SUBJECT: Establishing Fares for Line 795, Allowing use of Metrolink Monthly
Passes at all times on Santa Clarita Transit local buses, Creation of a
Frequent Rider Program.

BACKGROUND
On September 6, 1994, Santa Clarita Transit will initiate Line 795 between Santa Clarita and
the Antelope Valley. This bus will complement Metrolink Rail service between the two
Valleys. Since no bus service exists in this corridor, a fare structure needs to be adopted. I1
is proposed that fares be identical to those charged on Line 799 buses to Downtown Los
Angeles. The distance traveled is comparable and existing fare media can be used.
Metrolink fare media would also be honored with Metrolink reimbursing Santa Clarita
Transit for customers carried. Details of the proposed fares are outlined in Attachment 1.
Currently valid Metrolink fare media is honored for free rides on local transit to and from
the Metrolink station to connect with Metrolink Trains. It is proposed to honor valid
monthly passes on all local buses at all times:One way, round trip and 10 ride tickets would
still be only honored to and from Metrolink to connect with trains. The purpose of this
proposal is two fold. Santa Clarita Transit will be promoting using Metrolink to commute to
Santa Clarita from the Antelope Valley and Los Angeles Basin. Extending the pass privilege
will enable these commuters to use Santa Clarita local buses for lunch or other mid day trips.
Second Metrolink Commuters who reside in Santa Clarita will be encouraged to use local
buses for other trip purposes on Saturdays or other days off. It is expected that trips made
with Metrolink passes will be additional tips made on transit.
The Frequent Rider Program would enable any customer who saves passes from 11
consecutive months to turn them in and receive one free pass for the 12th month. The intent
is to encourage more customers to purchase passes and reward those who use Santa Clarita
Transit on a regular basis. Pass use is encouraged because, revenue is received up front, the
customer makes a commitment for the whole month - if they choose not to ride, the City
does not lose revenue, it simplifies and reduces delay when customers are boarding and
customers are encouraged to use transit for more trips. The program would begin in
September, the first free passes would be distributed in August 1995. See attachment #2.

PROPOSED FREQUENT RIDER PROGRAM
Customers will be encouraged to hold on to their monthly passes and when they collect
passes from eleven consecutive months turn them in to receive a complementary monthly
pass for the twelfth month.
RULES
1. Any type of pass may be exchanged, however except as noted below all eleven passes
must be of the same type.
2. Passes must be from eleven consecutive months. Santa CMta Transit has the right to
waive this provision in cases where service is disrupted.
3. Only passes valid on or after September 1994 will be accepted.
4. The complimentary pass will carry the same rights and restrictions of the passes being
turned in for exchange.
5. The pass exchange shall only take place at City Hall, Field Services Offices or by mail.
6. All passes must be surrendered except the current month pass when exchanging for a
complimentary pass. When exchanging passes by mail a photocopy of the current month
pass will be accepted in lieu of the actual pass.
7. Complimentary passes will not be count as one of the 11 passes exchanged the following
year.
S. The complimentary pass will be stamped "Complimentary".
9. Two exceptions to the requirement in number 1 above:
a. Upon verification, any person whose fare eligibility changed during the year may
turn in passes from the different fare categories. For example a youth pass holder
who became no longer eligible could turn in a youth pass for the first part of the
period and an adult pass for the remainder. Also an adult pass customer who became
eligible for a senior/disabled pass during the period may turn in both types of passes.
b. Upon verification, any customer whose place of employment changed during the
year resulting in a different type of pass being purchased (eg a person who worked
the first part of the period in Downtown Los Angeles, the second part in the San
Fernando Valley) may turn in the two types of passes.
