SUBJECT: ANNEXATION OF PROPERTIES ALONG PORTIONS OF SOLEDAD
CANYON ROAD TO COUNTY LIGHTING DISTRICT AND GIVING
CONSENT AND JURISDICTION TO COUNTY FOR ANNEXATION
AND ASSESSMENTS PROJECT NOS. 88-84, 89-84 AND 91-84

BACKGROUND
At the April 19, 1994 City Council meeting, residents of Canyon Country presented a petition
to the Council asking for lighting along Soledad Canyon Road from Camp Plenty Road to the
Metrolink station. The Council approved setting Soledad Canyon Road as a top priority and
authorized staff to initiate proceedings for annexation of properties to the Lighting District
at that meeting.
Staff has worked with the County Public Works Department and the Southern California
Edison Company to place interim lighting along both sides of this segment of Soledad Canyon
Road, using wooden poles and overhead service, at no capital cost to the City. Other
alternatives were studied, including placement ofmarbelite (concrete) poles with underground
electric service at a cost of approximately $400,000. Since there are no budgeted funds for
this, the interim lighting is being recommended. Permanent lighting will be installed in the
future when development occurs and when PUC undergrounding funds become available.
As Council directed, full cut-off lighting is to be installed as interim lighting.
The annexation to the existing County Lighting District is necessary to authorize
assessments to adjacent property owners to pay for the ongoing energy costs. The current
lighting assessments are $5/yr, for single-family homes, $15-30/yr. for businesses and $40/yr,
for a mobile home park. Vacant parcels are not assessed until they are developed.
If the Council approves this item; petitions will be circulated to property owners for
signature, requesting annexation to the Lighting District. Upon receipt of these petitions,
the Edison Company will install the lights. The installation is anticipated to be completed
in November, if there are no delays in obtaining petitions from a majority of affected property
owners. If a majority of property owners do not sign petitions, the installation will not take
place.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA CLARITA, CALIFORNIA
GRANTING CONSENT AND JURISDICTION
TO THE COUNTY OF LOS ANGELES
IN THE MATTER OF
COUNTY LIGHTING MAINTENANCE DISTRICT 1867
AND COUNTY LIGHTING DISTRICT LLA-1
PROJECT NOS. 88-84, 89-84 and 91-84
WHEREAS, the Board of Supervisors of the County of Los Angeles is about to
commence proceedings under Divisions 7 and 15 of the Streets and Highways Code, for the
annexation of territory to County Lighting Maintenance District 1867 and County Lighting
District LLA-1; and
WHEREAS, the proposed annexation will have street lights installed in the City of
Santa Clarita; and
WHEREAS, all of the land included in the proposed annexation lies within the
boundary of the City of Santa Clarita.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA CLARITA does
resolve as follows:
SECTION 1. That the public interest, convenience and necessity require the
maintenance of a street lighting system located within said territory as shown on the maps
of the annexation of County Lighting Maintenance District 1867 and County Lighting District
LLA-1 on file in the office of the Department of Public Works.
SECTION 2. That this City Council hereby consents to the annexation of said
territory, as shown on the attached map and/or described in the attached legal description,
included within the boundaries of said annexation, and lying within the boundary of the City
of Santa Clarita.
SECTION 3. That this City Council hereby finds and determines that the land
included within the boundary of the proposed annexation lying within the boundary of the
City of Santa Clarita, will be benefitted by the said proposed annexation, and hereby consents
to the inclusion of said land within the proposed annexation and to the assessment thereof.
SECTION 4. That the consent of this City is hereby given to the commencement of
the proceedings for said annexation to County Lighting Maintenance District 1867 and
County Lighting District LLA-1 by the Board of Supervisors of the County of Los Angeles,
and to the exercise of exclusive jurisdiction of said Board of Supervisors over all proceedings
necessary thereto for the purpose of consummating the same, all in accordance with the
provisions of Divisions 7 and 15 of the Streets and Highways Code.
SECTION 5. That the Clerk of the. City Council is hereby directed to certify and
deliver two copies of this Resolution to the Department of Public Works of the County of
Los Angeles..

SECTION 6. The City Clerk shall certify to the passage of this Resolution by the City
Council of the City of Santa Clarita, and shall cause the same to be posted in three (3)
conspicuous places in the City of Santa Clarita, and it shall thereupon take effect.
