HomeMy WebLinkAbout1994-09-27 - AGENDA REPORTS - FEMA PARKS REPAIRAGENDA REPORT City Manager Approval Item to be presented Rick P nam ) �2' j CONSENT CALENDAR DATE: September 27, 1994 SUBJECT: Award Contract for Consultant Services for FEMA Parks Repair DEPARTMENT: Parks, Recreation, and Community Services BACKGROUND Approximately $450,000 of earthquake damage remains at seven park facilities and $40,000 at the Santa Clarita Boys and Girls Club. The damages include cracked slabs; extensive pool damage; floor, wall, roof, and structure damage. Staff and contractors have repaired 36 projects out of 70 at the various park facilities. The immediate repairs were necessary to eliminate hazards to the public and to maintain recreational programming. For example, the Santa Clarita Park pool is operational but leaks; the North Oaks Park pool is operational but contains shell and deck cracks; the Newhall Park Shop driveway is severely cracked but is usable. Thirty-four earthquake repair projects at eight facilities remain. In order to complete the repairs, a construction design and management company is needed. Therefore, Requests for Proposals were advertised for assessment, documentation, development of construction plans and specifications, bid documents, and construction management of final repairs. Advertisements were placed in the Signal newspaper on August 14, August 16, and August 18 1994. The remaining projects will be bid out to one general contractor for final construction repairs. There are therefore two steps to the overall projects: (1) Specifications, design, and management, for which we have received proposals; and (2) General contractor repairs, which will follow thereafter. In regards to the City making repairs to the Boys and Girls Club, a lease agreement between the City and the Club states that the City and the Club are each responsible for one-half of the cost of natural disaster repairs. The City will be the coordinating agency for the repairs to the Club. The cost will be shared equally between the City and the Club. The City expects to be reimbursed 100% by FEMA and the State for its share of the cost of repair. The Boys and Girls Club, as a nonprofit organization, will be eligible for 90% of its share of the repairs. The remaining 10% will be borne by the Club. Seven known construction design and management companies were sent information regarding the Request for Proposal (one local company, and six companies from outside the area). Proposals were opened on August 31, 1994. Upon conclusion of a point system evaluation, Garde•Ten's proposal was rated superior to CMA's. Incidental to the selection process for professional services contracts, Carde•Ten's proposed project cost for service is lower than CMA's project cost. Funds for this project are budgeted in account no. 90-79112-227 and would be reimbursed by FEMA. 111:11619"T• 1.
