SUBJECT: PEDESTRIAN BRIDGE RESTORATION - BID AWARD
DEPARTMENT: Community Development
BACKGROUND
At the meeting of January 25, 1994, Council gave approval allowing the City Manager to
enter into a number of emergency restoration projects related to the recent Northridge
earthquake:
This project includes earthquake repairs and cosmetic repairs of all pedestrian bridges and
underpasses.. FEMA has agreed to fund approximately $352,000 for the earthquake repairs,
since the City was in the process of finalizing an agreement with Newhall Land and Farming
Company and Valencia Homeowners' Associations to transfer ownership to the City prior to
Northridge earthquake. Newhall Land and Farming Company will pay approximately
$100,000 for design engineering and portions of construction and construction engineering
which is not covered by'FEMA. The County Landscape Maintenance District will pay the
remaining $216,000 for cosmetic repairs and regular maintenance.
On Tuesday, September 13, 1994, the following bid was received by the City Clerk:

Engineer's Estimate $ 570,000.00
Staff contacted over 30 bridge and roadway contractors for this project. Five
contractors purchased the plans and specification, and only one contractor submitted a bid
Staff recommends to reject the bid and authorize to advertise for re -bidding the project.
RECOMMENDATION
Reject the bid, and authorize staff to advertise for re -bidding the project.
