Nisich I f° CONSENT CALENDAR DATE: September 13, 1994 SUBJECT: REQUEST FOR AUTHORITY TO AMEND THE CONTRACT FOR HARRIS AND ASSOCIATES DEPARTMENT: Community Development BACKGROUND On March 22, 1994, Council ratified the action of the City Manager for entering into contracts under the authority of the California State Public Contract Code, Section 22035, Emergencies; procedure. The contract for Harris and Associates, 4281 Katella Avenue, Suite 100, Los Alamitos, California 90720 to provide project management/construction managementlinspection services was estimated in the amount of $210,000. Additional phasing of work now in progress, due to changes as a result of aftershocks, plus additional damages, will require the extension of time beyond what was originally anticipated. Several contracts to be advertised will require extending the services of Harris and Associates for the assessment, implementation, and management of a program for emergency repairs of public streets related to the earthquake. The funding for this work is coming from FHWA and FEMA through reimbursement. RECOMMENDATION 1) Council approve amendment to the contract to read, "Not to exceed $375,000", in order for work currently underway to be completed, and for work on contracts to be advertised. 2) Authorize City Manager to execute the amended Contract in an amount not to exceed $375,000. 6� V b l `39 3) Increase budget on Account Nos.. 90-89-998-227 K$82,000; 90-39-940-227 V $110,000; 90-39-917-227 t4 $63,000; and 90-39-941-227 1� $50 000. by 01D e4%6 4) Establish budget on Account Nos. 90-39-109-2 7 for $63,000; and 90-39-110-227 for $7,000. BY:lkl pp 100 coonci/\a poh&o. by A rr item: r CITY OF SANTA CLARITA 016R}T4 ,.� COMMUNITY DEVELOPMENT DEPARTMENT ENGINEERING DIVISION 23920 VALENCIA BOULEVARD, SUITE 300 V .y SANTA CLARITA, CALIFORNIA 91355 (805) 255-4935 AGREEMENT NO. 3 CONTRACT FOR PROGRAM MANAGEMENT/CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES The City of Santa Clarita, a municipal corporation of the State of California, (hereinafter "City") and Harris & Associates, Inc., hereinafter ("Consultant") previously entered into Agreement No. 1 on the 17th day of February 1994, (hereinafter "Basic Agreement") and Agreement No. 2 on the 22nd day of April 1994, (hereinafter "Supplemental Agreement'). This Agreement No. 3 is intended to supplement and restate Basic Agreement and to delete and cancel, in its entirety, Supplemental Agreement,- entered into on the 22nd day of April 1994. City and Consultant hereby agree as follows: Agreement No. 3 supplements Exhibit #1 - SCOPE OF SERVICES in Basic Agreement by adding thereto the following: 4. Provide an initial survey of street and public improvement damage caused by the January 17, 1994 earthquake with a comprehensive list of damage locations as requested by the City Engineer. 5. Complete detailed damage assessments of each location listing specific quantities of damaged materials and photographs of same. Determine which of the areas reviewed require and are eligible for reimbursement. Provide construction cost estimate for each damage assessment. 6. Assist City with preparation of bid documents for those locations which require emergency reconstruction. 7. Provide construction management services during life of construction contracts including preconstruction meeting(s), inspection of work, recording of unit quantities, preparation of progress payments, preparation of change orders, photographic recording of construction progress, receive and log wage data, and assist in contract closeout. 8. Provide a location and phone service for City residents. Answer questions about the reconstruction projects and review resident concerns. Review damage with residents, and make recommendation for inclusion/exclusion in repair contract. Provide damage assessment report with photo, if included in repair contract. 9. Schedule City subconsultants (soils testing, land surveying) as required by each repair contract. Review billing by each subconsultant for correct time and location. 10. Prepare report to City and Federal agencies as required to assist City in seeking reimbursement. 11. Hold information meeting as necessary with City residents to assist in repair planning. 12. Respond to City resident complaints relating to the reconstruction contracts. 13. Prepare reports as requested by City staff relating to the reconstruction projects. The Basic Agreement is further supplemented to differentiate the classification of work on the major thoroughfares in the City as "On -System Roads"; and secondary roadways and residential streets as "Off -System Roads." The Basic Agreement at paragraph 15, Compensation, is hereby amended by adding thereto the following: Compensation to be paid to Consultant for services provided under Agreements 1, 2, and 3 shall not exceed the following: On -System Roads $82,000 Off -System Roads $293,000 Total: .................. $375,000 The Supplemental Agreement entered into on April 22, 1994 is hereby cancelled.
