on both sides, between Rainbow Glen Drive and Sierra Highway. Rainbow Glen Drive, on west side, for 200 feet, between 105 feet north of Rue Crevier and 95 feet south of Rue Crevier. 4. Rainbow Glen Drive, on east side, for 315 feet, between 55 feet north of Flo Lane and 260 feet south of Flo Lane. 5. Rainbow Glen Drive, on west side, for 725 feet, between 490 feet north of Gilbert Drive and 235 feet south of Gilbert Drive. 6. Rainbow Glen Drive, on east side, for 580 feet, between 345 feet north of Gilbert Drive and 235 feet south of Gilbert Drive. 7. Rainbow Glen Drive, on west side, for 966 feet, between 586 feet north of Via Princessa and 380 feet south of Via Princessa. 8. THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES RESOLVE AS FOLLOWS: Section 1. That the intersection of Rainbow Glen Drive and Via Princessa be designated as a four-way stop control intersection with the following stop control: 1. Traffic on Rainbow Glen Drive and Via Princessa shall be required to stop before entering the intersection. Section 2. That the following locations be designated as a one-way stop control intersection with the following stop controls: 1. Via Princessa at May Way: Traffic on May Way shall be required to stop before entering the intersection. 2. Via Princessa at Gregory Lane: Traffic on Gregory Lane shall be required to stop before entering the intersection. 3. Rainbow Glen at Flo Lane: Traffic on Flo Lane shall be required to stop before entering the intersection. 4. Rainbow Glen at Fanchon Lane: Traffic on Fanchon Lane shall be required to stop before entering the intersection. Section 3. That the stop designation, as provided herein, shall apply when appropriate signs and pavement markings giving adequate notice thereof have been placed as described in Section 1. Section 4.
