HomeMy WebLinkAbout1994-09-13 - AGENDA REPORTS - SOLEDADCYN MEDIAN LANDSCAPEAGENDA REPORT UNFINISHED BUSINESS City Manac Item to be Kit Nell V14 J 0�. i DATE: September 13, 1994 SUBJECT: Bid Award for Soledad Canyon Road Median Landscape Improvements Project No. 99-028 DEPARTMENT: Parks, Recreation, and Community Services BACKGROUND At the regularly scheduled Council meeting of July 12, 1994, staff received authorization to proceed with the advertising for bids for Project No. 99-028. This project consists of installation of stamped concrete and landscaping of the Soledad Canyon Road medians between Kenroy Avenue and Shadow Pines Boulevard. Additionally, Council requested that staff review two issues during the bid period. The first issue dealt with the proposed project scheme consisting of tree, shrub, and granite boulder landscaped pockets surrounded by stamped concrete, as opposed to a turf scheme which is prevalent in Valencia. The proposed landscaping scheme meets previously established criteria to provide drought resistant plant material; minimize water usage; provide hardscape consistent with the natural surroundings;. and create a landscaping system that would minimize ongoing maintenance costs. At the suggestion of the City Council, City staff met with the Canyon Country Chamber of Commerce and received support for the project as designed. The second issue addressed by Council concerned a desire to soften the effect of the existing hillside along the north side of Soledad just east of Sand Canyon Road by drilling holes and planting coyote brush, perhaps experimental in nature. While this, as well as a number of other possibilities, have been identified, staff would prefer additional time to study this issue. Since this issue is not required to be resolved in order to construct the proposed median improvements, staff recommends that hillside landscaping be identified as a separate project, with appropriate budget requests (if necessary) to be taken up during the mid -year budget review. With respect to Project No. 99-028, the following bids were received: COMPANY BUSINESS LOCATION BID AMOUNT California Landscape Canoga Park Ecology Construction Canoga Park. It is expected that the results will indicate that California Landscape will be responsive and should be awarded the contract. Provided that Council awards this contract, installation of the median landscaping improvements will begin by the end October and will be completed by February 1995. Budget in the amount of $750,000 is available in account nos. 16-99028-227 and 28-99028-227 to cover the construction and construction engineering costs for this project. It is expected that total project costs, including contingencies, construction engineering, and inspection costs,. will not exceed $600,000. RECOMMENDATION 1. Adopt the project plans and specifications, award the contract for Project 99-028 -Soledad Canyon Road Median Landscape Improvements to California Landscape in the amount of $474,042.05; and allow 15 percent contingency in the construction account for this work. 2. Authorize staff to secure supplemental construction engineering and inspection services through Willdan Associates in an amount not to exceed $35,000. 3. Direct that additional studies be performed, and that a landscaping project for the hillside along the north side of Soledad Canyon Road east of Sand Canyon Road be identified as a separate project with appropriate budget requests (if necessary) to be taken up during the mid -year budget review. 19X29agenda I w
