SUBJECT: TEMPORARY PARKING - MCBEAN PARKWAY
Resolution No. 94-104

BACKGROUND
The Traffic Engineering staff has recently received a request to allow temporary parking
along both sides of McBean Parkway between Singing Hills Drive and Rockwell Canyon
Road. A cony of the reauest is attached.
The Church of "Jesus Christ of Latter Day Saints" located at 24443 McBean Parkway is
requesting temporary parking along both sides of McBean Parkway between Singing Bills
Drive and Rockwell Canyon Road for Saturday and Sunday, October 22 and 23, 1994. The
request is for their simi-annual stake conference and they anticipate an excess of 150 cars
over the capacity of the parking lot of the Church site.
Analysis and Findings
McBean Parkway is a divided major arterial which is striped for four lanes with parking
prohibitions on both sides. There are existing traffic signals atboth ends of the requested
temporary parking which are McBean Parkway/Singing Hills Drive and McBean
Parkway/Rockwell Canyon Road intersections. The posted speed limit in this vicinity on
McBean Parkway is 45 mph. In order to discourage the users to cross the road, the Church
will have scouts on site to make sure no one "jay walks".
The temporary parking would relieve the overflow of parking demand expected in the
Church's parking area during the dates of October 22 and 23, 1994. All related costs for the
appropriate adjustments would be paid by the Church.

RECOMMENDATION
AdoptResolution No. 94-104, authorizing staff to allow temporary parking on the requested
dates from the Church of "Jesus Christ of Latter Day Saints" on both sides of McBean
Parkway between Singing Hills Drive and Rockwell Canyon Road, and authorize staff to
evaluate and recommend temporary parking along the above road on future dates.
Direct staff to perform the appropriate adjustments to the existing signs to affect this
Resolution and invoice the applicants for all related costs.

RESOLUTION NO. 94-104
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
ALLOWING TEMPORARY PARKING ALONG
MCBEAN PARKWAY
WHEREAS, a request was made to establish temporary parking along both sides of
McBean Parkway between Singing Hills Drive and Rockwell Canyon Road; and
WHEREAS, it is consistent with normal traffic engineering practices to establish
parking or no -parking zones; and
WHEREAS, Section,22507 of the Vehicle Code of the State of California provides for
local authorities to prohibit stopping or standing of vehicles on certain streets or highways,
or portions thereof, during all or certain hours of the day.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA,
CALIFORNIA, DOES RESOLVE AS FOLLOWS:
Section 1. That the parking of vehicles on the following streets or highways, or
portions thereof, shall be allowed along both sides of McBean Parkway between Singing Hills
Drive and Rockwell Canyon Road, (except where the no -stopping area is required) on October
22 and 23, 1994.
Section 2. That the City Engineer be authorized to evaluate and recommend
temporary parking along the above road on future dates.
Section 3. That the parking of vehicles, as provided herein, shall apply when
appropriate curb markings or signs giving adequate notice thereof have been placed as
described in Section 1.
Section 4. That applicant shall remove and reinstall or cover the necessary curb
markings or signs to effect this Resolution, and the applicable fees for this work shall be
waived.
