HomeMy WebLinkAbout1994-08-23 - AGENDA REPORTS - FUNDING SOUTH FORK TRAILAGENDA REPORT gManlar A proval Item to be presented by: rD Rick Putn CONSENT CALENDAR DATE: AUGUST 23, 1994 SUBJECT: PROPOSITION A FUNDING FOR SOUTH FORK TRAIL - PHASE IV DEPARTMENT: PARKS, RECREATION, AND COMMUNITY SERVICES BACKGROUND On November 3, 1992, voters approved Proposition A, the Safe Neighborhood Parks Act of 1992. The per - parcel discretionary portion of Proposition A states that cities are entitled to funds based on the total number of land parcels within City limits. According to County records, the City of Santa Clarita has 39,947 parcels, and therefore is allocated $1,340,000 of the funds. In the 1994-95 municipal budget, the City Council has approved the expenditure of $100,000 in discretionary Proposition A funds for acquisition, design, and construction of the South Fork Trail - Phase IV. (This information is attached.) The project limits include the South ForkRiver corridor from Magic Mountain Parkway to McBean Parkway. Once the grant application process is concluded with Los Angeles County, staff envisions that easement acquisition and project design should be accomplished this year. However, the County requires that the City Council adopt a resolution authorizing their approval of the grant application before the process may begin. Previously, the City Council adopted Resolution 93-157 and approved the application for funds for various projects with the County of Los Angeles to allow staff to begin acquisition of Proposition A funding. (This resolution is attached.) Approximately $1,190,000 of the total funding amount has been approved for allocation to previous park projects. The proposed South Fork Trail Phase IV project was not included in the original resolution, and therefore requires the adoption of Resolution 94-94 to begin application procedures. RECOMMENDATION The City Council adopt Resolution 94-94, allowing the City to enter into an agreement with the County of Los Angeles for the purpose of utilizing discretionary Proposition A funds and authorizing the City Manager to conduct all negotiations and execute all documents which may be necessary for the completion of the proposed South Fork Trail - Phase IV project. The Santa Clara River Trail is a regional trail identified in the City s General Plan and is a major component of the adopted Santa Clara River study. Funding Source: Prop. 116 (Cycle 2) 25$ 0,000 Total Budget $250,000 SOLEDAD BRIDGE BIKEWAY This project includes right-of-way, design and construction of a connector interchange on and adjacent to the Soledad Canyon Road bridge connecting the Santa Clara River Trail and the Commuter Rail Trail. This project links the regional Santa Clara River Trail with the Commuter Rail Trail to provide commuter access to the Metrohnk Station. Funding Source: Proposition C (Cycle 2) 55� 7,000 Total Budget $557,000 SOUTH FORK TRAIL - PHASE IV Right-of-way, design and construction of a bicycle and pedestrian trail along the west side of the South Fork River channel from Magic Mountain Parkway to McBean Parkway. The South Fork Trail is part of the backbone of the City's trail system. It is identified in the City's General Plan and was adopted as a part of the Santa Clara River study. Funding Source: Prop. A - Safe Park Total Budget TOTAL 1994-95 CAPITAL PROJECTS 121 10$ 0,000 $100,000 $24,058,663 budget%\cappmitto RESOLUTION 94-94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE COUNTY OF LOS ANGELES REGIONAL PARK AND OPEN SPACE DISTRICT PER -PARCEL DISCRETIONARY GRANT PROGRAM FOR SOUTH FORK TRAIL - PHASE IV WHEREAS, the people of the County of Los Angeles on November 3, 1992 enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree Planting, Senior and Youth Recreation; Beaches and Wildlife Protection (the Proposition), which provides funds to the County of Los Angeles and other public agencies in the County for the purposes of acquiring and/or developing facilities for public recreational facilities and open space; and WHEREAS, the Proposition also created the County of Los Angeles Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, the District has set forth the necessary procedures governing local agency applications for grant funds under the Proposition; and WHEREAS, the District's procedures require the applicant to certify, by resolution, the approval of the application before submission of said application to the District; and WHEREAS, the project has been identified by the Department of Parks, Recreation, and Community Services as a valuable addition to its focus on safe neighborhoods; and WHEREAS, said application contains assurances that the applicant must comply with; and WHEREAS, the applicant will enter into an agreement with the District for acquisition or development of the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Clarita hereby: 1. Approves the filing of an application with the County of Los Angeles Regional Park and Open Space District for funds under Section 8.b.1 of the Proposition for the above project; 2. Certifies that said applicant understands the assurances and certification in the application form; 3. Certffies that said applicant has, or will have, sufficient funds to operate and maintain the project in perpetuity;. and 4. Appoints the City Manager, as agent of the City of Santa Clarita, to conduct all negotiations, and execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests, and so forth, which may be necessary for the completion of the aforementioned project.
