September 13, 1994 Quarterly Brochure RFP Process and Selection of Publisher Parks, Recreation, and Community Services The Parks, Recreation and Community Services Department produces a quarterly brochure to inform the public of program offerings, as well as other events and issues within the City., On July 25, 1994, Shorco Publishing, the current producer of the brochure, declared Chapter Seven bankruptcy. The RFP was advertised on August 8, 11, and 14, 1994, in The Signal and The Daily News with a proposal submittal deadline of August 30, 1994, at 5:00 p.m. Requests for proposals were sent to twelve (12) publishers of which nine (9) were locally owned and operated. The RFP specified that the decision would be made on the following factors (in order of importance): price, quality of past work, reliability of past work, proof of ability to market and collect advertising revenues, and design concepts. The following bids, including price examples, were received on August 30, 1994: COMPANY CITY PRICE (34 Ib. paper) Schoolhouse Publications Fountain Valley $7,700 Forsfull Communications Santa Clarita $8,750 Summit Ad Group Orange $9,500 The above prices are based on a fifty-six page brochure, however the actual cost may vary from season to season, depending on the size of the brochure. There is $66,000 currently budgeted in the brochure printing account, number 01-9102-211. Based on the five decision factors stated in the RFP, staff has chosen Schoolhouse Publications. RECOMMENDATION Authorize the City Manager to enter into a contract with Schoolhouse Publications not to exceed $34,000/year, for a duration of one year, renewable in one year increments not to exceed a total of three years.
