SUBJECT: Agreement for Student Partnership Program
Resolution No. 94-101

BACKGROUND
In March of 1994, the City of Santa Clarita City Council, the William S. Hart Union High School
District Board of Directors, as well as the Los Angeles County Office of Education adopted in
concept a program involving the above mentioned agencies to assist at -risk students
academically, avocationally and socially.
The portion of the City's participation in this program involves an allocation not to exceed $50,000
for the 1994/95 fiscal year, which will be used to offset costs related to the program, such as
classroom rental, excursion admission fees and transportation costs, as well as a variety of
classroom supplies. All costs associated with this program relative to the City's participation will
be encumbered by the William S. Hart Union High School District, and reimbursed by the City.
In order for the City to reimburse the School District for said expenditures, the City Council must
adopt the attached resolution approving an agreement between the William S. Hart Union High
School District and the City.
The program is scheduled to begin September 8, 1994 and will be located at 26889 Bouquet
Canyon Road (the former Handcrafters Guild in the Thrifty Shopping Center behind City Club).
The William S. Hart Union High School District approved the agreement at their regular Board
meeting of Wednesday, August 10, 1994.

RECOMMENDATION
That the City Council adopt Resolution No. 94-101 approving an agreement between the William
S. Hart Union High School District and the City of Santa Clarita for the Student Partnership
Program.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA,
RELATING TO THE STUDENT PARTNERSHIP AGREEMENT "
BETWEEN THE CITY OF SANTA CLARITA AND
THE WILLIAM S. HART UNION HIGH SCHOOL DISTRICT
WHEREAS, an investment in our children is the single most important investment a
community can make; and
WHEREAS, because of low self-esteem, peer pressure, drugs, alcohol, crime and other
exterior influences, many of our high school teens never reach graduation; and
WHEREAS, the City of Santa Clarita and the William S. Hart Union High School District
are committed to ensuring that each and every youngster who attends the William S. Hart Union
High School District becomes a productive Santa Clarita citizen; and
WHEREAS, the City of Santa Clarita and the William S. Hart Union High School District
have worked to produce a partnership program aimed at helping students attain both academic
and social skills necessary for them to be productive members of our society;
NOW, THEREFORE. THE CITY COUNCIL OF THE CITY OF SANTA CLARITA DOES
RESOLVE to approve the Student Partnership Program agreement established between the City
of Santa Clarita and the William S. Hart Union High School District.

AGREEMENT FOR STUDENT PARTNERSHIP PROGRAM
THIS AGREEMENT relating to the conduct of the Student Partnership Program is
hereby entered into by and between the Wm. S. Hart Union High School District (District)
and the City of Santa Clarita (City).
The District, City and the Los Angeles County Office of Alternative Education
(LACOE) have collaborated in developing a non-traditional school program for 40 incoming
ninth graders.
The program will be located in a building at 26889 Bouquet Canyon Road. The
building space will be configured for two classrooms.
1. TERM.
This Agreement is effective upon the signing by both parties and will continue until
terminated, by either party.
2. TERMINATION.
This Agreement may be terminated by either party with thirty (30) days prior written
notice.
3. CONTRIBUTION.
To enable the operation of this program, the City will reimburse the District for
facility rental expense and also for various other expenses as may be mutually agreed.
4. INSURANCE.
The District agrees to insure the interests of the City as against all third party claims
for liability and property damage which may arise through the City's participation in this
program.
