SUBJECT: PHASE H - DEBRIS REMOVAL CONTRACT EXTENSION

BACKGROUND
At the council meeting on June 28, 1994, staff was authorized to initiate a change order in
the amount of $500,000.00 for a period of 30 working days to the existing contract with
Jerry Blackshire/Applied Environmental Management for the removal of earthquake -related
debris on roads within the City limits. This extension was to be granted based on the actual
need for this service.
At that meeting, staff advised council that the original agreement would end on
July 22, 1994. This date was calculated based on 30 working days after the contract
agreements were signed by all parties. However, it should be noted that the agreement
called for the contractor to begin work on May 27, 1994, and end on July 11, 1994. The
Contract amount was for a total of $785,836.00. On June 28, 1994, the contractor notified
the City that due to modifications in their operations, higher efficiency levels were achieved.
Therefore, the monies originally allocated offered service for an additional 14 working days.
As such, the contractor was authorized to continue work until the originally approved
contract funds were exhausted.
On August 1, 1994, staff conducted field visits to all four communities of the City and
observed that homeowners were still undergoing reconstruction and the debris resulting from
this activity was being put onto the streets for pick up. Subsequently, on the same day, staff
initiated a change order for the contractor to continue work for an additional 30 days ending
on August 31, 1994, for a total amount not to exceed $500,000.00..

During the past month, staff has received numerous calls from community members asking
the City extend the removal program. Additionally, based on the number of earthquake
permits currently on file in the Building and Safety office, staff anticipates that earthquake
construction debris will be continued to be placed in the streets. On August 3, 1994, staff
met with OES and FEMA representatives and were successful in attaining an extension of
time for the continuance of the debris removal program.
In order to eliminate safety hazards during the heavy rainy season, which are typically during
the months of January and February, it was determined that the removal program should be
extended through the end of the calendar year. The cost associated with an extension for
the removal of earthquake related debris is reimbursable by FEMA.
RECOMMENDATION
■ Direct staff to initiate a change order to the existing contract for an
amount not to exceed $1,980,000.00 (reimbursable by FEMA) for the period
beginning on September 1, 1994, and ending on December 31, 1994.
