Sierra Highway was built by the State of California in 1937 and upon completion of the 14 Freeway, Sierra Highway was turned over to L.A. County. Upon incorporation, the City of Santa Clarita became the responsible party for the maintenance of Sierra Highway. However, a portion of Sierra Highway, Friendly Valley to San Fernando Road, is not accepted by the City of Santa Clarita and is maintained by the State. Staff has received input from Parks & Recreation (Urban Forestry), Community Development (Engineering/Traffic Engineering) and Public Works (Street Maintenance) and recommends the area of Sierra Highway, north of Soledad Canyon Road, be placed on a high priority list of projects. This area has very few improvements, i.e, lack of sidewalks, curb & gutters, median islands and street lights. For the areas maintained by the City of Santa Clarita, staff has identified three options. Option 1 A major clean up and road shoulder grading of Sierra Highway with a few trees in appropriate areas. This can be funded through the Parks Department, Urban Forestry section's Maintenance and Operations accounts and the Public Works, Streets Division's Maintenance and Operations accounts. This will provide shoulder grading and will help keep the roadway area weed -free, with trees planted in parkways with curb, gutter and sidewalk. Weed & Clean Trees (Streets Division) (Urban Forestry Division) TOTAL (Funded) $ 15,000 5.00 20,00 Option 2 The clean up and shoulder grading of the: Sierra Highway project with uniform parkway tree and shrub planting. This option would have a minimal impact to the area due to the uneven street alignment major weed -infested lots, dirt pockets and lack of curb, gutter and sidewalk. The trees and shrubs would be lost from sight in the rubble. Also, the trees and shrubs planted in the areas where no curb, gutter or sidewalk exist risk the possibility of being run over by vehicles. This option would address the area's inconsistencies with the following: alignment of the roadway with a consistent width from curb to curb; fully landscaped median strip from Soledad north two miles; street lights for the entire stretch of Sierra Highway; and uniform parkway street trees, shrubs and irrigation system. Public Works, Streets Division, has begun road shoulder grading and working with Building & Safety for the removal of Dillenbeck's (on Sierra Highway) debris after the_L.A. County Fire Department has completed their training efforts at this location. Staff has notified our weed abatement contractor to include this area in our spraying contract. Public Works will also be sealing all median islands within the next few weeks. Council may want to revisit this item at mid year or may want to consider this for a future project for the Community Recovery Agency as funding becomes available. RECOMMENDATION It is recommended that staff continue with 'Option 1 to repair, cleanup and grade road shoulders and work with Building & Safety for the removal of abandoned buildings and resolution of code violations.
