CDBG Earthquake Repair Work Program
Community Recovery Agency
This subject is being placed on the City Council agenda so that staff direction can be
established for proceeding with the expenditure of CDBG monies for the repair of earthquake
damaged residential units in the community.
Staff is recommending that proposals be solicited from professionals with demonstrated
experience in developing and implementing housing programs in local government agencies.
Consultant services would produce specific programs that address Santa Clarita's single-
family, multi -family, and mobilehome earthquake repair needs. Consultant's
recommendations would seek to balance its long-range housing policy directions with the
more immediate needs for earthquake repair. Balance should also be struck between those
programs funded by CDBG, Redevelopment Residential Repair, Redevelopment Housing Set
Aside, HOME Funds (should they become available), and other sources of residential housing
improvement funding including the community reinvestment act andassessment ssessment district use.
Another desirable aspect of the recommended housing programs would be the incorporation
of an effective citizen -based ad hoc committee which functions on a policy advisory role
during the early stages of program operations. The definition of possible future roles for
groups such as Habitat for Humanity and philanthropic organizations should also be
included.
Seeking this direction at this time is somewhat premature in that City Council consideration
of a final budget for the $4.6 million earthquake related CDBG supplemental funding which
has been provided to the City is not scheduled until the first meeting in September. It is,
however, staff's impression based on all Council discussions heretofore that some budget
allocation will be made for the repair of residential units. Council direction at this time will
assist in making these expenditures and thus, the sought after housing improvements, as
quickly as effectively possible. The direction provided with respect to CDBG programs
would also provide an early framework for the Redevelopment Agency's residential
earthquake repair program in that the two efforts should be complimentary.

outlined professional services.
