SUBJECT: CITYWIDE TRAFFIC FLOW MAP PROJECT CONTRACT

BACKGROUND
The City of Santa Clarita presently does not have comprehensive traffic volume information
on various streets. This project will create the City's first Traffic Flow Map.
Traffic volume data are very useful when developing new roadway projects, prioritizing
roadway maintenance projects, controlling traffic movements on the roadways, monitoring
and analyzing traffic accidents, financing considerations, public information, and other
purposes. City staff will use the Citywide Traffic Flow Map in reviewing traffic conditions
and recommending improvements on the City roadways. In addition, it measures the present
service demand as well as estimates for the future service demand for the City roadways.
The project includes collection of Average Daily Traffic volumes (ADT) at 336 locations, AM
and PM peak hour manual count volumes at 20 intersections and preparation of two Citywide
Traffic Flow Maps. The budget for the project is $25,000 (Account No. 01-5402-227). The
funding for this project is from the fiscal year 1993-1994 Engineering budget in the
Community Development Department.
The Traffic Engineering staff received proposals for professional services from eight firms as

Based on technical qualifications and methodology for the project, TJKM is the recommended
firm.
RECOMMENDATION
Authorize the City Manager to execute an agreement with TJKM not to exceed $25,000
subject to the approval of the City Attorney as to form.
