SUBJECT: ELSMERE DEIR/DEIS TECHNICAL

BACKGROUND

REVIEW -- CONSULTANT CONTRACTS
Per City Council direction, staff has negotiated and is completing execution of professional service
contracts with the consultants previously approved by the Council on May 24, 1994. These
consultants will provide technical expertise and support for the upcoming review of the proposed
Elsmere Canyon Landfill Draft Environmental Impact Report/Draft Environmental Impact Statement
(DEIR/DEIS). Upon release of the DEIR/DEIS for public review, the consultant team will assist City
staff in preparing a comprehensive analysis and response to the document.
The contracts were submitted to each of the eight (8) companies and individuals selected from the
City's standing environmental consultant list. The professional services agreement is a slightly
modified version of the standard contract used by the City for environmental services, and has been
approved for use by the City Attorney's office.
ANALYSIS /y
The required disciplines and expertise identified by staff as necessary for a thorough review and
response to the DEIR/DEIS document include: Landfill Design and Engineering; Geology and
Seismicity; Hydrology/Water Quality; Air Quality; Cultural Resources; Transportation/Circulation;
Biology and Terrestrial Resources; and Risk Assessment/Public Health. The following companies
and individuals are capable of providing the technical support required by the City, and have each
been offered a contract not to exceed ten thousand dollars ($10,000):
Hushmand Associates -- Geology
Stone Lions Environmental Corporation -- Air Quality
Mr. Thomas S. Buquo -- Hydrogeologist
Global Environmental -- Risk Assessment/NEPA
Mr. Lee Jones -- Biology/Terrestrial Resources
Mr. Kenneth Wilson -- Seismicity
Greenwood and Associates -- Air Quality
Mr G. Fred Lee -- Landfill Design/Engineering
Staff does not anticipate that each consultant will reach the $10,000 allocated per contract. Certain
flexibility has been provided with this format, however, so that needed work can be performed in
a timely manner once the DEIS/DEIR is available and the needs are known.
FISCAL IMPACT STATEMENT
Funds have been included in the FY 93-94 budget and proposed FY 94-95 budget for DEIR/DEIS
technical review consultants.
